Angels owner Arte Moreno spoke to Jeff Fletcher of The Orange County Register this week, touching on various topics. Notably, he said that he has no plans to sell the team and that the club’s payroll is going to be lower in 2024.
Moreno announced in August of 2022 that he was planning to explore a sale of the club, but another announcement in January of 2023 indicated he was no longer pursuing that path. While some fans may have hoped he would reconsider, it doesn’t seem that is in his plans.
“I am here long term,” Moreno said to Fletcher this week. “There are some people that came back and some people that knew I had it on the market (in 2022). I basically said it’s not on the market.”
Moreno did leave the door open to being blown away by a crazy offer, suggesting if an interested party offers something “really stupid” he’d have to consider. Outside that scenario, it doesn’t seem like a sale is on the table.
That leaves questions about the long-term plan of certain elements, such as the club’s home ballpark of Angel Stadium. Moreno was hoping to purchase the venue with an eye on developing the area around it into a sort of ballpark village with residential and commercial spaces. That plan seemingly died in May of 2022 when Anaheim City Council voted against it. The process was marred by controversy, with Anaheim mayor Harry Sidhu resigning amid an FBI investigation alleging that he shared insider information with the club in the hope of soliciting campaign contributions. It was just a few months later that Moreno announced he was considering selling the club.
It doesn’t seem like there’s any momentum to revisiting plans for that development project, with Moreno suggesting city officials don’t have “an appetite” for the plan. Anaheim’s current mayor, Ashleigh Aitken, also provided a statement to Fletcher:
“We’re open to looking at the future of baseball and welcome a fresh start in crafting a proposal that is good for Anaheim and our residents. I’m all ears. We know what works, and we’ve seen what didn’t. We welcome a fair proposal. As a city, we’re committed to building on decades of baseball in Anaheim for generations to come.”
With Moreno seemingly not looking to purchase the stadium at the moment, the Angels continue to lease it. That deal runs through 2029 but with three-year options that go through 2038. Moreno demurred when asked how that would play out. “Do you know where you’re going to be in 2038? Do you know how old I am? This year I’ll be 78. That’s a long time.”
Turning to the near future, Moreno addressed the 2024 club and admitted that the club’s plan is to “set the budget lower,” but without providing specifics.
The Angels were willing to spend near the competitive balance tax last year and were even over the line for a time. But as they fell out of contention, they put various veteran players on waivers in order to shed their salaries. They also put Max Stassi on the restricted list as he was away from the club due to a personal matter, which was later revealed by his wife to be the premature birth of their son, which led to various health complications for the child.
In the end, the club successfully ducked under the tax line. Some observers wondered if the club would enter a rebuild with Shohei Ohtani hitting free agency, but general manager Perry Minasian quickly shot down those ideas in November when he plainly stated that they would not rebuild and would actually be aggressive this winter.
The club has indeed been active, though whether they’ve been “aggressive” is up for debate. The Halos have mostly been focused on the bullpen, signing Robert Stephenson, Matt Moore, Luis García, Adam Cimber and José Cisnero. Despite those signings, their payroll is at $173MM and their CBT number at $188MM, per Roster Resource. That puts them almost $50MM below the tax and almost $40MM below last year’s Opening Day payroll of $212MM, per Cot’s Baseball Contracts.
If they were willing to get back to those levels again this year, they would be a viable player for a late-winter splash on one of the top remaining free agents, with Blake Snell, Jordan Montgomery, Cody Bellinger and Matt Chapman still available. But perhaps that’s less likely if the budget is going to decrease, though it’s not clear how far they intend to drop payroll. Circling back to Ohtani, Moreno confirmed a December report that the Halos were not willing to match the heavily-deferred $700MM deal that Ohtani signed with the Dodgers.
With Ohtani gone, the club is no longer obligated to run a six-man rotation, something they did to limit Ohtani’s workload while serving as a two-way player. Rhett Bollinger of MLB.com reports that the club is planning to use a traditional five-man rotation this year, with Sam Bachman and José Suarez to be stretched out.
Those two figure to be in competition for a spot at the back of the rotation. If everyone is healthy, the front four should be Reid Detmers, Griffin Canning, Patrick Sandoval and Tyler Anderson. That leaves one spot for someone like Bachman, Suarez, Chase Silseth or Zach Plesac.
Suarez, 26, seemed to be breaking out as a viable starter over 2021 and 2022. He pitched around 100 innings in each of those campaigns with his earned run average finishing just a bit below 4.00 both times. But last year was challenging, as he missed significant time due to a left shoulder strain and only tossed 33 2/3 innings with an 8.29 ERA. He’ll look to get back on track with better health this year. He’s out of options and will need to be in the bullpen if he doesn’t win a rotation job, or else be removed from the 40-man roster entirely.
Bachman, 24, was selected ninth overall in 2021 and made his MLB debut last year. He made 11 appearances out of the bullpen in the big leagues, with a 3.18 ERA in those. He landed on the injured list due to shoulder inflammation in July and wasn’t able to make it back after that.
He was a starter on his way up the minor league ladder but has yet to build up a huge workload. He pitched 75 2/3 innings in college in 2019, but then was limited to just 23 2/3 in the 2020 season. In 2021, he tossed 59 2/3 in college and then another 14 1/3 in High-A after his draft selection, getting to 74 on the year. In 2022, he was in Double-A but only logged 43 2/3 innings as back spasms and biceps inflammation slowed him down. Last year, he threw 26 1/3 frames at Double-A before adding another 17 in the minors, combining for 43 1/3.
All told, he’s yet to reach 80 innings in a season and didn’t even get to 45 in either of the past two years. It’s understandable that the club still wants to develop their first-rounder as a starter going forward, given his youth, upside and full slate of options. But it’s likely going to be a long-term project since he’ll have to take gradual steps forward in terms of increasing that workload.

This is the least of the issues. Not adding a starter and missing a big bat is the big issue.
Angels have top 5 revenue which means more than the $576 million the Braves reported they had in 2023. Trout is not weighing down anything.
Arte can afford a payroll pretty close to $300 million. He is just a greedy fargin bastage and just doesn’t care about fielding a winning team.
He has a better chance of playing a full season that way. Such volume would do wonders for the team.

Halo11Fan- To say that Bachman is a total wasted pick is way to early to close the book imo. I give you credit he has been hurt starting out. I think he also has not been able to show he can handle a full season starting. I think he has shone good stuff in the majors so far. Most first round pitchers would not have produced more in this amount of time. Some first rounders never make it to the big leagues. The big thing to me is under Perry they drafted and or produced enough talent with real potential to start at every position they had a hole. Drury, Ward and Trout are solid players. Rengifo has improved with the bat and will get at bats. O’ Hoppe, Schanuel ,Neto and Moniak are all young players perry had a hand in developing, O’ Hoppe and Moniak produced markedly better than the team they came from. Adell has shown improvement under perry’s watch. A number of pitchers like Soriano , Silseth, Joyce. I even like Daniel . They have some more relievers with talent but less experence. When was the last time the Angels had this many young players with this much talent. .
After years of failure, Halo still thinks Adell can make it due to his young age, yet Bachman, who is younger, was a bust the minute he was drafted.
Bachman was a bad pick at number 9. He might make it as an RP. His 91 percentile fast ball is promising. But he’s a two pitch pitcher who short arms the ball, which is prone to arm injury.
I noticed this the day Bachman was drafted. Read my comment the day we signed him. Tell me where I was wrong.
If Adell can’t control the strike zone he won’t make it. But the combination of 9o percent sprint speed and a max exit velocity of 117.2 are very rare. Drafting for the sky at number 10 is something I like.
I wouldn’t cut either one of them. Give them a chance. You can’t get much for them in a trade.

That Spiezio HR is one of my favorite baseball memories. With Scheanel, O’Hoppe, Moniak, and Neto I like the young guys there. I hope Wash can put some life into the organization.
James Midway- I think Arte’s comments don’t really change much. It just dashes some dreams of a quick change of ownership. He just said basically that he won’t spend over budget for a player unless it was a difference maker player. Right now, they are well under the tax line. They could probably still sign Snell and would probably fit this mold. I think if they do that, and with the changes in the coaching staff as well as an improved bullpen they look like they might have a decent path to a wildcard. They were so bad in areas that I think can improve this year. Of course, the amount of injuries has to be more manageable. I also think the Padres were . in for a boost this year, but they were hurt more by offseason moves this year than the Angels. The Angel lost Ohtani , but the Padres lost Snell, Hader and Soto. That hits about every sector , but still have a lot of talent on that team.

Arte knows the code and has said what it is. Spend money only on position players because fans can come to see them every game. He won’t sign long term deals for starting pitchers because they only play once a week.

I can understand a lower budget, but we have an unbalanced team with too many outfield backups and no clear #1 starter. It may not be a rebuild, be we hit the reset button, again. Here’s to hoping for better health and continued improvement from our younger players.

I understand the frustration on the part of the fans, but you are 100% correct. The Angels are better off trading anyone with one or two years of control left, and start planning for the future.
They went 17-38 from August on, and lost their best player. Damaging the future so that they can move from 70 wins to 75 wins is fruitless.
I agree to a certain degree. Either do it right or don’t do it at all. And quit hyping how we are going to compete. How? Who pitches against Framber Valdez and Verlander? Estevez is our closer and Houston has Josh Hader. Bregman vs. Rendon. Go around the diamond and see where we come out on top– we don’t. If Moreno really wanted to win he could go sign Snell and Montgomery and Ryu– All three. Silseth and Detmers are your four and five. You trade Sandoval for a need– possibly to SD for Ha-Seong Kim. You sign Martinez to DH, Or Duvall to DH and play outfield. Moreno could do this. He can afford to do this. He won’t. He made money off Ohtani– that’s why he refused to trade him. Break it down and rebuild the organization through the draft. Trade Drury and everyone else over 27 for prospects. But what he’s doing is nuts. This roster is much worse than it was last year and we won 73 games. Saying you want to compete and putting yourself in position to win are two different animals.
Who is hyping how we are going to compete?
The only way the Angels can even dream of competing is if Rendon and Trout turn back the clock five years. What are the odds of that?

Anyway, Enright came form Arizona, three of their four pitchers have good to great extension on their delivery.
The Angels 5 starting pitchers all range from bad to very very bad. Improving that could make all the difference in the world.
Just pointing out the obvious, but how is signing Chapman, Snell or Montgomery going to help the Angels in the future. It is exactly the same situation the Angels found themselves paying 30 M a year for ten years and it is a repeat of Rendon, Pujols, Hamilton and the team is still paying Rendon 38M for the next three years that could have signed 2nd level pitchers on short-term contracts. Bellinger wants 10 years, snell 9 years at 270M or Montgomery that wants 8 years 240 M. How do teams committ suicide each year, they sign contracts that will handicap the team so they can’t make improvements. The Angels did that and the fans scream sign more albatross players that are 50/50 if they will ever repeat what they did in the past.
Montgomery might help them in the future. But Snell you lose a first round pick, and you can pick up a Montgomery next year.

This just became a very interesting free agent market. Boras seems to have steered his remaining unsigned clients into a very tight corner. Those high demands are likely plummeting right now with the Angels and Rangers apparently out of the running.
The only Boras client they would have interest in is Cody Bellinger. Both Snell and Monty will require 3+ years contracts which Moreno won’t do as history has shown.

Arte is making it more and more challenging to remain an Angel fan. Miss the cowboy and never thought I’d say this: I “almost” miss Disney.

They did. He promised for the 5th straight spring training that he would invest money in the major league spring training facility and ballpark after spring training is over. this year He has said that before. I don’t believe him.
So, based on Fangraphs WAR projections for the Angels, they look like an 80-82 team but that’s assuming everyone stays healthy, which probably won’t happen with Trout and Rendon on the team. Their pitching always seems to underperform as well, so I’d guess probably another season around 70 to 73 wins. Probably good for another 4th place victory.
Old York – Not sure the exact projections, but I think that is with the amount of games projected. Trout for example IS projected play more games than last year but not EVERY game. The team as a whole is probably projected to miss les games. If the Yankees or really any team has the rate of injuries as the 2023 Angels They will have a hard time winning. Take in mind that only 2 players (no position players), from the opening day roster escaped the injured list as well as most replacements.

This team is directionless, run by a road apple owner. Been a fan since 76′ and it’s now extremely difficult to even remain a casual fan. Except for one player, it’s not players fault. Choosing to spend my funds elsewhere until the road apple owner sells.

Some teams need a spokesperson. You can have some employees spouting off about big spender, and others saying that they are going to reduce spending.
Yep, they said that before Ohtani signed with the Dodgers. It was all a lie and they only said it in hopes it would help their chances to retain Ohtani. They never intended on spending any money this offseason to improve the team.
That would be Perry and he said just the other day they were still in on some of the big free agents. Arte said he would go over budget for players that can make a difference. I think the top free agents fit that bill. I think they are like 70 million under the tax and that helps too.

Angels are currently, per Cots, $45 million below last year’s CBT number of $234 million. They can still sign Snell and be comfortably below last year, but sounds like that’s not happening.

Arte needed to strike (new stadium/sell team) while the iron was hot when showtime was on the roster. Now he’s effed on many levels. At 78 in August, looks like he will just put it on cruise control pocket a little dough until the long sleep arrives.
I am starting to believe there is some GM collusion going on. Many GMs/owners have made similar comments. Some with bigger budgets usually. While not necessarily nefarious still questionable since there have been so many. Too bad, deal with it until the next CBA.

On one hand, there have been a few large contracts. And there are legit cable issues.
OTOH, public pronouncements like the RS, Rangers, and Angels (if not others) has a collusive effect on the market, even if it might not be true collusion.
And teams spending well below their norm, without a lot of reasons, looks funny as well.
Well, if reporters are going to ask questions, teams have every right to respond. It’s better than reading about that mystery team that Boras is always talking about.

It is collusion if they are coordinating their responses. Having three traditionally big spenders all announce that they are pulling bac k, means other teams know that they aren’t bidding on Monty, Snell, etc.
If the plan was to cut payroll then they should have traded Ohtani when they had him. Instead they kept him and milked him for every last dime they could, sacrificing their farm system in the process. He’s a clown owner with an incompetent GM. He said he would not spend More just to show he will spend more because the departure of Ohtani. He also said he would spend on a player that made a difference. The part about Ohtani and Arte that I hate is when spring games started in 23 and Ohtani’s agent held a press conference. He said he wanted to talks started about an extension. He hoped to work something out before opening day. He said after opening day an extension would be more difficult. When asked around Opening Day Arte stated we have not made an offer yet. I think Arte thinks waiting is good to better gauge future health and performance. He doesn’t see is that the price can go up as well.
Poor Angel’s fans. Can’t catch a break. I’m beginning to feel this way as a RS fan.

Honestly, the only reason I’m still an Angels fan is because I own so much merch.
The Angels will lose a huge number of fans to the Dodgers this season, making the rich even richer. I’ll watch a lot more Orioles games because they are fun to watch and competitive. But I’ve still got all these shirts.
I feel you on this one. I have to stay a fan thanks to this ink on my arm. I’m from Ohio (live in Cali now) and so last year, I spent the season watching the Reds. Even though they didn’t make it to the playoffs, they were a MUCH better watch for most of the year. They at least looked like they were trying to compete and were having fun. The Angels were just boring to watch. Bad defense, bad baserunning, bad pitching, zero energy, and zero aggression. It was pretty much HR or bust.

If Arte had a true Baseball President to run the team the Angels would be in better shape.
But no he hires Carpino and Kuhl his buddies from his college days and when he had his Billboard Company.
They’re both happy to have their jobs and don’t want to make waves and stand up to Arte and tell Arte we need to invest in our farm system.
Because as you can see the Angels haven’t been in the playoffs since 2014 when they were stilll bringing players up from the farm.
Once the farm system eroded because Arte ignored it , they relied on signing cast offs.

Arte STILL hasn’t made any improvements to the spring training facility 4 years after he promised to do something and everyone is crammed into the minor league camp without a permanent workout room. Last year it was under a tent outside.
I am actually good with the plan of not breaking the bank this year and going all in to try to win this year. With a full coaching staff turn over, losing Ohtani, and a lot of newer/younger players, taking a year to reset and figure out who this team is going to be seems smart. Obviously I don’t like the mixed messages from Minasian vs todays announcement. The best teams would be on the same page – owner/GM/manager all in agreement.
So I hope to see the young guys play well and with excitement and for the veteran guys to play with confidence. Then we’ll see what happens and hopefully set a good foundation for next year so Moreno is comfortable spending again.

I have zero issue with operating on a lower budget IF you have a good scouting program, player development staff, plan, etc. The Angels seem to have NONE of these in place. Maybe Ron’s staff will help with some of it, but the Angels have so many issues from top to bottom that I don’t see much positive in the near future. The Rays are proof you can compete, consistently, if you have a good plan in place. They may not have the rings yet, but they have been right there numerous times.

Arte is just pocketing money at this point. The commissioner said a few weeks ago that the Angels were in the top 5 in revenue. But the Braves aren’t. The Braves reported $576 million in revenue for 2023. Arte is getting more money than they are. He can easily afford to go well over the CBT but refuses.
Talk around town here is that Arte can’t sell unless he is willing to personally take on the liability of the many lawsuits against the team including the one by Tyler Skaggs family. That one may run into the hundreds of millions and there is no way that a new ownership group is going to want to pay Arte $3 billion for the team AND take on that liability. Its not that he doesn’t want to, he can’t without losing hundreds of millions out of his own pocket and not out of the team’s coffers.
THAT is why he is cutting back payroll so far in 2024 because he wants the team to have the money to pay off a lawsuit he is pretty sure he will lose once it comes to trial in April now that the judge ruled that all evidence in the Eric Kay criminal trial is admissible and .several former Angels players and coaches testified that they were aware that Skaggs had been using opioids.

I have no issue with this. Reducing payroll is the first step towards making better decisions on high dollar commitments. It could also imply that some of that money will be used to improve other areas of the organization. Everyone jumps right to the worst case scenario around here.
