Notable 2021-22 International Signings

The 2021-22 international signing period is officially underway, and though this signing period is open until Dec. 15, 2022, many of the big names have already signed. Teams have long since lined up deals with newly eligible teenage players, so the news today largely represents confirmation of what was anticipated. Still, it’s a day of no small moment, particularly for the young men embarking upon professional careers.

Let’s round up some of the most notable signings of the day. Most of these agreements have been known for a while, as both Baseball America’s Ben Badler (signings tracker; scouting links) and MLB.com’s Jesse Sanchez (Twitter feed; rankings) have listed each club’s expected landing spot and approximate signing bonus on their rankings for months. Here are a few key deals reported on Twitter by Sanchez:

  • Roderick Arias, SS, Yankees: The Yankees have come to an agreement with MLB.com’s top-ranked international free agent on the market for a signing amount of $4.oMM, reports Sanchez. The Dominican switch-hitter runs well, gets good reviews for his footwork and arm strength at shortstop, and brings a solid hit tool from both sides of the plate.
  • Cristhian Vaquero, OF, Nationals: For the second consecutive season, the Nationals appear to have nabbed one of the top prospects on the international board. They have come to a $4.9MM agreement to sign the left-handed Cuban outfielder, the top prospect on Baseball America’s board. The Nats are essentially all-in on Vaquero, who will soak up more than ninety percent of their available pool money.
  • Ricardo Cabrera, SS, Reds: MLB.com’s third-ranked international prospect has come to an agreement with the Reds. No signing amount has been listed as of this time.
  • William Bergolla Jr., SS, Phillies: Philadelphia has come to a $2.2MM agreement with one of the top prospects on the board. While MLB.com has the Venezuelan fourth on their board, Baseball America is slightly less bullish, ranking him eighth overall in this class. The 17-year-old right-hander is the son of William Bergolla, who was a Reds farmhand who appeared in 17 games with Cincinnati back in 2005.
  • Oscar Colas, OF, White Sox: The White Sox reached a $2.7MM agreement with Colas, one of the more intriguing prospects on this year’s board, in part because he’s on the older side for most international prospects. The Cuban outfielder is 23-years-old, but that could make him a quick-rising prospect for Chicago.

International Signing Period Opens Today

MLB’s 2021-22 International signing period opens today, making it possible for teams to consummate deals with international amateurs from countries outside of the United States and Canada.

Some agreements have been in place for years, but today is the day that players can finally sign on the dotted line. Not all players will actually sign today, but many of the player agreements should come to light. Baseball America’s Ben Badler has put together the list of international free agent signings for every team thus far, with more expected to pour in throughout the day.

Let’s refresh the international signing period basics. Though the signing period has traditionally opened on July 2, the pandemic delayed the opening of the 2020-2021 signing period. This is the second consecutive season that international signings have opened on January 15th instead. Teams have an 11-month window to sign international amateurs, with this year’s signing period set to close on December 15, 2022.

Prospects aged 16 and up – born after Sept. 1, 2005 – are eligible to sign minor league contracts with teams for signing bonuses that fall within the constraints of a league-allotted bonus pool. MLBTR’s Mark Polishuk recently posted each team’s pool allotment, with smaller market clubs typically having the largest available pools. This year, the Diamondbacks, Cardinals, Guardians, Orioles, Padres, Pirates, Rockies, and Royals each with $6,262,600 to spend.

Jesse Sanchez annually tracks this signing period for MLB.com, providing a list of some of today’s top available players. The Yankees are expected to sign top Roderick Arias, the top prospect in this year’s class, per Sanchez.

Bonus Pools For 2021-22 International Signing Market

The 2021-22 international signing period opens on January 15, as for the second straight season, the usual July 2 opening date for the int’l was pushed back due to the pandemic.  This new signing period will run from January 15 to December 15, and it remains to be seen exactly what will happen with international signing procedures going forward.  If the rules stay the same, presumably the 2023-24 period would begin on July 2, 2023, though it is possible the int’l market could be significantly altered (or perhaps replaced altogether by an international talent draft) in the next collective bargaining agreement.

For now, however, teams are still operating under the old bonus pool rules.  All 30 teams receive an allotted hard cap on their international signings that cannot be exceeded, though any player signed for $10K or less aren’t counted against the cap.  While teams have been allowed to trade draft pool space in past years, trades were prohibited both for this int’l signing period and for the 2020-21 period.

The four pool sizes were determined by a number of factors.  The largest possible bonus pool ($6,262,600) was assigned to the eight teams slotted into Competitive Balance Round B in last summer’s amateur draft, while the next-largest pool ($5,721,200) went to the six teams who were in Competitive Balance Round A.

Fourteen other teams have $5,179,700 to work with in their pools, while only the Blue Jays and Dodgers have the lowest allotment ($4,644,000).  Toronto and Los Angeles each lost $500K of their international pools as part of the penalty for a signing a free agent who rejected a qualifying offer at the onset of the 2020-21 free agent offseason — the Jays signed George Springer, and the Dodgers signed Trevor Bauer.

Quick Hits: International Signings, Astros, Watson, Nationals

Though much of the offseason baseball calendar has been shuttered by the lockout, the next international signing period will still open as scheduled on January 15.  This will technically be the 2021-22 signing window, as both this upcoming signing period and last year’s period were pushed back from their normal July 2 date due to the pandemic.  Since many of the eligible international players long ago entered into unofficial agreements with their future teams, there isn’t much mystery about the landing spots or even the signing bonuses for these top amateur.  As such, Baseball America’s Ben Badler is able to rank the top 50 players in the market by their expected signing bonuses in his preview of the 2021-22 int’l market.

Cuban outfielder Cristian Vaquero leads the way, as the 16-year-old has already been linked to the Nationals.  The 16-year-old is a bit of a work in progress at the plate, as Badler notes that Vaquero only somewhat recently became a switch-hitter rather than a pure left-handed hitter, though he does swing well from the left side.  As for glovework, Vaquero is “a dynamic center fielder with plus speed, a strong arm and good defensive instincts for his age.”

  • “I think bringing back [Justin] Verlander is probably going to go down as the Astros’ biggest move of the offseason,” The Athletic’s Jake Kaplan writes as part of a reader mailbag.  The exception might be if a notable remaining free agent was open to the type of short-term, high-average-annual-value contract the Astros seemingly prefer, yet barring such a move, it doesn’t seem like Houston would pivot towards a longer-term deal.  To that same end, this would seemingly indicate that the Astros won’t pursue Trevor Story or a reunion with Carlos Correa, and instead head into 2022 entrusting rookie Jeremy Pena with at least a share of the regular shortstop job.  Though there’s some obvious risk involved, Kaplan notes that the Astros tried this same tactic last season when George Springer left in free agency, and the club found adequate in-house center field replacements in Myles Straw, Chas McCormick, and Jake Meyers (Houston even had enough depth at the position to deal Straw at the trade deadline).  The Astros could acquire a lower-tier veteran shortstop to provide some extra backing for Pena and utilityman Aledmys Diaz.
  • The Nationals have spent the last several months looking to overhaul their player development practices, and they went in-house to elevate De Jon Watson to the role of director of the player development department.  In a two-part interview with The Athletic’s Maria Torres (part one, part two), Watson discusses the many steps both already made and in the works, plus he also shares his thought on some of the Nats’ most interesting prospects.

White Sox Expected To Sign Oscar Colas

The White Sox are the favorites to sign outfield prospect Oscar Colás, hears Jesse Sanchez of MLB.com. The deal is expected to be worth $2.7MM, Sanchez adds. Cuban reporter Francys Romero first reported Colás’ connection to the White Sox and the anticipated $2.7MM signing bonus in March. As a 22-year-old with less than six years of experience in a foreign professional league, Colás is subject to international amateur signing bonus rules under the terms of the current collective bargaining agreement. His deal won’t become official until January 15, 2022, when the 2021-22 international signing period opens, per Romero and Sanchez.

The current CBA allots teams a hard-capped bonus pool, the precise amount of which varies based on clubs’ market size and whether they signed MLB free agents who had been tagged with a qualifying offer. During a typical signing period, teams are permitted to trade for additional bonus pool space. However, that’s not the case during the current period (which runs through December 15, 2021), as MLB barred the inclusion of 2020-21 bonus allotments in trades last June as part of their pandemic-driven rules changes.

Teams often come to verbal agreements with international amateur prospects a year or more in advance of the signing period in which they’re eligible to sign. Colás, though, was a surprising late entry to the market. After defecting from Cuba, he signed with the Fukuoka SoftBank Hawks of Japan’s Nippon Professional Baseball. A contractual dispute between Colás and the Hawks led him to seek his release, which he wasn’t formally granted until last December. By the time he was officially declared a free agent by MLB, most clubs had already verbally committed the bulk of their bonus pool allotment for the current signing period to other players.

That unconventional sequence will keep Colás from officially joining the White Sox until next winter, at which point he’ll have turned 23 years old. Despite the delay, the Chicago organization will no doubt be happy to add a decently regarded, if a bit divisive, prospect to the system. MLB Pipeline slotted Colás as the #2 talent in the 2020-21 signing period, lauding his power potential and throwing arm. Eric Longenhagen of FanGraphs, however, pegs Colás as a 40 Future Value prospect (more akin to a mid-level player in a farm system). FanGraphs also credits Colás with plus raw power but is more bearish on his hit tool and defensive projection than is MLB Pipeline.

Those reports (particularly FanGraphs’) may seem surprisingly pessimistic to fans familiar with Colás as the “Cuban (Shohei) Ohtani,” a nickname he’s gotten in the past for occasional work as a two-way player. Despite his arm strength, Colás wasn’t often deployed as a pitcher in recent seasons, and it seems his days of playing both ways in any capacity are over. Colás “no longer wants to pitch,” Sanchez writes, and the White Sox are not expected to use him on the mound moving forward.

Of course, the Ohtani comparison was never fair to Colás to begin with. The Angels star is squarely in the AL MVP conversation this season thanks to a two-way performance the sport hasn’t seen the likes of for decades. If Colás “only” becomes a solid power-hitting corner outfielder, which seems within the range of possibilities based on public evaluations, his signing would more than make for a worthwhile investment for the South Siders.
