To clear 40-man roster space for Scott and Sulser, the Marlins have designated left-hander Nick Neidert for assignment and placed lefty Sean Guenther on the 60-day injured list. MLB.com’s Christina De Nicola reported Friday that Guenther was dealing with an arm injury that may require surgery.
5:52PM: The Marlins have acquired left-hander Tanner Scott and right-hander Cole Sulser from the Orioles. MLB.com’s Mark Feinsand reported (Twitter links) Scott’s inclusion in the deal, while The Miami Herald’s Craig Mish reported that Sulser had also been dealt. Feinsand reports that the Orioles will receive prospects Antonio Velez and Kevin Guerrero, a player to be named later, and the Marlins’ pick in Competitive Balance Round B of this summer’s amateur draft.
The bullpen was known to be a target area for Miami, and the Fish have now bolstered their relief core with a pair of experienced arms. In Sulser, the Marlins have also found a new closer candidate, as Sulser saved eight games with Baltimore last season. While the Marlins aren’t expected to have a full-time closer, there is a vacancy for the ninth inning, as Dylan Floro is expected to start the season on the injured list.
Sulser is a late bloomer who didn’t make his MLB debut until he was 29, so he is still controlled through the 2025 season even though he only recently celebrated his 32nd birthday. Injuries played a factor in Sulser’s late start, as he underwent two Tommy John surgeries (one in college, and the other in 2015 when he was pitching in Cleveland’s farm system). He finally surfaced in the majors with the Rays in 2019, and then came to Baltimore on a waiver claim at the end of the 2019 season.
After posting a 5.56 ERA over 22 2/3 innings in 2020, Sulser broke out with a 2.70 ERA over 63 1/3 relief innings for Baltimore last season. Though his 8.9% walk rate ranked only in the 40th percentile of all pitchers (as per Statcast), Sulser’s 28.4% strikeout rate was well above average, and fit in the high strikeout totals he has posted during his minor league career.
Scott also hasn’t had much trouble missing bats, but the southpaw’s control issues have resulted in some inconsistent numbers over 156 Major League innings. Scott has an ungainly 13.6% walk rate during his MLB career, which is a big reason why he has posted only a 4.73 ERA with the Orioles despite a 50.1% grounder rate and a 29.4% strikeout rate.
Between those numbers, Scott’s mid-90s fastball, and his three remaining years of arbitration control (Scott is set to earn $1.05MM this season after avoiding arbitration with the O’s), it is easy to see why Scott has drawn his share of trade buzz over the years. As well, Sulser’s name also surfaced in trade rumors earlier this year, as the rebuilding Orioles continue to be open for business on pretty much everyone on the roster.
In fact, the Marlins themselves swung another notable bullpen trade with the O’s back in August 2020, picking up Richard Bleier. Sulser and Bleier will now join Anthony Bass and Anthony Bender as Miami’s top save candidates, with Floro joining the mix when he returns to action. It is quite possible more names might end up emerging as closer possibilities for manager Don Mattingly, or one of those relievers might pitch well enough to firmly establish themselves as the top choice for the ninth inning.
From Baltimore’s perspective, the CBR-B draft pick may be the biggest score of the trade return. The Competitive Balance Rounds are two separate draft rounds that respectively take place after the first round and second round of the draft, with 15 teams (all falling within the bottom 10 of market or revenue size) getting a bonus pick in one of the two rounds. For the 2022 draft, the Marlins were selected into CBR-B and had the first pick of that round. As it so happens, Baltimore will now be picking first in both Competitive Balance Rounds, as the O’s also have the first selection of CBR-A. The Competitive Balance picks are the only draft selections that are allowed to be traded.
Baseball America ranked Guerrero 29th and Velez 34th on their most recent list of the Marlins’ top 40 prospects. Guerrero is a 17-year-old outfielder who was part of the 2020-21 international signing class, and he hit .260/.373/.298 in 159 PA this past summer with the Marlins’ Dominican Summer League squad. BA’s scouting report describes him as something of a work in progress, as his “future will be based around the way his body develops,” given that Guerrero is already 6’3″ but only 165 pounds.
Velez is a Miami native who wasn’t drafted coming out of Florida State, owing to the shortened nature of the 2020 draft. Baseball America credited Velez as having the best changeup and best control of any pitcher in the Marlins’ farm system, which is no small achievement given all of the high-profile young arms in Miami’s minor league ranks. In addition to that quality changeup, Velez’s “low-90s fastball is amplified by vertical break that borders on double-plus.”
While the Orioles continue to bolster their minor league ranks, today’s trade marks yet another move that depletes the MLB roster. Sulser was tentatively set to act as Baltimore’s closer, and since Scott was also in the mix for save chances, it is now an open question as to who will end up getting ninth-inning duties. Paul Fry, Jorge Lopez, and Dillon Tate look like the next men up on the depth chart, though any number of pitchers could be cycled through depending on performance, shifting roles, injuries, and perhaps more trades.

But you can get decently enticing talent with that Comp B pick. Lowther and Stowers were both Comp B picks and both will likely get purchase with the O’s this year. In an average system a normal comp B pick probably slots in as the number 20-25 prospect out of the draft. Or if they use the $1 Mil in pool money with that spot on their Comp A or 2nd rounder, you probably get a guy who was expected to be a mid 1st rounder. That tends to be a guy who ends the season as a top 150 prospect in the game with a good debut. Either way, that pick is the real score unless the PTBNL drops our jaw.

He’s only had since November, 2018. However, between this trade and more seasoning for Rutschman it seems the beginning of his window of contention is maybe 2024-25. If so, I don’t know why they need / risk Mullins and Means for 2 more years as their FA clocks get closer.
The Astros took a lot longer of course, and that paid off with a sustainable contender ever since they emerged from the rebuild. So…….

The Orioles rebuild is the toughest ive seen in the last 2 decades. Especially considering its the loaded al east.

You undoubtedly know more than me. But the big thing Luhnow did was build an infrastructure of department heads, scouts and coaches that used technology to not only find players to bring in, but to develop / rework them and then recalibrate them when they got off course.
All that took buying equipment and people that could keep it up to date and maintain it; going through a learning curve for baseball people to work with it; and building trust between employees at all levels to work together for the good of the franchise.
I don’t know how much Elias’ inherited. From what I’ve heard the Orioles organization was light years behind the times technically.

He had a huge undertaking for sure when he took over with a big league roster that had collapsed, a bottom of the league farm, 0 international scouting/player development and a barren analytics department. But that doesn’t mean you should completely ignore your big league roster for half a decade.
He’s signed like a total of 3 major league free agent contracts in 4 offseasons and has not proven adept so far at finding value in the scrap heap or lower level signings- he’s drafted well and acquired a lot of high upside hitting prospects but he’s going to have to start acquiring and hitting on starting pitching talent in free agency to have any chance to win more than 70 games in the next 3 years m.

What put the Orioles so far behind was their refusal to participate/scout in the IFA market. They finally changed this philosophy a few years back and it is finally starting to pay off. This has to be the last year of tearing down the roster in Baltimore. All they have left to trade is Means and then they can turn this club over to the rookies. I’d much rather watch Baltimore play their rookies and lose a 100 games vs. watching players like Matt Harvey go out there and help them lose 100 games. Eventually, their talent will develop and they will start winning but they need to start brining the kids up this year and let them get their feet wet.

The question then becomes why should other clubs pour money into ownerships pocket via revenue sharing money they won’t spend. Lets remember that draft and IFA spending is capped.
And they aren’t loaded with prospects ready to jump into the majors soon. Only 4 of their 13 50 + grade prospects on MLB have played in ’21 only at AA or above.. I guess I could add G Rod and Stowers with significant time in AA or AAA. Last I checked 6 guys is 20 short of a team. Their current 40 man is loaded with “maybes if I squint”. What guys would a couple of lower priced FAs get in the way of, guys that might bring a trade return at the deadline? Who of consequence were Sulser and Scott blocking? If the O’s are hoping to start becoming relevant in ’24 or ’25, Sulser would still only be arb eligible at that point. And contrary to the general feeling that guys are done at age 30, plenty of relievers remain productive well into the their 3rd decade. At least they were functional, and possibly worth more than the O’s got here if held until the trade deadline.
1 of these prospects could maybe be called a “lottery ticket” (we all know how effective that is as an investment strategy). The other is a 25 YO pitcher who pitched at AA and A+. Maybe the PTBNL and the draft pick will prove to be better prospects. Guess we’ll see.

I can see this both ways, but I like it for BA. Sulser has one good season in his career. He’s no lock for continued success. The pieces that BA picked up look like an RP, sooner rather than later, a decent prospect, and another draft pick. For a rebuilding team, I think that’s the way to go.

Extra picks upon extra picks. If you minimize the high revenue team’s access to top level prospects, sooner or later they have to buy in the Free Agent market, It’s an incompatibility in the CBA. As is the QO in some cases. The uber-wealthy Mets can offer a QO to Conforto knowing he;s not worth the price, but the worst that happens to them is that they overpay for one year, the best, they get a pick with no real risk. It’s a hidden value in some players if they are on the right team–to the team.

PTBNL can’t be anyone on the 40. Likely, the O’s have about 3 or 4 players from which they can pick. Fish and O’s pretty much play in the same leagues in the minors (I think; hard to remember with the reorganization) so they’ll be ample opportunity to scout. I think the time frame is 60 days.

I think that Elias and Co. decided that despite his big arm that Scott just isn’t going to figure out how to throw enough strikes to be valuable, and Sulser is already 30. The O’s have a lot of pitchers knocking on the door so this lets them keep a bunch of piggyback options available while gaining more future assets.

The only thing exciting about the Orioles is the performance of the prospects in the minors. There is no reason to watch a major league game. If you are John Means, you have to think why am I with this club? I have no real relief pitchers to protect my lead and help me earn the win. I read here on MLB Trade Rumors that the O’s are considering Matt Harvey – possibly as their closer. I get that there needs to be a rebuild, but they have been far too cheap with the major league club which is bad for all of baseball. And guys like Means.

I think July is going to be interesting for the Orioles. They have two really high profile trade chips in Means and Mullins, and I’d imagine Chirinos and Mancini are flipped as well, assuming performance warrants it. Obviously, Mancini doing what he’s been known to do can net the O’s some nice prospects, and catcher’s are always in demand, especially those with postseason experience.
Another interesting candidate is Chris Owings, assuming his contract is purchased. Yes, he’s no superstar, but a guy who can play almost any position at his salary, is at least valued at a lottery ticket. While his 2021 was bolstered by an unsustainable BABIP, his spring showing has at least been encouraging. If he’s able to put up an OPS of .720, he might get a #25-#30 organizationally ranked prospect.

A highly rated minor league system does nothing if the MLB team is kept cheap and crappy, on the way to losing 100 games again at the MLB level. I had them at 61-101 but after trading one of its few competent players left, I may have to take that down.
Prospects are NOTHING until they come up and start recording MLB stats. Anyone who has paid attention to the Orioles over the past 3+ decades can count on two hands the number of prospects they drafted and home grew into actual high performing players for the Orioles. Especially starting pitchers, where there was Mike Mussina…and…crickets.
All this does is reinforce my belief that the Orioles’ rebuild will never end. Anyone who performs at the MLB level will not get a second contract, they will be traded for prospects. They have no interest in making their MLB product better, just serving as a developmental team for other teams.

Great that the ultra low minors where 1 in 100 makes the majors is better. But where are the trades to make the MLB team better with MLB players? Where are the free agent signings? And I’m not talking about Jordan Lyles.
No team in the modern era can completely rebuild a team without 1. building around actual performing players and 2. getting missing pieces from outside. Not even the Rays.
But yet here we are in 2022 still trading anything that’s not tied down, guaranteeing that not only 2022 is a tank, but so is 2023 and probably 2024. Mancini has a one year deal – he’ll be traded for prospects this summer. If they get an offer they like, they will trade Mullins and/or Mountcastle this summer. What are they keeping and building around? Rutschman? Well in 2026, he’ll be traded for prospects because the team will STILL be losing 100 a season.
I just don’t see where the cycle breaks. Its the perpetual “build for a future” that no one can ever see coming. Every year it will be pushed back for a year, just like it has already been done (when Elias was hired, all the word was by 2021 or 2022, things will be on the upswing).

2022 is the last year the O’s will suck. By mid 2023 almost all of the relevant prospects will be on the MLB team. That 2023 squad should be close to .500 and the following offseason you begin to see the trading additional prospects for major league pieces and signing free agents with tons of money to spend.
One more year of crap, just turn off MASN and get an MILB subscription for 2022 and enjoy getting a sneak peek at a bright future.

And if you meant Scott was “one of its few competent players,” you should take another shot. btw: What does “one of its few competent players `LEFT`” mean. Who else but Matt Harvey, Pedro Severino and Hunter Harvey `LEFT` from the October 40-man? PS: Not one of those 3 players would change the team’s 2022 record by a single game.
