2016 Rule 5 Draft Results

The Rule 5 draft begins at 9.a.m ET as this year’s Winter Meetings in National Harbor, Md., draw to a close. Those unfamiliar with how the draft works can check out MLBTR’s full primer on the event here, but the short version is that teams with open 40-man roster spots can select players with four to five years of pro experience from other organizations if said player hasn’t been protected on the 40-man roster. Players who signed at 18 years of age or younger but have five years of experience can be selected, as can players signed at 19 or older who have four years of experience. Each selection costs $100K, but it’s not mandatory for teams to make picks. Clubs must carry chosen players on their active rosters (or the major league disabled list) throughout the entire 2016 season. Doing otherwise would expose them to waivers, and they’d then be offered back to their original club. Teams can also work out trades with the original organization to keep the selected player in the organization but send him to the minors.

The Rule 5 order is based on the reverse order of last season’s standings. The Twins own the No.1  overall pick, but they’re set to trade it to the Padres – who hold the No. 3 choice – according to Jonathan Mayo of MLB.com (Twitter links). Minnesota will still make its selection at No. 1 and San Diego will do the same at No. 3. The teams will then make their trade, likely with money changing hands, as Mayo notes.

Quick Hits: Int’l Pools, Verlander, Tigers, Brewers, Rule 5, Victorino

The details of the new bonus pool system for the 2017-18 July 2 class of international prospects has been reported by Baseball America’s Ben Badler, who provides a recap of how the July 2 market has been altered under the new collective bargaining agreement.  All teams have been assigned bonus pools of either $5.75MM, $5.25MM or $4.75MM, based on their revenues and market size.  Here’s more from around the game as news continues to pour in from the Winter Meetings…

  • Tigers GM Al Avila doesn’t expect Chris Sale’s departure from the trade market to have any impact on Justin Verlander’s status, he told reporters including MLB.com’s Jason Beck.  “I would assume there will be a domino effect, because that’s one more guy that gets taken up and maybe some teams now move on.  But I don’t believe it’s going to affect our situation at all,” Avila said.  While the Tigers are looking to be more cost-effective than usual this winter and are open to discussing deals of Verlander and other high-salaried players, the ace’s salary and no-trade protection are obstacles to a deal, not to mention the fact that Verlander is a necessary component since Detroit obviously still wants to compete in 2017.
  • Along those same lines, Tigers manager Brad Ausmus told Beck and other reporters that he doesn’t “think there’s going to be a ton of change” to his team’s roster give the difficulty involved in trading the high-priced stars.  “It’s so much easier to talk about trading people, and a lot [tougher] to actually trade them, especially when you’re talking about guys that have some sizable contracts….Quite frankly, even talking about being more responsible fiscally, we don’t want to trade,” Ausmus said.  “We like them, especially some of the names mentioned earlier in the season. Miguel [Cabrera], Justin, I don’t want those guys traded. Are you kidding me? That’s the last thing I want. I just think it’s easy to talk about and harder to do.”  Ausmus believes his team can contend if they get better health next year, and he said he wouldn’t be surprised if the Tigers bring in an external candidate for their vacancy in center field.
  • With Tyler Thornburg off to the Red Sox, Brewers GM David Stearns told media (including MLB.com’s Adam McCalvy) that the team could possibly have a need in the bullpen.  Stearns said he has had preliminary discussions with the agents of various free agent relievers.
  • The minor league portion of this Thursday’s Rule 5 Draft will no longer have a distinction between Triple-A and Double-A levels, Baseball America’s J.J. Cooper writes.  The change probably won’t have impact on how the draft operates, as Cooper notes that the distinction between the two minor league phases “has been archaic for years.”
  • Veteran outfielder Shane Victorino is working out in Las Vegas in case he decides to pursue a comeback in 2017, ESPN.com’s Jerry Crasnick tweets.  Victorino said in October that he could still consider returning to the sport.  His 2016 season was limited to just nine games for the Cubs’ Triple-A affiliate, as Chicago released Victorino from their minor league contract in May and the “Flyin’ Hawaiian” turned down minor league offers from other teams later in the season.

We’re just a few months away from this winter’s Rule 5 draft, so it makes sense to take a look back and see how things shook out from the 2015 selections. Several organizations found useful players, even if the most recent class didn’t include an Odubel Herrera-esque breakout sensation. Some of the most recent draftees have probably locked up MLB jobs again for 2017, though others who stuck on a major league roster all year may head back to the minors for further development. (Once a player’s permanent control rights have been secured, his new organization is free to utilize optional assignments as usual for future years.)

Here’s a roundup of the 2015 draft class with the 2016 season in the books:

Keepers

  • Tyler Goeddel, OF, kept by Phillies from Rays: The 23-year-old struggled with the aggressive move to the big leagues, carrying a .192/.258/.291 batting line in 234 trips to the plate, but showed enough for the rebuilding Phillies to hold onto him all year long.
  • Luis Perdomo, RHP, kept by Padres (via Rockies) from Cardinals: It didn’t look good early for Perdomo, but he showed better after moving to the rotation and ended with a rather promising 4.85 ERA over twenty starts. Though he struggled to contain the long ball, and only struck out 6.4 per nine, Perdomo sported a nifty 59.0% groundball rate on the year.
  • Joey Rickard, OF, kept by Orioles from Rays: After opening the year with a bang, Rickard faded to a .268/.319/.377 batting line on the year but held his roster spot in Baltimore. He ended the season on the DL with a thumb injury, though, and may end up at Triple-A for some added seasoning.
  • Joe Biagini, RHP, kept by Blue Jays from Giants: The only Rule 5 pick to appear in the postseason, Biagini was a great find for Toronto. He ended with 67 2/3 innings of 3.06 ERA pitching, with 8.2 K/9 and 2.5 BB/9, and now looks like a potential fixture in the Jays’ relief corps.
  • Matthew Bowman, RHP, kept by Cardinals from Mets: Bowman rounds out a trio of impressive relievers. He contributed 67 2/3 innings with a 3.46 ERA and 6.9 BB/9 against 2.7 BB/9 to go with a monster 61.7% groundball rate.

Retained By Other Means

  • Deolis Guerra, RHP, re-signed by Angels (who selected him from Pirates) after being outrighted: Guerra was in an unusual spot since he had previously been outrighted off of the Bucs’ 40-man roster when he was selected, meaning he didn’t need to be offered back. Los Angeles removed him from the major league roster and then brought him back on a minor league deal, ultimately selecting his contract. Though he was later designated and outrighted by the Halos, Guerra again returned and largely thrived at the major league level, contributing 53 1/3 much-needed pen frames with a 3.21 ERA on the back of 6.1 K/9 against just 1.2 BB/9.
  • Jabari Blash, OF, acquired by Padres (who acquired Rule 5 rights from Athletics) from Mariners: Blash’s intriguing tools weren’t quite ready for the majors, but San Diego struck a deal to hold onto him and was surely impressed with his showing at Triple-A. In his 229 plate appearances there, Blash swatted 11 home runs but — more importantly — carried a .415 OBP with a much-improved 66:41 K/BB ratio.
  • Ji-Man Choi, 1B, outrighted by Angels after Orioles declined return: The 25-year-old scuffled in the bigs but was rather impressive at the highest level of the minors, where he walked nearly as often as he struck out and put up a .346/.434/.527 slash with five home runs in 227 plate appearances.

Returned

  • Jake Cave, OF, returned from Reds to Yankees: After failing to crack Cinci’s roster out of camp, Cave impressed at Double-A but slowed at the highest level of the minors (.261/.323/.401 in 354 plate appearances) upon his return to the New York organization.
  • Evan Rutckyj, LHP, returned from Braves to Yankees: Sent back late in camp, the 24-year-old struggled in limited action on the Yanks’ farm after missing most of the season with elbow issues.
  • Josh Martin, RHP, returned from Padres to Indians: In his first attempt at Triple-A, Martin posted 66 frames of 3.55 ERA pitching with 8.2 K/9 against 3.1 BB/9.
  • Daniel Stumpf, LHP, returned from Phillies to Royals: Slowed by a PED suspension, Stumpf was bombed in a brief MLB stint with the Phils but dominated at Double-A upon his return to K.C., posting a 2.11 ERA with 11.0 K/9 and 1.7 BB/9 in 21 1/3 innings.
  • Chris O’Grady, LHP, returned from Reds to Angels: Sent back in late March, O’Grady compiled a 3.48 ERA over 95 2/3 innings in the upper minors, though he performed much better as a Double-A starter than he did as a Triple-A reliever.
  • Zack Jones, RHP, returned from Brewers to Twins: The 25-year-old was out with a shoulder injury for most of the year, and ended up being sent back to Minnesota in late June, but has shown swing-and-miss stuff when healthy.
  • Blake Smith, RHP, returned from Padres to White Sox: Smith ended up making a brief MLB debut upon his return to Chicago, but spend most of the year pitching well at Triple-A Charlotte, where he ran up a 3.53 ERA in 71 1/3 innings with 9.5 K/9 against 3.0 BB/9.
  • Colin Walsh, INF, returned from Brewers to Athletics: After struggling badly in his major league stint with the Brewers, Walsh went to Oakland’s Triple-A affiliate and put up a .259/.384/.388 bating line over 245 plate appearances.

East Notes: Herrera, Rule 5, Red Sox, Mets

Odubel Herrera’s brilliance has been a key to the Phillies’ surprising success so far this season, and his emergence since being selected in the 2014 Rule 5 Draft highlights the way the Rule 5 has changed in recent years, Matthew Trueblood of Baseball Prospectus writes. One reason players like Herrera, Delino DeShields and Ender Inciarte have been available in the Rule 5 in recent years is that teams seem to prefer protecting players who have power, making low-power but potentially high-OBP players available. Also, the emergences of players like those listed above (as well as Hector Rondon, Mark Canha, Logan Verrett and so on) suggests there’s enough talent in the game for MLB to withstand expansion without significantly diluting its talent level — leaving aside the complex question of what markets the league should expand to. Here’s more from the East divisions.

  • The Red Sox’ terrific 2011 draft class has become the franchise’s foundation, Brian MacPherson of the Providence Journal writes. The team had four of the first 40 picks in that draft, and used them to select Jackie Bradley and Blake Swihart, as well as Matt Barnes and Henry Owens. That group alone would have made the draft a good one, but the Sox also snagged Mookie Betts, Travis Shaw and Noe Ramirez in the later rounds. Bradley fell to the Sox at No. 40 in part because of a wrist injury that held him back in his junior year at South Carolina. Bradley was a gamble, and not all gambles on talented players whose stock have fallen work out — MacPherson mentions 2012 first-rounder Deven Marrero, and I might add 2010 39th overall pick Anthony Ranaudo, whose stock fell prior to the draft due to an elbow injury. Bradley, though, was a steal, and he, Betts and the rest of the Sox’ 2011 class looked poised to lead the organization forward.
  • The Mets have no plans to use outfielder Michael Conforto at first base with Lucas Duda on the shelf, ESPN’s Adam Rubin tweets. “Right now Michael has a lot on his plate and I don’t need to add more to it,” says manager Terry Collins. The team is currently weighing its options in the wake of Duda’s injury, and has shown at least some interest in James Loney. MLBTR’s Jeff Todd recently listed potential first base solutions the Mets could pursue.

Minor MLB Transactions: 5/16/16

Here are today’s minor moves from around the league…

  • The Astros have released lefty Edwar Cabrera, Matt Eddy of Baseball America reports. He cracked the majors briefly back in 2012, and has consistently posted solid earned run averages throughout his minor league career, but was struggling at Triple-A in 2016. Over 11 1/3 frames, exclusively as a reliever, Cabrera has allowed ten earned runs and racked up a dozen walks to go with his 13 strikeouts.
  • Southpaw Dustin Richardson was cut loose by the Dodgers, also via Eddy. He had permitted six earned in 8 1/3 frames, with a 12:6 K/BB ratio. Richardson saw 29 total MLB appearances in 2009-10 with the Red Sox.
  • Among the Padres’ moves, per Eddy, the organization has released righty Greg Reynolds, who was the second overall selection of the 2006 draft. He struggled in three brief cracks at the big leagues, and was hit hard in his five starts this year at Triple-A, allowing twenty earned runs while recording just five strikeouts. Meanwhile, fellow right-hander Cory Mazzoni was re-signed to a minor league deal after being released, and was then shifted to the 60-day DL while he works his way back from shoulder surgery. The 26-year-old, a former second-round pick, briefly reached the majors last year.
  • The Giants added righty Preston Claiborne on a minor league deal, Eddy further notes. Claiborne, 28, has provided the Yankees with some useful innings, but hasn’t pitched competitively since 2014. He’s battled shoulder issues and was cut loose by the Marlins this spring.
  • The Angels have outrighted first baseman/Rule 5 pick Ji-Man Choi to Triple-A Salt Lake after he cleared waivers, and he accepted the assignment, tweets Adam Chodzko of the Angels’ media relations department. (Having been previously outrighted, Choi could have refused and elected free agency.) Choi, 24, saw just 24 plate appearances with the Halos this season and went 1-for-18, though he did draw six walks as well. That he cleared waivers means that all 29 other clubs, including the Orioles (from whom he was selected in last December’s Rule 5 Draft), passed on the opportunity to add him. With Trey Mancini and Christian Walker, two of the Orioles’ more highly regarded prospects, each present on the Triple-A Norfolk roster, it seems that Baltimore felt comfortable with its first base depth. Choi had only just signed a minors deal with the Orioles a couple of weeks prior to being taken in the Rule 5, so his history with the organization wasn’t particularly lengthy. He’ll now hope to build on his career .280/.379/.401 batting line at the Triple-A level and work his way back onto the Angels’ Major League roster.

Roster Notes: Brewers, Weeks, Abad, Phillies, Ramos, Pena

Here’s a roundup of today’s notable roster decisions….

  • The Brewers announced that the contracts of right-hander Blaine Boyer and left-hander Chris Capuano have been selected.  Both pitchers were told they had made the team earlier this week, and the moves are now official that Milwaukee has created some corresponding roster space.  Sean Nolin and Yhonathan Barrios were both moved to the 60-day DL, while Will Smith was placed on the 15-day DL.
  • The Diamondbacks selected Rickie Weeks’ contract, the team announced.  Weeks, looking to rebound from a disastrous 2015 season, signed a minors contract with Arizona last month.  The D’Backs placed A.J. Pollock and Josh Collmenter on the 15-day DL in corresponding moves.
  • The Twins selected the contract of Fernando Abad, the team announced.  The southpaw signed a minor league deal with Minnesota in December after the A’s non-tendered him.  Abad posted a 4.15 ERA last season, with some unfriendly advanced metrics and uncharacteristically poor results against left-handed hitters.
  • The Phillies finalized their 25-man roster, announcing that they have selected the contracts of lefty James Russell, infielder Emmanuel Burriss and outfielder Cedric Hunter.  In corresponding moves, Cody Asche and Michael Mariot were put on the 15-day DL retroactive to March 25, and Matt Harrison, Aaron Altherr and Mario Hollands were each placed on the 60-day DL.
  • Left-hander Cesar Ramos has accepted an assignment to the Rangers’ Triple-A affiliate to begin the season, Rangers executive VP of communications John Blake tweeted.  Ramos signed a minor league deal with Texas in January after being somewhat surprisingly non-tendered by the Angels.
  • Cardinals backup catcher Brayan Pena will begin the season on the DL and will require surgery to remove a body from his left knee, MLB.com’s Jenifer Langosch writes (Twitter links). That means the Cardinals will add minor-league signee Eric Fryer to their roster to serve as their backup catcher until Pena can return, which should take two to four weeks. The 30-year-old Fryer played most of last season with Triple-A Rochester in the Twins system, batting .293/.367/.360. He’s appeared in bits of five big-league seasons with the Pirates and Twins.
  • Outfielder Jabari Blash, a Rule 5 pick from the Mariners, has made the Padres’ Opening Day roster, AJ Cassavell of MLB.com tweets. The 26-year-old Blash batted an impressive .271/.370/.576 and 32 homers in a 2015 season split between Double-A Jackson and Triple-A Tacoma, then followed that with a decent spring in which he hit .204 but with four homers and eight walks in 59 plate appearances. The Padres also announced that fellow outfielder Travis Jankowski has made the team.
  • The Rays have selected the contract of lefty Dana Eveland and optioned righty Andrew Bellatti and outfielder Mikie Mahtook, Marc Topkin of the Tampa Bay Times writes (Twitter links). The moves also mean righty Danny Farquhar has made the team. The 32-year-old Eveland pitched only briefly in the Majors last season, but got good results for three different Triple-A teams, posting a 1.95 ERA, 7.3 K/9 and 2.3 BB/9 in 55 1/3 innings.
  • The Braves have announced their Opening Day roster. The Braves were already in MLBTR’s pages today as they designated Michael Bourn and Emilio Bonifacio for assignment and selected the contracts of Drew Stubbs and Alexi Ogando. In addition, they reassigned Jhoulys Chacin to Triple-A Gwinnett. The idea, via David O’Brien of the Atlanta Journal-Constitution (on Twitter), is that he’ll make one start there and then join the Braves when they need a fifth starter, which should be April 12. Notable names who made the team include righty Dan Winkler, a 2014 Rule 5 pick, along with rookie righties Jose Ramirez and John Gant.

Braves Return Rule 5 Pick Evan Rutckyj To Yankees

The Braves have returned Rule 5 selection Evan Rutckyj to the Yankees, according to an announcement from New York. He obviously cleared waivers given that he’s going back to the New York system, indicating that the rest of the league passed on a chance to step into his Rule 5 rights.

Rutckyj, a 24-year-old southpaw, reached the Double-A level last year for the Yankees and will be shipped to Triple-A upon his return. He spent most of the year at High-A in 2015, and in total ran up 61 2/3 innings of 2.63 ERA pitching with an impressive 12.0 K/9 against 3.1 BB/9.

Atlanta obviously didn’t think that Rutckyj was quite ready to carry that production to a full season in the majors. He got three innings this spring, allowing only one hit but surrendering five free passes.

AL Notes: Hall Of Fame, Infante, Rays

Baseball writers should stop acting as “moral gatekeepers” for the Hall Of Fame, an indignant Buster Olney of ESPN writes (Insider-only). Specifically, he says, they should stop invoking the character clause, and the many cases of writers switching their votes on players with PED histories suggests that they aren’t applying the character clause consistently anyway. Also, he says, there’s no way to truly know who in the PED era actually used (and to what extent) and who didn’t, and writers shouldn’t act as arbiters of history, keeping top players out of the Hall while playing the role of “traffic cops of history.” Most flagrant is the case of Astros slugger Jeff Bagwell, who some commentators have dismissed due to PED concerns despite a total lack of evidence that he actually used them. Here are more quick notes on the American League.

  • Royals infielder Omar Infante had surgery on his elbow in November, Jon Morosi of FOX Sports writes. Infante is expected to be healthy for Spring Training. The Royals think the surgery will help Infante with the shoulder troubles that bothered him last season, in which he played in 124 games and hit a horrific .220/.234/.318. (Infante also had back and oblique issues, and suffered a groin strain.) As Morosi notes, Infante will likely get the opportunity to win the Royals’ second-base job again next season.
  • The Rays incurred relatively heavy losses in the Rule 5 Draft in 2015, Marc Topkin writes for Baseball America. The Phillies took outfielder Tyler Goeddel with the first overall pick, marking the second consectuive year the top player selected in the Rule 5 came from the Rays organization. (The Diamondbacks took catcher Oscar Hernandez with the first pick in 2014.) And the Rays lost another outfielder, Joey Rickard, with the eighth pick. The Rays did protect five players, including top prospect Blake Snell, from the draft. “Their ceilings in our mind weren’t as high as the five guys we protected and that’s what it comes down to,” Rays farm director Mitch Lukevics says of Goeddel and Rickard. “We have 40 spots, and someone is 41, someone is 42, someone is 43.”

West Notes: Dodgers, Blash, Astros

The Dodgers’ luxury tax bill for the year came to $43.6MM, Ronald Blum of the AP reports. For luxury-tax purposes, the Dodgers had a payroll of $297.9MM. As luxury-tax offenders for the third consecutive year, they were taxed at a 40% rate for the amount by which they exceeded the tax threshold of $189MM. The Yankees, meanwhile, will pay $26.1MM, while the Red Sox owe $1.8MM and the Giants $1.3MM. The $72.8MM between the four teams amounts to the record amount of luxury tax collected in a season, Blum reports. That the Dodgers’ bill was so steep comes as little surprise, of course — their 2015 payroll, headed by large expenditures for players like Clayton Kershaw, Zack Greinke, Adrian Gonzalez, Carl Crawford and Andre Ethier, was the highest in MLB history.   • Dennis Lin of the San Diego Union-Tribune profiles new Padres outfielder Jabari Blash, who the Athletics selected from the Mariners in this month’s Rule 5 Draft and then traded to San Diego. The 26-year-old Blash looked like one of the best potential power sources available in the Rule 5 — he batted .271/.370/.576 and hit 32 homers between Double-A Jackson and Triple-A Tacoma in 2015. Interestingly, Blash grew up in the Virgin Islands, and one of the first offers of congratulations he received was from Callix Crabbe, a former infielder from the Virgin Islands who the Padres selected in the Rule 5 Draft in 2007.
  • The surprising package the Astros gave up to get Ken Giles from the Phillies reflects an industry-wide trend in which relievers capable of pitching high-leverage innings are valued more highly, Evan Drellich of the Houston Chronicle writes. The Astros gave up Vincent Velasquez and Mark Appel in the Giles deal. They re-signed another reliever, Tony Sipp, to a hefty three-year, $18MM contract. The belief that good relievers are fundamentally less valuable than good starting pitchers or position players has long been widely held, but perhaps that’s changing, at least to a degree. “You’d have to say that as an industry, we’re valuing a team that’s in contention needs to have those guys at the back end of the bullpen,” says Astros GM Jeff Luhnow. “We’ve seen what the Royals have been able to do with a successful execution of that strategy, and the Mets with (Jeurys) Familia, and there’s good late-inning relievers on the teams that make it to and win in the playoffs.”

Padres Acquire Luis Perdomo From Rockies

The Padres announced that they have acquired right-hander Luis Perdomo from the Rockies in exchange for cash considerations of a player to be named later. Colorado took Perdomo with the fourth pick in today’s Rule 5 Draft.

The 22-year-old Perdomo, not to be confused with the journeyman right-hander of the same name, split this past season across the Cardinals’ Class-A affiliates in the Midwest League and Florida State League. Perdomo posted a combined 3.98 ERA with 8.4 K/9 against 2.6 BB/9 while working almost exclusively out of the rotation. (He did make one relief appearance.)

Baseball America’s J.J. Cooper recently wrote that Perdomo sits 93-95 mph with his fastball and features a tight slider. While he’s yet to appear above Class-A Advanced, Cooper noted that a club could select Perdomo with the hopes that he could thrive in a bullpen role by focusing only on those two pitches. MLB.com’s Corey Brock, however, tweets that GM A.J. Preller says Perdomo will come to Spring Training as a starter and possibly moved to the bullpen if necessary. MLB.com’s Jim Callis called Perdomo’s slider a plus pitch and offered a similar take on his velocity in his own preview.

By acquiring Perdomo, the Padres have added their fourth player from today’s Rule 5 pick. San Diego made two picks of its own — right-handers Josh Martin and Blake Smith — and also acquired outfielder Jabari Blash from the Athletics. All four players will have to be carried on the active roster, lest they be exposed to waivers and, if they clear, offered back to their original organization for $50K.
