In the case of a player such as Josh Donaldson, if the team chooses not to offer the player arbitration, would the team then be able to extend a qualifying offer, as they then become a pending free agent?

You should send questions in through the email address in the post.
But … I will answer this one. Far as I can tell (and I’ve never heard otherwise), that wouldn’t be possible b/c the player wouldn’t become a FA by the QO deadline. The arb process happens later. It is possible for an option/opt-out situation, though.
