Angels Designate Luke Farrell, Announce Matt Harvey Deal

The Angels have designated right-hander Luke Farrell for assignment, per a club announcement. His 40-man spot will go to Matt Harvey, whose previously reported one-year contract is now official.

The 27-year-old Farrell has thrown 44 1/3 innings over the past two seasons, managing only a 5.28 ERA. He did show jumps in his strikeout (11.2 K/9) and swinging-strike (11.4%) rates last year, though clearly teams view him mostly as a depth arm at this point. Farrell worked to a 3.64 ERA in a dozen Triple-A starts in 2018, which he spent with the Cubs.

NL Notes: Reds, Anibal, Nats, Tulo, Darvish

The Reds were keen on retaining Matt Harvey entering the offseason and held talks with him right up until he agreed to join the Angels on a one-year deal yesterday, Cincinnati GM Nick Krall tells Bobby Nightengale of the Cincinnati Enquirer (Twitter links). However, the Reds simply weren’t comfortable matching the $11MM guarantee promised by the Halos. That said, Krall made clear that the Reds still hope to add another starting pitcher, be it via free agency or trade, and the GM also added that his club is pursuing another outfielder and some bullpen help. “We need to improve this club, and we know that,” said Krall, whose largest offseason move to date has been acquiring Tanner Roark. While the durable Roark certainly helps to shore up the back of the Reds’ rotation, there’s still plenty of question marks in the mix of in-house rotation options.

A few notes from around the National League on a quiet Wednesday evening…

  • The Nationals have had “ongoing conversations” with Anibal Sanchez’s agent, Gene Mato, since the Winter Meetings, tweets Jesse Dougherty of the Washington Post. That said, there are still multiple teams interested in Sanchez, who enjoyed a career renaissance with the Braves in 2018, as he pitched to a 2.83 ERA with 8.9 K/9, 2.8 BB/9 and a 45 percent ground-ball rate. There’s no shortage of skeptics with regard to Sanchez’s resurgence, though the substantial increase in his usage of a cut-fastball and the fact that he allowed less hard contact than any qualified pitcher in baseball last season (per Statcast) should pique the interest of some clubs. Mato told MLBTR’s Tim Dierkes last week that teams interested in Sanchez “realize it wasn’t luck” that fueled his 2018 rebound.
  • Robert Murray of The Athletic writes that the Brewers sent three representatives to watch Troy Tulowitzki’s audition for MLB clubs yesterday (subscription required). Murray spoke to multiple scouts in attendance who had positive things to say about how Tulo looked on that given day, though obviously the primary question isn’t whether the 34-year-old is healthy right now, but whether he’ll be able to hold up over the course of a full season. The Brewers could utilize Tulowitzki at either third base or second base, with Travis Shaw manning the other spot. Given Shaw’s experience (and proficiency) at the hot corner, second base would be Tulowitzki’s likeliest position in Milwaukee. There were at least 11 other clubs on hand at yesterday’s showcase, however, so Milwaukee is but one of many possible landing spots for the former Rockies star. Any team that signs Tulowitzki would only owe him the league minimum of $555K in 2019.
  • Cubs right-hander Yu Darvish went through his second day of a throwing program as he works his way back from an arthroscopic debridement procedure in his right elbow (Instagram link). The Chicago organization said at the time Darvish’s surgery was announced that the right-hander is expected to be ready for Spring Training 2019, and the fact that he’s throwing in mid-December is an encouraging sign in that regard. Injuries limited Darvish to just 40 innings with the Cubs in a disappointing first season with the team. The six-year, $126MM contract for Darvish looks all the more problematic for the Cubs in light of reports that the team has extremely limited financial resources at its disposal this offseason. The fact that the Cubs spent a combined $186MM on Darvish, Tyler Chatwood and Brandon Morrow last winter, then acquired the second season of Brandon Kintlzer’s contract at the deadline this summer, only to now be handcuffed by payroll issues is undoubtedly a bitter pill for Cubs fans to swallow.

Angels To Sign Matt Harvey

7:16pm: It’s a one-year deal for Harvey, Feinsand tweets. Fancred’s Jon Heyman tweets that the deal will guarantee Harvey $11MM, and Yahoo’s Jeff Passan tweets that Harvey can earn an additional $3MM worth of incentives. Per Heyman (Twitter link), those incentives are based on games started and kick in at 15 starts before maxing out at 26 starts. Harvey’s deal is still pending a physical.

7:07pm: The Angels have agreed to a deal with free-agent right-hander Matt Harvey, reports Mark Feinsand of MLB.com (via Twitter). Harvey is represented by agent Scott Boras.

Harvey, 29, will be the first rotation addition for an Angels club that entered the winter in significant need of innings. The 2018 Angels were decimated by injuries, as Garrett Richards, Shohei Ohtani and J.C. Ramirez each underwent Tommy John surgery, while others such as Matt Shoemaker and Nick Tropeano missed substantial time on the disabled list.

Harvey will join lefties Andrew Heaney and Tyler Skaggs as locks to start games for the Halos, but the rest of the rotation is still somewhat unsettled. Tropeano, Jaime Barria, Felix Pena and Dillon Peters are among the other candidates to start for newly hired manager Brad Ausmus, though the names to which the Angels were connected prior to the Harvey agreement perhaps underscore the remaining work that GM Billy Eppler and his staff have ahead.

Jeff Fletcher of the Orange County Register recently reported that the Angels made a two-year, $28MM offer to J.A. Happ before he returned to the Yankees, and USA Today’s Bob Nightengale tweets that the Halos also made a “strong” offer to Patrick Corbin before he signed a whopping $140MM contract with the Nationals. Given those targets and the still-palpable uncertainty in the Angels’ mix of starters, it’s reasonable to expect that they’ll continue pursuing upgrades to the top portion of their starting staff.

The $11MM guarantee for Harvey suggests that the Angels are not only buying Harvey’s turnaround with the Reds in 2018 but anticipating that he can take another step forward. Harvey’s Mets career was torpedoed by Tommy John surgery and the even more ominous thoracic outlet surgery — the lingering effects of which caused the Mets to ultimately cut the cord and flip the right-hander to Cincinnati in exchange for catcher Devin Mesoraco. Harvey gave the Reds 128 innings of 4.50 ERA ball with more encouraging secondary metrics: 7.8 K/9, 2.0 BB/9 and a 42.6 percent ground-ball rate. ERA alternatives like FIP, xFIP and SIERA all pegged Harvey in the low 4.00s.

With the Reds, Harvey saw his average fastball velocity trend up from 92.6 mph in New York to 94.4 mph, and his swinging-strike rate improved from 8.2 percent to 9.9 percent. Neither of those marks are close to Harvey’s peak levels from his “Dark Knight” days, but the positive trends were encouraging enough for the Angels to bet a fairly notable sum that the beleaguered right-hander can hold up over the course of a full season. If that proves to be the case, Harvey could eventually emerge as a candidate to receive a qualifying offer, creating a bit of additional upside for the Halos.

By adding Harvey on an $11MM salary, the Angels push their projected Opening Day payroll up to about $156.2MM — a sum that falls roughly $10MM shy of the $165.8MM Opening Day payroll the team has averaged over the past three seasons. MLBTR contributor Rob Huff recently took a deep dive into the Halos’ payroll, estimating that the team could have as much as $36MM to spend this winter, assuming ownership approval of a slight uptick in payroll. With only Harvey and Justin Bour (one year, $2.5MM) as new additions to the books thus far, there’s certainly room for at least one more notable rotation addition — be it via the free-agent market or via trade.

The pairing of Harvey and the Angels, in some respects, has been more than a decade in the making. The Halos selected Harvey in the third round of the 2007 draft but were unable to sign him despite offering a bonus widely reported to be greater than $1MM in total. That decision, of course, proved to be a good one for Harvey, who was selected seventh overall out of UNC in 2010 and received a considerably heftier $2.5MM bonus from the Mets. Much has changed in the decade-plus since that offer was made, but Harvey is in many ways an upside play, just as he was as a draft prospect in 2007 — albeit a far more expensive one this time around.

For Harvey, the one-year term gives him a further opportunity to distance himself from his disastrous 2016-17 results and re-enter the open market after spending a year in a relatively pitcher-friendly environment. Though he’s moving from the National League to the American League, he’ll also move from one of the game’s most homer-friendly parks to the much more spacious Angel Stadium, which could help him pare back the 1.48 HR/9 he averaged following his trade to Cincinnati. Harvey’s ultimate contract aligns with the annual value we at MLBTR predicted in our Top 50 free agents list, though our rankings projected a two-year term for the former Mets ace. Meanwhile, Harvey’s landing with the Angels won’t do favors to many who participated in MLBTR’s free-agent prediction contest; only 2.9 percent of respondents correctly pegged Harvey to the Halos.

Trade & Free Agent Rumors: Dodgers, Indians, Phils, Harvey, Goldschmidt, Brantley

Always active on the offseason trade market, the Dodgers have been having “lots” of discussions with the Indians regarding a variety of potential scenarios, tweets Ken Rosenthal of The Athletic. Los Angeles unsurprisingly is intrigued by Cleveland’s pitching — as all teams would be — and Rosenthal notes that catcher Yan Gomes could make sense there as well. Conversely, Cleveland has a significant need in the outfield — an area of depth for Los Angeles. There’s no indication that there’s anything especially close to fruition between the two sides, and Rosenthal even notes that both clubs are chatting with several other teams. The Dodgers, for instance, are one of the many clubs with interest in Marlins star J.T. Realmuto.

Some more chatter on the trade and free-agent markets…

  • Carlos Santana’s name has come up on the rumor mill early in the offseason, but Fancred’s Jon Heyman tweets that the Phillies also have relievers Pat Neshek and Tommy Hunter “on the block.” Reports since the team’s late-season collapse have indicated that the Phillies will be open to trading just about any player other than Aaron Nola and Rhys Hoskins, so it’s only reasonable that they’d be open to moving either relatively high-priced setup man. Neshek is owed $7.75MM and has a $750K buyout on an option for the 2020 season, while Hunter is owed $9MM and will be a free agent next offseason.
  • Heyman also tweets that in addition to the Reds, Matt Harvey is drawing some level of interest from the Athletics. Cincinnati’s interest in Harvey has been well-documented, as he won over some decision-makers in the organization during his four-month run with the Reds. As for Oakland, their search for rotation help is no secret. It’s unlikely that the cost-conscious A’s will be players for the highest-priced options on the free-agent market, making second- and third-tier options
  • The Twins checked in on Diamondbacks first baseman Paul Goldschmidt, tweets Jon Morosi of MLB.com, though the report describes the talks as “preliminary.” While Minnesota has an obvious opening at first base following the retirement of Joe Mauer, though, Dan Hayes of The Athletic downplays the possibility of a Goldschmidt pursuit for Minnesota (Twitter link); Hayes notes that the Twins did make some form of inquiry but adds that this “doesn’t appear to be a path the Twins will go down.” The fit is obvious, but Arizona’s asking price on the perennial MVP candidate will be quite high, and he’s a free agent after the 2019 season.
  • Morosi also tweets that the Cardinals have “maintain[ed] interest” in free-agent outfielder Michael Brantley, although Derrick Goold of the St. Louis Post-Dispatch suggests (via Twitter) that Brantley isn’t a top priority for St. Louis. Per Goold, the Cards would need to miss out on more preferable targets and perhaps move other pieces of the roster before embarking on a legitimate pursuit of the 31-year-old. Brantley is coming off a strong season in which he hit .309/.364/.468 with 17 homers, 36 doubles and 12 steals, but the Cards do have in-house alternatives and are known to be looking at bigger fish (i.e. Bryce Harper).

Reds Exploring Rotation Market

As expected on the heels of public comments from owner Bob Castellini about his desire to enhance the starting rotation, the Reds are showing early interest in the starting pitching market, per both Jon Heyman of Fancred and Jon Morosi of MLB.com (Twitter links). Both reports list top free-agent starter Patrick Corbin as a pitcher of interest, while Morosi specifically lists J.A. Happ and Heyman adds Dallas Keuchel to the pile. While any of that bunch would be a high-profile addition for the Reds, who’ve largely avoided free agency in recent seasons, Heyman notes that Cincinnati “will consider” top-of-the-market names.

Of course, considering a top-of-the-market arm and actually luring one to Cincinnati are two very different things. As three of the top starters on the market, the trio of Corbin, Keuchel and Happ will have no shortage of interest from contending clubs with clearer paths to a postseason berth. Beyond that, Cincinnati’s Great American Ball Park is known as one of the game’s most hitter-friendly environments; to call it a tough sell to convince a top-tier starter to sign in a homer-conducive stadium with a team that lost 95 games in 2018 would be somewhat of an understatement.

It’s not clear how much money the Reds have to spend this offseason, though Castellini has recently promised a record payroll for the franchise. That certainly sounds encouraging for fans, though it should be noted that Cincinnati’s record payroll is $115MM, and they’re already projected by MLBTR’s Jason Martinez to head into 2019 with a near-$110MM payroll. Both Corbin and Keuchel are candidates to secure $20MM+ annual salaries, and Happ’s annual salary on a new contract figures to check in north of $12MM. Free-agent contracts could, of course, be backloaded — as could a potential offseason extension for second baseman Scooter Gennett. Doing so would lower the team’s projected commitments for the 2019 season and ramp up spending into 2020 and beyond, when Homer Bailey’s albatross deal will be off the books.

It remains difficult to envision the Reds winning a bidding war with larger-market clubs coming off winning seasons and playoff berths, but the very fact that they’re exploring this tier of free agency is a departure from recent offseasons and, accordingly, is of some note. Whether Castellini, president of baseball ops Dick Williams, GM Nick Krall and the rest of the organization’s leadership can persuade a top-notch starter to sign for the next several years, it seems likely that the Reds will be adding some external help to the rotation. Matt Harvey was reportedly a favorite of Castellini during his four-month run with the organization, so at the very least, the Reds could make an earnest run at retaining him and adding another established arm to a rotation whose only locks at present seem to be Anthony DeSclafani and Luis Castillo.

Williams: Reds Have Increased Spending Capability This Offseason

The Reds aren’t known as big-time players in free agency, but president of baseball operations Dick Williams tells John Fay of the Cincinnati Enquirer that he expects to have “significantly” more spending capacity than he’s had in previous offseasons, though he added, “It still only goes so far, unfortunately.”

Cincinnati’s offseason spending over the past two years has checked in around a total of $15MM, with modest two-year commitments being made to David Hernandez ($5MM total) and Jared Hughes ($4.5MM), plus one-year pacts for Drew Storen ($3MM), Scott Feldman ($2.3MM) and Yovani Gallardo ($750K). In fact, the Reds haven’t spent more than $5.5MM on a free agent since signing Ryan Ludwick (two years, $15MM) and Jonathan Broxton (three years, $21MM) in the 2012-13 offseason under former general manager Walt Jocketty.

Fay notes that starting pitching is, unsurprisingly, going to be Cincinnati’s top target this winter, but it doesn’t seem plausible that they’d play for the most in-demand names available; Clayton Kershaw (if and when he opts out), Patrick Corbin and Dallas Keuchel are among the headliners on the open market this season. Each figures to be far too pricey for a Reds team that will still have budgetary restrictions to which it’ll need to adhere.

In fact, it’s at least somewhat surprising to hear that the Reds have the means to significantly bolster their spending. The team is facing an attendance drop, per the figures tallied at Baseball-Reference (1.837 million in 2017, 1.542 million in 2018), and there are no significant contracts coming off the books this winter. To the contrary, there’s been some speculation of an extension for Scooter Gennett, which would come with a pay raise, and their arbitration class should yield raises for Anthony DeSclafani, Scott Schebler, Michael Lorenzen, Billy Hamilton, Gennett (if he is not extended) and closer Raisel Iglesias (assuming he opts into arbitration this winter, as is his contractual right).

However, the Reds are at last seeing a light at the end of the tunnel in terms of Homer Bailey’s albatross contract, which expires following the 2019 season (after he’s earned a $23MM salary and been paid a $7MM buyout on his 2020 option). That contract’s expiration could make the club more amenable to adding some modest multi-year commitments to the books in an effort to supplement an increasingly intriguing core of position players that includes Eugenio Suarez, Jesse Winker, Jose Peraza, Tucker Barnhart, Gennett and stalwart Joey Votto, to say nothing of one of the game’s top prospects in Nick Senzel.

The Reds will need to address the rotation aggressively if they have any hope of competing next year. Many of the arms the team has acquired over the course of its rebuild have not yet panned out (e.g. Brandon Finnegan, Rookie Davis, Cody Reed, John Lamb), while drafted/developed prospects like Robert Stephenson, Tyler Mahle and Sal Romano have also struggled. Heading into next season, DeSclafani and Luis Castillo seem the best bets to turn in average or better seasons, though certainly the Reds have a number of young internal options who could yet emerge.

Still, the group as a whole lacks certainty, and to that end, Fay writes that he expects Williams & Co. to make a run at re-signing Matt Harvey, whose career rebounded after being traded to Cincinnati (128 innings, 4.50 ERA, 7.8 K/9, 2.0 BB/9, 4.14 xFIP). The free-agent market has a fair number of other serviceable arms and upside plays in its second and third tiers (full list), and The Athletic’s C. Trent Rosecrans tweeted recently that Williams said the team will consider Asia more than in the past. The Reds, of course, watched the division-rival Cardinals strike gold on righty Miles Mikolas in his return from Japan, and it’s worth noting that there have been rumors of 27-year-old Seibu Lions lefty Yusei Kikuchi being posted for Major League teams this winter as well.

It’s far too early to forecast specific targets for the Reds, but it’s nonetheless notable that the organization’s top decision-maker has expressed confidence in his ability to spend more aggressively as the team’s long-term lineup begins to come into clearer focus.

Heyman’s Latest: Harvey, Reds, Brewers, Royals, Smoak, Orioles

Even though the Reds are out of contention and right-hander Matt Harvey is a pending free agent, the club opted against trading him to the NL Central rival Brewers before last month’s waiver deadline. Milwaukee won the claim for Harvey, but it turns out the Brewers only offered “Triple-A non-prospects” for the 29-year-old, Jon Heyman of Fancred hears. Considering that, not to mention Reds owner Bob Castellini’s reported affinity for Harvey, Cincinnati kept the ex-Met and will likely try to prevent him from leaving via free agency. Pitching will be an area of focus in general for the Reds during the offseason, per Heyman, who adds they may also be on the lookout for one or two outfielders.

More rumblings from Heyman…

  • Royals general manager Dayton Moore said back in April that the team wants skipper Ned Yost around beyond this season. At 46-94, the Royals have since endured a horrific campaign. Nevertheless, Yost remains in their plans, Heyman reports, adding that they plan to offer him a one-year extension. Whether Yost wants to keep the job for 2019, when he’ll turn 64 years old, isn’t yet clear. Yost is in his ninth season as the Royals’ manager, with the team’s World Series title in 2015 serving as the crowning achievement of his tenure.
  • Blue Jays first baseman Justin Smoak cleared trade waivers last month, but “a couple teams” did check in on him and some of Toronto’s relievers, Heyman writes. That’s not surprising in Smoak’s case, as the switch-hitter’s amid a second straight strong offensive season and comes with another affordable year of team control in the form of an $8MM club option. Perhaps the clubs that have shown interest in him this season will circle back over the winter, then.
  • Earlier this summer, Orioles vice president of baseball operations Dan Duquette denied a report that the O’s had interviewed former Dodgers GM Ned Colletti for a front office position. However, an interview between one of Orioles owner Peter Angelos’ sons and Colletti did occur, according to Heyman. It’s still not known which position the two sides discussed, though, nor is it clear if Baltimore continues to have interest in Colletti. Notably, Duquette is about to reach the end of his contract – which could put the O’s in the market for a new baseball operations chief – but it’s not a lock he and the club will part ways, Heyman writes.

Reds Pull Matt Harvey Off Revocable Waivers

1:14pm: ESPN’s Jerry Crasnick tweets that Reds owner Bob Castellini “loves” Harvey, which could’ve played a role in the decision to retain him. Heyman agrees, tweeting that Castellini ultimately did not want to trade the right-hander, which could indicate that the Reds will push to re-sign him this winter.

12:20pm: Even more definitively, Reds GM Nick Krall tells C. Trent Rosecrans of The Athletic that Harvey will remain with the team (Twitter link).

12:15pm: Bob Nightengale Jr. of the Cincinnati Enquirer reports that Harvey will not be traded to the Brewers before the deadline expires (Twitter link). He’ll start today’s game in a Reds uniform and, presumably, remain with the Reds through season’s end.

7:23am: The Brewers are the team that placed the winning claim on Reds right-hander Matt Harvey on Wednesday, reports Jon Heyman of Fancred (via Twitter). They’ve yet to agree to a trade with the Reds, it seems, though there’s still time to do so before waivers on Harvey expire this afternoon at 1:30pm ET. Harvey recently landed 12th on MLBTR’s latest ranking of the Top 20 August trade candidates in baseball.

Much has been mad about the Brewers perceived need for rotation help, though in truth, all five members of their current rotation have generally outperformed Harvey even since his trade to the Reds. Jhoulys Chacin, Chase Anderson, Junior Guerra, Freddy Peralta and Wade Miley all have ERAs of 4.02 or better, and of that bunch, only Anderson lags behind Harvey’s 4.50 FIP.

Having said that, there’s certainly plenty of reason to maintain interest in Harvey all the same; Miley has been injured for much of the season and has totaled just 45 1/3 innings after a pair of dismal seasons in the American League in 2016-17. Peralta, meanwhile, is a rookie who has already thrown a combined 130 1/3 innings between the Majors and minors after totaling 120 frames in 2017. Anderson is among the game’s most homer-prone starters. Guerra has had a solid season but pitched at sub-replacement level in 2017. Adding Harvey to the staff, especially considering the improvements he’s made since being traded from New York to Cincinnati, has plenty of merit even if it can be argued that it shouldn’t be an imperative.

Harvey has unquestionably improved since changing uniforms a first time this season, working to a solid 4.28 ERA with 6.9 K/9, 2.1 BB/9, 1.39 HR/9 and a 43.1 percent ground-ball rate in 90 1/3 innings. Much of the damage against him came in one eight-run meltdown against the Pirates back on July 22, but the majority of Harvey’s starts with the Reds have at the very least been competitive efforts outside of that showing. He’s still averaging just 5 1/3 innings per start, but Harvey’s velocity has steadily increased with Cincinnati. He’s also seen a modest improvement in his swinging-strike rate (currently 8.9 percent) and seen substantial jump in his chase rate on out-of-zone pitches while also throwing first-pitch strikes at a considerably higher clip (up to 63.3 percent).

There’s little denying that Harvey would at the very least deepen the current pitching staff by adding another serviceable arm to the mix, and that depth is especially important with rosters set to expand in September. Even incremental upgrades for the Brewers should be viewed as important, given that they’re currently 3.5 games back of the National League Central-leading Cubs and a half-game behind the Cardinals in the division as well. Milwaukee is more favorably positioned in the Wild Card hunt — currently tied with Colorado for the second spot and a half-game back of the Cardinals, who hold the top spot.

For the Reds, there’s been no indication that they’d simply let Harvey go via waivers. His $5.6MM salary has about $1.13MM remaining to be paid out, so the financial implications aren’t exactly overwhelming. But if the Brewers are willing to offer even a modest prospect in return, the Reds should be happy to add to their continually improving farm system in exchange for a pitcher who is otherwise set to hit free agency after the season.

Matt Harvey, Billy Hamilton Claimed On Revocable Waivers By Unknown Teams

Aug. 23: Billy Hamilton has also been claimed by an unknown club, tweets Murray. Fancred’s Jon Heyman tweets that a trade involving Hamilton is “unlikely,” citing the fact that Hamilton is controlled through next season as the reasoning behind that thinking for the Reds.

The 27-year-old Hamilton is having a miserable season at the plate, hitting .236/.302/.317 through 440 plate appearances and is receiving less playing time than he has at any point in his big league career. But he’s still providing plenty of value on the basepaths and elite defense in center field while playing on an affordable $4.6MM salary. He’d be a great piece for a contending club to add to its bench in September and into the postseason, but the Reds have indicated in the past that they’re not keen on selling off pieces for the 2019 season when they aim to be competitive despite a largely unsettled rotation picture.

6:57pm: Reds right-hander Matt Harvey has been claimed off revocable trade waivers by an unknown club, per Robert Murray and C. Trent Rosecrans of The Athletic (Twitter link). It’s unclear when the claim was placed, but the claiming team would have 48 hours to work out a trade with the Reds. If no deal is reached, the Reds will have the option of either pulling Harvey back off waivers or merely letting him and the remainder of his salary go to the new team.

Harvey, 29, ranked checked in at No. 12 on MLBTR’s latest ranking of the top 20 remaining August trade candidates. He’s made 17 starts in Cincinnati since being flipped there by the Mets in exchange for Devin Mesoraco back in May. He’s had a few hiccups along the way, but Harvey has made significant gains in terms of velocity, swinging-strike rate and his chase rate on pitches out of the zone. Overall, he’s registered a 4.28 ERA with 6.9 K/9, 2.1 BB/9, 1.39 HR/9 and a 43.1 percent ground-ball rate in 90 1/3 innings with the Reds.

Given that Harvey is a free agent at season’s end, there’s little reason to believe he’d be claimed by any non-contending club. Revocable waiver priority is league-specific and ordered from worst record to best record, meaning Harvey would have to go unclaimed by every NL team in order to reach an AL club. The Dodgers represent the first realistic contender that would have the ability to claim Harvey in the National League — assuming that the Pirates, Nats and Giants are too far gone to consider adding pieces.

Harvey isn’t eligible to receive a qualifying offer after changing hands midseason (and wouldn’t be a candidate to receive one anyhow), so there’s plenty of incentive for the Reds to get a deal done. Even if the Cincinnati front office hopes to retain Harvey, there’d still be a strong case to flip him for even a modest minor league return and then try to hammer out a new deal when Harvey reaches the open market.

Matt Harvey will be staying with the Reds despite a flurry of trade discussions, tweets ESPN’s Jerry Crasnick.  In my opinion, Harvey remains a candidate to be traded in August.

  • The Giants have “entered the fray” for Harvey, tweets Jon Heyman of Fancred.  MLB.com’s Mark Feinsand finds the Giants unlikely for Harvey, however.
  • Reds beat writer Bobby Nightengale Jr., reporting for the Cincinnati Enquirer, would be surprised if Harvey isn’t traded today.  Nightengale tweets that the Brewers and Braves have shown interest.  He’s backed up by his father, Bob Nightengale of USA Today, who says the Braves have been Harvey’s most aggressive suitor.  Nightengale Sr. also adds that the Chris Archer trade talks are slowing down the Harvey discussions, suggesting Harvey is a Plan B for some Archer suitors.
  • On the other hand, Jon Heyman of Fancred says Harvey is not likely for the Braves, while the Brewers and Cubs are “among the main teams in the mix.”  Similarly, David O’Brien of The Athletic hears the Braves are not in on Harvey.  Harvey wouldn’t seem to have an opening in the Cubs’ rotation, unless perhaps Yu Darvish’s injury issues persist and Mike Montgomery is moved back to the bullpen.  ESPN’s Jerry Crasnick hears the same interested parties as Heyman, regarding the Brewers and Cubs.
