The Padres’ bid to sign Trea Turner — which reportedly included a larger offer than he accepted in Philadelphia, even after accounting for California’s higher income tax — caught plenty of fans and pundits off-guard. The Padres already have Fernando Tatis Jr., Ha-Seong Kim, Manny Machado and Jake Cronenworth as options in the infield, and San Diego also has a pair of $300MM players on the roster in Machado and Tatis (though the former could opt out following the 2023 season).
There’s been speculation (here included) about whether Padres president of baseball operations A.J. Preller will pivot and look into the remaining All-Star shortstops in free agency, but Kevin Acee of the San Diego Union-Tribune reports that Turner was viewed as a special case and that the Padres were singularly interested in him, rather than adding another shortstop to the mix. As such, it’s unlikely that the Friars will pursue any of Carlos Correa, Xander Bogaerts or Dansby Swanson in the wake of being spurned by Turner. The Athletic’s Dennis Lin does write that the Padres have checked in with Bogaerts this offseason, but Lin adds that Turner was the team’s “clear” preference. MLB.com’s AJ Cassavell adds that the Padres have not spoken to Kim or Cronenworth about a position change at this time.
Preller acknowledged the team’s interest in Turner and the disappointment in not landing him when speaking with Acee and others on the San Diego beat Monday evening. Part of Turner’s appeal, as Preller explained, was his athleticism and experience playing positions other than shortstop, which the Friars believed could create some more flexible lineup choices.
Even if the Padres are out of the mix (or, at best, on the periphery) for the remaining shortstops, the strong bid for Turner is still plenty notable. It underscores that even with a star-studded roster and a payroll that many expected to be reaching its maximum levels, Padres ownership is willing to spend at levels commensurate with the sport’s very biggest financial powers. The Padres paid the luxury tax in 2022, have a projected $210MM bottom-line payroll in 2023 and a projected $230MM in luxury-tax obligations, per Roster Resource, but were apparently still content to put down a $300MM+ offer on Turner.
That doesn’t necessarily mean that San Diego will pivot and dive headlong into the bidding for Aaron Judge, but it also at least opens the door for speculation about such top-of-the-market pursuits. Preller spoke of a corner bat and a starting pitcher as his top needs. Acee suggests that San Diego has looked into reunions with Josh Bell and Brandon Drury in addition to the recently non-tendered Dominic Smith, illustrating the vast breadth of possibilities the team is considering with Turner now in Philadelphia.

Plus, his agent would never, I repeat NEVER tell the Padres something “Turner’s not interested in any team East of St. Louis”. The Padres due diligence almost certainly helped form the Phillies offer.
So, that “memo” you cited was in your head, and nowhere else, before Turner signed with Philly.

The Padres interest in Turner was easy to understand, for anyone who’s watched AJ Preller operate for a couple of years. They go for talent and athleticism first, plus some of that “fit” or “character” thingy.
What the Padres willingness to add $325M for Turner tells me is that AJP is hedging his bets. I believe he considers it better than 50%/50% odds that the Padres lose either Machado (5 year opt out) or Soto (Boras wants the $$world$$ for him) over the next two years. Adding a talent like Turner would have been good insurance for the future.
Plus, Preller has said in the past, when the Pads signed Machado for > $300M, that some of these decisions come down to opportunity. Would Preller have signed a Freddie Freeman for over $200M? Sure, but there was no such player available as a free agent in 2022, and none reasonably available via trade. Plus, as the Turner signing just demonstrated, there are issues that no GM can mitigate, e.g. family and money decisions by the player. Take Senga for example. If he always wanted to play for the Yankees or Giants or Dodgers, it can be difficult to shake that childhood dream for just cash or even player connections (just an illustration; no idea bout Senga).
Talent and timing have their own momentum.

I do believe you’re correct about Preller hedging his bets. Machado’s and Soto’s futures with the Padres are questionable, and Tatis as well if they can find someone to take him after the next major controversy (they’ll have to pay at least half of that outrageous salary).
But I think it’s simple – Trea Turner is not a super utility player. He’s an established top-of-the-line SS. He played some CF and 2B for the Nationals when he first come up, and played 2B for 6-8 weeks when the Dodgers traded for him and Seager was their SS – knowing he’d be the SS in 2022. In both cases he had no say in the matter. Once he became a free agent and he did have say. He wants to be treated and respected for the star player he’s established himself as, and not as someone’s back-up plan. Why would he want to drive to the park each game wondering what position he’d be playing?
No doubt the Padres will explode in time. The question is when and how.

I’m wondering what the potential Machado opt-out has to do with this too. If his 5/150 comes off the books for 2024 then you can theoretically sign another big deal like this proposed Turner one and you’re not really increasing yearly payroll for 2024-2029.
That said, they should really be trying to extend Manny rather than letting him opt out and walk.
