Players Avoiding Arbitration: Thursday

With the non-tender deadline looming tomorrow, there figure to be several players agreeing to pre-tender deals to avoid arbitration today. Many players who agree to terms prior to the deadline will be fringe non-tender candidates and, as such, are likelier to sign for less than they’d been projected in order to avoid a non-tender. We’ll keep track of today’s players who are avoiding arbitration in this post (with all referenced projections coming courtesy of MLBTR contributor Matt Swartz)…

The Royals announced that they’ve agreed to one-year deals with both Cheslor Cuthbert and Jesse Hahn. Jeffrey Flanagan of MLB.com reports (via Twitter) that Cuthbert will earn $850K, while Hahn’s deal contains an $800K base salary. Both were definitive non-tender candidates, as Cuthbert batted just .194/.282/.301 in 117 plate appearances this past season. Hahn, meanwhile, didn’t pitch in 2018 due to a sprained ulnar collateral ligament that ultimately required “primary repair” surgery — a similar, but less invasive alternative to Tommy John surgery that is perhaps familiar to Royals fans after Seth Maness previously underwent the procedure.

Earlier Updates

The Twins have agreed to a one-year, $1.3MM contract with utility infielder Ehire Adrianza, thus avoiding arbitration, tweets Fancred’s Jon Heyman. A light-hitting defensive specialist, Adrianza batted .251/.301/.379 with career-highs in plate appearances (366), home runs (six) and doubles (23). His level of playing time increased due to the suspension for Twins shortstop Jorge Polanco as well as the midseason trade of Brian Dozier. Adrianza had been projected at $1.8MM.
The Athletics announced that they’ve avoided arbitration with catcher Josh Phegley by agreeing to a one-year deal. Heyman tweets that Phegley will earn $1.o75MM next season. Phegley, 31 in February, has posted a .255 OBP in each of the past two seasons while struggling to keep his average above the dreaded Mendoza Line. Phegley has some pop, however, and has controlled the running game quite well throughout his career (33 percent caught-stealing rate, including 35 percent in both 2017 and 2018). He’s the only catcher on Oakland’s 40-man roster at present, so the A’s will surely be looking for some additions. Phegley had been projected at $1.2MM.
The Rockies announced that they’ve agreed to a one-year deal with lefty Chris Rusin. He’ll earn $1.6875MM next year — a $400K raise over his 2018 salary — tweets Heyman. Rusin was widely considered a non-tender candidate on the heels of a disastrous season in which he was clobbered for a 6.09 ERA with a career-worst 4.3 BB/9 mark through 54 2/3 innings. He’s only a year removed from a terrific season out of the Colorado bullpen, however, during which he totaled 85 innings of 2.65 ERA ball in 60 appearances. He’d been projected to earn $1.7MM.
The Royals have avoided arbitration with lefty Brian Flynn in advance of tomorrow’s non-tender deadline, the team announced. His contract is worth $800K, MLBTR has learned (Twitter link). Flynn, 29 in April, appeared in 48 games out of the Kansas City bullpen in 2018 and pitched to a 4.04 ERA with 5.6 K/9, 4.2 BB/9, 0.59 HR/9 and a 49.8 percent ground-ball rate. It’s the first trip through the arbitration process for Flynn, whom the Royals initially acquired in the 2014 trade that sent righty Aaron Crow to the Marlins. In parts of three seasons since that trade, Flynn has compiled 133 1/3 innings of 3.44 ERA ball with 91 strikeouts against 58 walks and a grounder rate north of 50 percent. As things currently stand, Flynn will join Tim Hill as one of the top two lefty options in an inexperienced Kansas City bullpen. General manager Dayton Moore and his staff figure to be on the lookout for some veteran additions to supplement that relief corps this offseason.

Royals Outright Brandon Maurer, Paulo Orlando, Ramon Torres

The Royals announced Friday that right-hander Brandon Maurer, outfielder Paulo Orlando and infielder Ramon Torres all cleared outright waivers. Maurer has already rejected his outright assignment in favor of free agency, while both Orlando and Torres will become minor league free agents tomorrow. In a series of corresponding moves, Kansas City activated Jorge Soler, Cheslor Cuthbert and Jesse Hahn from the 60-day disabled list. The Royals’ 40-man roster sits at 37 players after these moves.

None of the 40-man subtractions come as much of a surprise. Maurer has spent parts of the past two season in the Kansas City bullpen but struggled to catastrophic levels, yielding 45 earned runs, 36 walks and 11 home runs in just 51 1/3 innings pitched. Though he’s shown the ability to miss bats, he’s far too hittable and was projected by MLBTR contributor Matt Swartz to earn as much as $3.1MM in arbitration this winter.

Orlando, 33, hit just .167/.194/.200 in 93 plate appearances with Kansas City this year and has never replicated the BABIP-fueled 2016 season he enjoyed when he hit .302/.329/.405. Orlando has drawn walks at a 2.4 percent clip in his career, one of the lowest marks in all of baseball, and is a career .263/.289/.384 hitter. He brings his share of speed to the table, though that hasn’t been enough to outweigh his otherwise lackluster offensive output.

Torres, 25, has seen action in each of the past two seasons but mustered a timid .225/.269/.265 slash in that time. His .230/.279/.343 showing in Triple-A this season gave little reason for optimism, though at the very least he does offer some versatility with the glove, having experience at second base, shortstop and third base.

Jesse Hahn Undergoes UCL Surgery

Royals righty Jesse Hahn underwent surgery on the ulnar collateral ligament in his pitching elbow, as Rustin Dodd of The Athletic was among those to report on Twitter. Hahn is expected to require approximately six months of rehabilitation, indicating that he may or may not be ready to return for the start of camp next spring.

Fortunately, Hahn did not require the famed Tommy John surgery that is often necessary to fix UCL damage. Instead, he will become the latest pitcher to undergo a “primary repair” procedure. The alternative approach comes with the promise of a much shorter rehab timeline, though it is also not nearly as established as the standby TJS.

About a year and a half ago, Seth Maness became the first known MLB hurler to be treated with the primary repair approach. He ended up signing with the Royals for his comeback attempt, so the team has some direct experience in this area. Unfortunately, Maness has not been able to regain his prior form to this point, though he did make it back to the majors briefly in 2017.

Hahn, 29, landed with the K.C. organization in an early-2018 swap in which the Athletics acquired lefty Ryan Buchter and took on more than half of Brandon Moss’s $7.25MM salary. While Hahn opened his MLB career with 170 innings of 3.23 ERA pitching, he was coming off of consecutive rough seasons at the time of the move.

Though the hope surely was that he would contribute to the MLB staff this year, and perhaps even regain some of his prior form, Hahn has only thrown six minor-league innings this season. That’s particularly disappointing given that he entered camp feeling healthy. Hahn was knocked around in two Cactus League innings before experiencing elbow issues and going on the 60-day disabled list in early March.

AL Central Notes: Lynn, Twins, Hahn, Jay, Indians

The Twins’ recently reported two-year offer to Lance Lynn was for a total of $20MM, reports Mike Berardino of the St. Paul Pioneer Press. Lynn’s camp considered that offer a “non-starter,” however, according to Berardino. Minnesota remains open to adding a starter on an affordable and relatively short-term pact, Berardino continues, noting that outside of the team’s $100MM+ offer to Yu Darvish, all of their offseason free-agent dealings have been at one- or two-year terms. He adds that the Twins aren’t aggressively pursuing Alex Cobb, and given Lynn’s apparent unwillingness to consider a two-year term, it seems unlikely that Minnesota will ultimately be a landing spot for any of the top three remaining starters. There are still a few intriguing names on the market who could sign shorter-term deals, including John Lackey and Trevor Cahill, though the Twins haven’t been strongly tied to any of them.

Royals Sign Jon Jay, Place Jesse Hahn On 60-Day DL

5:49pm: Jay’s incentives kick in with a $100K bonus for reaching 250 plate appearances, tweets Jon Heyman of FanRag Sports. From there, he’ll receive an additional $100K bonus for every 25 PAs up through 600. Jay hasn’t reached 600 PAs in a season since 2013, so it’s perhaps unlikely that he’ll earn the full $1.5MM of incentives, but he should be able to unlock a decent share of his bonuses if he remains healthy

2:33pm: The Royals have signed outfielder Jon Jay to a one-year deal, per a club announcement. It’s a $3MM guarantee with as much as $1.5MM in incentives, per Rustin Dodd of The Athletic (via Twitter).

The bonuses are based upon plate appearances and can begin to be earned at Jay’s 250th trip to the dish, per MLB.com’s Mark Feinsand (via Twitter), who adds that the CAA Sports client is expected to be given a shot at an everyday job. In a corresponding move, the team placed recently acquired righty Jesse Hahn on the 60-day DL due to a sprained ulnar collateral ligament in his right elbow.

In an offseason of change, the Kansas City organization has now acted to fill the shoes left by departing stars Eric Hosmer and Lorenzo Cain. The former will turn his job over to Lucas Duda. And the latter will now be replaced, at least in part, by Jay.

It seems the Royals have made another interesting value play here. After landing Duda for just a single-season, $3.5MM commitment, the club has added another quality veteran player without constricting future financial flexibility.

Of course, the club won’t get quite the anticipated productivity that walked away in the form of Hosmer and Cain, as is reflected in the purchase prices. The departing stars, each of whom profile as first-division regulars, commanded a total combined guarantee of $224MM — not a minimal premium over the $6.5MM total that Kansas City has promised to Duda and Jay.

It’s far from clear that these moves will spur a winning product in 2018, but it’s certainly fascinating to see the Royals making such investments when the organization could instead have embarked upon a more dramatic rebuilding effort. The ensuing signings put something of a different spin on the earlier salary-cutting trades that allowed the club to move some of the obligations owed to Brandon Moss and Joakim Soria.

Jay, who’ll soon turn 33, is fresh off of another solid season. He has not been as productive of late as he was earlier in his career with the Cardinals, but gave the Cubs 433 plate appearances of .296/.374/.375 hitting in 2017. A quality baserunner who is at least a near-average center fielder, Jay would optimally function as a fourth outfielder at this stage of his career.

Even if he’s a bit extended as a regular, Jay seems a good bet to perform up to and beyond his new salary. He has traditionally carried minimal platoon splits, so the left-handed hitter ought to be a flexible asset for the Royals to utilize. With plenty of uncertainty in the remaining mix of outfielders, among other areas of the roster, the signing will help stabilize the unit.

As for Hahn, the injury is the latest in a long line of health troubles for the 28-year-old righty. Acquired from the A’s alongside prospect Heath Fillmyer in exchange for reliever Ryan Buchter and Brandon Moss (who was included more for financial purposes), Hahn entered camp with the hope of vying for a rotation spot or, at least, a bullpen gig with his new organization.

The former sixth-round pick (Rays, 2010) displayed plenty of promise with a 3.23 ERA, 7.1 K/9 and 3.0 BB/9 through his first 170 MLB innings between the Padres and the A’s. However, injuries have hit him hard since that time, and Hahn has struggled to a 5.59 ERA in 116 innings over the past two seasons while battling triceps and forearm injuries. He’s out of minor league options but will be able to work a minor league rehab assignment to get up to speed later this season if he is deemed healthy enough to take the ball once again.

Royals Rumors: Hosmer, Hahn, Escobar, Mondesi

The Royals took a second cost-cutting step last night and added a pair of controllable right-handers, acquiring Jesse Hahn and minor leaguer Heath Fillmyer from the Athletics in a trade that sent lefty Ryan Buchter, first baseman/outfielder Brandon Moss and a reported $3.25MM in salary relief to help cover some of Moss’ contract. It’s the second cost-cutting measure of the winter for the rebuilding Royals, who’ve also traded Joakim Soria and controllable lefty Scott Alexander in a three-team deal with the White Sox and Dodgers.

Here’s the latest out of Kansas City in the wake of last night’s deal…

“The economic part of it is very real to us,” GM Dayton Moore tells Rustin Dodd of the Kansas City Star. Dodd notes that the cost savings could be put toward a contract to bring Eric Hosmer back to Kansas City — a notion to which the Royals are reportedly very open in spite of their rebuilding initiatives. The Royals, according to Dodd, hope to open the season with a payroll in the $105-110MM range. That’s a tall order, considering they’re still still projected for a $113.7MM payroll even after shedding some of the Moss contract. Dodd notes that further salary-cutting trades could be on the horizon, though Moore stressed that no such move was close. (Nor, the GM said, is a free-agent signing.) The Royals could still jettison Jason Hammel’s remaining $9MM salary (plus a $2MM option buyout) or market Kelvin Herrera and his $7.9375MM contract for the 2018 season.
Dennis Lin of the San Diego Union Tribune reports that the Royals’ offer to Hosmer is believed to already be larger than the one made by the Padres, and freeing up some cash in the Moss trade only further benefits the Royals’ chances. The Padres would consider “tweaking” their offer if negotiations came down to a slim margin, he adds, but to date the Friars haven’t shown much of a willingness to substantially increase their bid.
With Hahn out of minor league options, he’ll compete for a rotation job this coming spring, Moore told Dodd (in the previously-linked column). The righty has been plagued by injuries throughout his career, but he showed plenty of promise in 2014-15 with the Padres and A’s. He’ll vie for a rotation spot alongside Wily Peralta and Nate Karns (returning from TOS surgery). Danny Duffy and Ian Kennedy are locked into spots, of course, while Hammel (if he’s not traded) and Jake Junis figure to lock down spots as well. Fillmyer and Oaks are also on the 40-man roster, with other 40-man options including Sam Gaviglio, Eric Skoglund, Scott Barlow and Miguel Almonte.
Alcides Escobar said yesterday after his one-year deal was announced that he had offers from other clubs but jumped at the chance to return to the Royals (link via MLB.com’s Jeffrey Flanagan). “I’ve been here for seven years, and I feel like I belong here in Kansas City,” said Escobar. “I got some offers outside. For me, I came back because I think it’s better here, that’s why I’m coming back.” Moore was noncommittal when it came to what the Escobar signing meant for young Raul Mondesi Jr., though he suggested that it might be tough for Mondesi to get everyday at-bats in the Majors. Mondesi is still in the team’s plans, though, the GM added, noting that he could play second base and is “good enough to play center field” as well.

A’s Acquire Ryan Buchter, Brandon Moss From Royals For Jesse Hahn, Heath Fillmyer

The Royals and Athletics have agreed to a four-player swap. Left-hander Ryan Buchter and first base/DH-type Brandon Moss will head to Oakland in the deal, while right-hander Jesse Hahn and minor-league righty Heath Fillmyer are ticketed for Kansas City. The Royals also included $3.25MM in cash as part of the deal. Jeffrey Flanagan of MLB.com was first with the news.

Though Moss is certainly the biggest name of the four, Buchter is actually the prize for the Athletics in this deal. In fact, the inclusion of Moss in the deal is probably more related to financial implications. Indeed, Royals GM Dayton Moore told Rustin Dodd of the Kansas City Star that “The economic part of it is very real to us,” which has in turn led to some speculation throughout the industry that the Royals are attempting to clear salary in order to make re-signing Eric Hosmer more feasible. Moore responded to an inquiry from Flanagan on the subject, telling him that it would be “inappropriate” for him to comment on a free agent right now. However, he did add that he’s been “very clear” about what the team’s thoughts are on Hosmer.

Turning away from speculation and rumors and focusing on the here-and-now of the deal, the A’s will fill a bullpen need by getting a much-needed lefty. Prior to this trade, the only southpaw reliever in their projected bullpen was Daniel Coulombe. Buchter will serve as a long-term piece for the budding A’s (perhaps into their next window of contention), as he’s under team control through the end of the 2021 season. The Royals, meanwhile, will add a new potential candidate to their rotation. Per Moore’s conversation with Dodd, Hahn will compete during spring training for a spot in Kansas City’s rotation.

Buchter’s a rare type of pitcher who’s been able to consistently out-perform his peripheral statistics. The soon-to-be 31-year-old has a career 2.85 ERA against a 4.68 xFIP. The latter statistic normalizes a pitcher’s homer/fly ball ratio as a method of estimating a pitcher’s true run-prevention skills, but it doesn’t account for the fact that many of Buchter’s fly balls are actually infield pop-ups, which go for outs nearly 100% of the time. Over the past two seasons combined, Buchter’s 16.7% infield fly ball rate (IFFB) ranks 10th in the majors among qualified relievers. He also ranks 14th during that span with a 26% soft contact rate against.

Buchter is even tougher against lefties, limiting them to a .160/.255/.306 batting line during his MLB career. The late-blooming Buchter spent a whopping eight seasons in the minors before finally making his debut with the Braves in 2014, and was shuffled through the Triple-A affiliates of the Dodgers and Cubs before finally latching on in the majors with the Padres in 2016. Interestingly, the A’s were reportedly competing with the Padres for his services as a MiLB free agent.

As for Moss, 34, he’ll return to the team with which he broke out in 2012. That’s just about the only clarity surrounding his presence in Oakland, however. Athletics GM David Forst has already told him that it’s not clear how he fits on the roster (per Susan Slusser of the San Francisco Chronicle). With young phenom Matt Olson earmarked for the first base job and Khris Davis likely to assume full-time DH duties, the declining Moss doesn’t have a clear path to everyday at-bats. His sub-replacement-level 2017 performance (.207/.279/.428) was a far cry from his peak years in Oakland during which he slugged 76 homers and put up a .844 OPS across 1,381 plate appearances.

Hahn’s had a roller coaster career. The right-hander showed great promise early on, posting a 3.07 ERA and 3.59 xFIP across 12 starts following his major-league debut with the Padres in 2014. Prior to the 2015 season, he was shipped to Oakland in the Derek Norris trade, and continued to impress with a 3.35 ERA and 52.6% ground ball rate through the first day of July. However, a flexor tendon injury sidelined him for the rest of the season, and although he’s shown flashes of brilliance since, he’s not yet been able to maintain good numbers over the course of a full season. Hahn’s posted a 5.59 ERA with a 6.05 K/9 and 3.57 BB/9 across 23 games (22 starts) across the past two years while battling a number of injuries.

Fillmyer, 23, started 29 games for Oakland’s Double-A affiliate last season while pitching to a 3.49 ERA. MLB Pipeline considered him to be the team’s 18th-best prospect in 2017, noting his quick arm and a fastball that can reach 96MPH with good sinking action. Though his control and command took a step backwards last season, their report suggests that he can become a back-end starter at the MLB level. Fillmyer was selected by the A’s in the fifth round of the 2014 draft.

Quick Hits: HRs, Velocity, Rockies, A’s

Rockies right-hander Chad Bettis underwent chemotherapy earlier this year to treat testicular cancer, but it doesn’t look as if that’s going to stop him from taking the mound in 2017. In terrific news, the 28-year-old has progressed enough in his recovery that he’s on pace to begin a minor league rehab assignment during the upcoming All-Star break, writes Patrick Saunders of the Denver Post. “It’s a really good feeling to watch this unfold,” said manager Bud Black, whose playoff-contending team could use more rotation depth. Bettis would provide that, having served as a solid starter for the Rockies since joining their rotation on a full-time basis in 2015.

AL Roster Notes: Travis, Faria, Kinsler, Hahn

Devon Travis has suffered a new bone bruise and cartilage damage in his surgically repaired right knee that has prompted the Blue Jays to place him on the 10-day disabled list, reports Shi Davidi of Sportsnet. The injury is rather mysterious, it seems as Travis felt fine when boarding a flight to Oakland on Sunday evening but was unable to bend his knee without discomfort when the plane landed. He’ll be examined by the same specialist that performed his offseason knee surgery in the near future, and manager John Gibbons acknowledged to Davidi and other reporters that Travis’ injury won’t be a quick one. There’s no timetable for the return of Travis, who has batted .259/.291/.438 with five homers, four steals and strong defense at second base through his first 50 games of the season.

Here are a few quick roster moves from around the American League.

The Rays will promote righty Jacob Faria to make his big-league debut Wednesday in a start against the White Sox, Marc Topkin of the Tampa Bay Times writes. The 23-year-old Faria has never been regarded as an upper-echelon prospect (he currently ranks ninth among Rays prospects, according to MLB.com), but he’s in the midst of a strong season at Triple-A Durham, with a 3.07 ERA, 3.4 BB/9 and an outstanding 12.9 K/9 in 58 2/3 innings thus far. MLB.com notes that he works in the low 90s, keeps the ball down and has a promising chanegup, although his breaking stuff is usable but below average. Having Faria start Wednesday will give Rays starters Jake Odorizzi, Alex Cobb and Erasmo Ramirez an extra day of rest.
The Tigers have announced that they’ve reinstated second baseman Ian Kinsler from the 10-day DL and optioned outfielder JaCoby Jones to Triple-A Toledo. They also announced that catcher James McCann, who suffered a hand laceration after being hit by a pitch late last month, would begin a rehab assignment with Toledo tonight. The Tigers placed Kinsler on the DL on May 27; it appears the hamstring strain that landed him there isn’t especially serious, because he’s back after the minimum time. The 34-year-old is off to a slow start this season, batting .234/.331/.365.
The Athletics have announced that they’ve reinstated righty Jesse Hahn (triceps strain) from the 10-day DL and optioned 1B/OF Matt Olson to Triple-A Nashville. Hahn will start tonight against the Blue Jays. Like Kinsler, Hahn spent the minimum required time on the DL. He even made one rehab start with Class A+ Stockton in his brief time on the shelf. The 27-year-old has a 3.81 ERA, 7.4 K/9 and 3.3 BB/9 in 49 2/3 innings in the big leagues this season. Olson, once one of the Athletics’ top prospects, has collected just four plate appearances in two stints with the big club this year despite batting a terrific .285/.374/.575 in 206 plate appearances for Nashville.

AL West Notes: Segura, Athletics, Street

Here’s the latest on some injury situations around the AL West…

It doesn’t seem as if the Mariners are terribly optimistic about getting shortstop Jean Segura back in the near future. GM Jerry Dipoto tells Dave Mahler of Sportsradio 960 KJR (Twitter link) that the injury could cost Segura a significant chunk of the season. “It’s more likely to be a month than 10 days, which is a somewhat optimistic view,” said Dipoto. “Could be as much as 2 months.” That’s rough news for an organization that came into the year expectations of contending but currently sits five games under .500. The 27-year-old Segura has slashed a robust .341/.391/.462 on the year. His primary replacement, Taylor Motter, has filled in all over the diamond to this point, showing some pop (.180 isolated slugging) but failing to reach base at a palatable clip (.281 OBP).
Athletics reliever Sean Doolittle is officially out on a rehab assignment for his shoulder injury, as Susan Slusser of the San Francisco Chronicle reports. The late-inning southpaw may need only two or three outings before rejoining the club, which could occur as soon as the middle of this month.
There’s news on two Athletics starters as well. Kendall Graveman tells MLB.com’s Jane Lee (via Twitter) that his shoulder MRI came back clean. He has begun to work on strengthening the joint, though it’s unclear when he’ll resume throwing. Fellow righty Jesse Hahn, meanwhile, says he thinks he’ll return directly from the DL to the major league rotation, as Lee further tweets. Hahn is dealing with a seemingly minor triceps issue.
The latest news is generally positive on Angels reliever Huston Street. His triceps soreness, which halted his rehab, doesn’t appear to be a major issue; Street tells Bill Shaikin of the Los Angeles Times (Twitter link) that he expects to get back on the hill soon.
