The Cardinals have been scouting Cuban outfielder Luis Robert, Derrick Goold of the St. Louis Post-Dispatch reports, as the team had evaluators at Robert’s recent workout in the Dominican Republic. It was reported last month that Robert left Cuba in November to pursue a career in Major League Baseball and he has since established residency in Haiti, as per MLB.com’s Jesse Sanchez.
As one scout tells Goold, the “floodgates have opened” on the Cardinals’ international signing processes. The Cards have already far exceeded their spending pool limit for the 2016-17 July 2 international signing period, and also added such non-pool players as the recently-signed Jose Adolis Garcia. It’s no surprise, therefore, that St. Louis is exploring yet another highly-touted star in Robert while they still can.
Robert has yet to be declared a free agent by MLB, and if that designation comes before June 15, the Cards still have a chance at landing the 19-year-old outfielder, who is subject to pool limits due to his age. If Robert isn’t a free agent by June 15, however, then he will become part of the next international signing class that opens on July 2. That would take the Cardinals (as well as the Astros, Athletics, Braves, Cubs, Dodgers, Nationals, Padres, Reds and Royals) out of the running for Robert’s services, as they would be limited to spending no more than $300K on any international prospect as punishment for exceeding their pool number.
Needless to say, Robert will command far beyond that $300K figure given the eye-popping early reports on his talent. One NL international scouting director tells Sanchez that Robert is second only to Shohei Otani on the list of best international talents in baseball, describing the 19-year-old as “a five-tool guy that can be in the big leagues soon.” An international scouting director for an AL team goes even further, calling Robert “the best player on the planet, and that’s no exaggeration.”
Eight teams (the Cubs, Dodgers and Royals, as well as the Angels, Diamondbacks, Rays, Red Sox and Yankees) are currently under the $300K limit for past excesses of the spending cap, with the latter five teams regaining their full spending eligibility on July 2. So Robert would have a larger market for his services if he is named a free agent sooner rather than later, not to mention the fact that he is likely to score a bigger contract while the old international signing rules are still in place. The new rules, as negotiated in the new collective bargaining agreement, place a stricter signing cap on international players and go into effect for the coming July 2 class.

I think that’s steep for him. Moncada got roughly that much, but only because the Yankees, Red Sox, and Dodgers were all bidding for him. A bidding war between the Cards, Astros, Padres, Braves and Reds probably doesn’t get that high.

No they don’t go sign top free agents every off-season, but they spend money to keep the players they want to keep. They’re not cheap and payroll increases every year.

This is laughable on so many levels.
Fans aren’t the ones taking the compensation picks. In fact, 30 of MLB’s 30 teams decided to give St Louis the opportunity to recieve those picks. Don’t whine about it if your team didn’t feel it necessary to change the way it’s done. If there was such a large sentiment that STL – which is admittedly able to outspend it’s geographic market – isn’t deserving of these picks, they wouldn’t recieve them.
And why do we want them to spend more money? History has shown that free agent players on long-term deals don’t typically payoff in the later stages of the deal. Matt Holiday was a great signing as (technically) a free agent, but since then, there hasn’t been anyone I wanted them to spend grotesquely to retain.
Also, you say that we’re big spenders who shouldn’t recieve compensation picks but go on to say we need to spend more? Which is it? With a payrill of $150M, I am content considering where that ranks among MLB teams.

It’s about time the White Sox stepped up to sign an international free agent. At his age (19) and the fact the team is in the early early stages of a rebuild that will hopefully begin paying dividends by 2019, Robert should be an ideal target. The fact that he plays in the outfield is an added benefit with the organization currently light on elite prospects there.
The White Sox have ample money to spend in international free agency and also two top Cuban ambassadors to woo Robert, slugger Jose Abreu and elite prospect Yoan Moncada. They should not let this opportunity pass them by.

To start this comment off, I would like to say that I’d love for the White Sox to sign him.
With that being said, part of me feels like they’d be wasting a greater opportunity. Whoever signs this kid will definitely be going over their international budget, and with that, they’ll get the “ban” for the next couple years. Sure, they’ll get one potentially great player, but they’ve already passed up a handful of international players with talent. To me, if you’re going to go all in on a guy and blow past your limit, I feel like you need to get a BUNCH of the higher profile guys to make up for being limited the following couple years.
Like I said, I’d love for the Sox to sign him, but I’d be kind of bummed by them not taking advantage of the situation earlier. I guess if his free agency doesn’t kick in until after the deadline for this period, my comment won’t really matter, and they’ll still have a chance to do what I’m talking about. If that’s the case, I hope they are smart enough to go all in.

The Cardinals are absent of 1st/2nd round picks for this year’s draft. Robert will most likely be signed by the Cardinals if he’s declared before the deadline. The Cardinals have the most income over the last few years. The hype Robert is getting will comfort the fans in lieu of recent events. They’re already arguably a Top 10 Farm System.
