Here are some notable National League international signings not yet covered elsewhere on MLB Trade Rumors.  All signing information can be found in these invaluable compilations of the initial flurry of July 2 action from Baseball America’s Ben Badler and MLB.com’s Jesse Sanchez; the information here is from those sources unless otherwise credited…

  • The Mets agreed to deals with Dominican shortstops Ronny Mauricio and Adrian Hernandez.  Mauricio will get a $2.1MM bonus while Hernandez receives $1.5MM.
  • The Phillies reached agreement with Dominican shortstop Luis Garcia on a deal with a $2.5MM bonus.
  • The Marlins have agree to sign Ynmanol Marinez, a shortstop from the Dominican Republic.  The exact figures on Marinez’s bonus aren’t known, though the 16-year-old will get in the neighborhood of $1.3MM-$1.5MM.
  • The Brewers agreed to sign Dominican outfielder Larry Ernesto for a bonus in the range of $1.7MM-$1.8MM (BA had the lower figure, MLB.com the higher).  Milwaukee has also reached a deal with Venezuelan outfielder Carlos Rodriguez for a $1.355MM bonus.
  • The Cubs agreed to sign Mexican shortstop Luis Verdugo for a $1MM bonus.
  • The Diamondbacks have an agreement with outfielder Kristian Robinson.  The 16-year-old native of Nassau, Bahamas will receive $2.5MM from Arizona.

  • The Yankees have agreed to sign Venezuelan outfielder Everson Pereira and shortstop Roberto Chirinos.  Pereira will receive a $1.5MM bonus, while Chirinos gets $900K.  The Yankees are also seen as the favorites to sign Dominican shortstop Ronny Rojas, with Sanchez projecting a $1.05MM bonus.  Badler tweets that Rojas isn’t eligible to officially sign until August, when he turns 16 years old.
  • The Blue Jays have reached agreement with Brazilian right-hander Eric Pardinho on a $1.4MM bonus, as well as signing Dominican shortstop Miguel Hiraldo to a $750K deal.
  • The Tigers agreed to sign Venezuelan shortstop Alvaro Gonzalez for a $1MM bonus.
  • The Indians have reached deals with Venezuelan shortstop Aaron Bracho ($1.5MM) and Dominican outfielder George Valera ($1.3MM according to Sanchez, $1.2MM according to Badler).
  • The Angels signed Bahamanian outfielder Trent Deveaux, with Jeff Fletcher of the Orange County Register reporting that Deveaux will receive a $1.2MM bonus.
  • The Mariners have a $1.75MM agreement with Dominican outfielder Julio Rodriguez, as well as a $1.225MM agreement with Venezuelan shortstop Juan Querecuto.
  • The Rangers agreed to nine-figure deals with a trio of prospects.  Venezuelan outfielder Wilderd Patino will receive a $1.3MM bonus, while Venezuelan shortstop Keyber Rodriguez and Mexican right-hander Damian Mendoza each get bonuses worth $1MM.

Twins To Sign Jelfry Marte

The Twins and 16-year-old Jelfry Marte have reached agreement on a deal that will pay the Dominican shortstop a $3MM bonus, MLB.com’s Jesse Sanchez reports (Twitter link).

Marte was ranked as the third-best prospect in the 2017-18 international signing class by MLB.com, with Baseball America slotting him 13th in their top 50 ranking.  Scouting reports from both outlets praise Marte’s defense, tabbing him as a potential everyday shortstop at the big league level with good range and a good throwing arm.

The difference of opinion seems to come with Marte’s hitting, as while MLB.com feels Marte has some raw hitting potential that could improve under regular tutelage from minor league coaching, BA’s subscriber-only scouting report notes that many scouts see Marte as a hitter best suited near the bottom of a batting order.  Marte has little power right now, though at 5’10” and just 140 pounds, more pop could come as he matures and adds some more weight.  On the plus side offensively, Marte is seen as a good baserunner with potential to be a good base-stealer.

Minnesota entered the 2017-18 July 2nd period with $5.25MM available in bonus pool money, though the Twins and other teams are allowed to acquire more bonus pool space.

Red Sox To Sign Daniel Flores, Danny Diaz, Antoni Flores

The Red Sox have reached agreement with 16-year-old Venezuelan prospects Daniel Flores, Danny Diaz and Antoni Flores, Ben Badler of Baseball America reports.  Daniel Flores, a catcher, will receive a bonus worth $3.1MM.  Diaz and Antoni Flores, both shortstops, will respectively get bonuses worth $1.6MM and $1.4MM, as per MLB.com’s Jesse Sanchez (all Twitter links).

The flurry of signings marks Boston’s return to prominence in the international signing market, as the Sox were restricted to signings of $300K or less in the last two July 2 classes as punishment for exceeding their bonus pool limit in the 2014-15 class (which saw them splurge on the likes of Yoan Moncada and Anderson Espinoza).  The Flores/Diaz/Flores signings put the Red Sox in excess of their $4.75MM pool for this year’s international class, and since the new collective bargaining agreement strictly forbids teams from spending beyond their pool limit, the Sox have already made some minor trades to acquire more pool space.  Teams are allowed to acquire as much as 75 percent of their original draft pool, so the Red Sox could have slightly more than $8.25MM to spend if they traded for the maximum amount of additional pool money.

Daniel Flores is the centerpiece of Boston’s signings, and possibly of the entire 2017-18 class, as most scouts consider Flores or Wander Samuel Franco (who agreed to sign with the Rays) as the top names within this international signing period.  Both MLB.com and Baseball America rated Flores as the second-best prospect of this year’s class.

Flores has drawn raves for his defense, and he is described many scouts as perhaps the best defensive catcher they’ve seen for a 16-year-old player.  Between his strong work behind the plate and an outstanding throwing arm, MLB.com and Baseball America both use the phrase “elite defender” as Flores’ potential ceiling as a big league catcher.  He is still something of a work in progress at the plate, showing some raw power as a switch-hitter who performs better as a right-handed bat.  BA’s scouting report (subscription required) noted that Flores received mixed reviews for his work against live pitching, though in game action last summer Flores displayed “a sound approach and a high contact rate.”

Diaz was rated 7th by Baseball America and 13th by MLB.com, while Antoni Flores checked in at 20th on MLB.com’s list and 35th on BA’s list.  Diaz has a strong bat with a lot of power potential, as Baseball America feels Diaz should eventually merit a 60 in power on the 20-80 scouting scale.  On defense, Diaz will likely move off shortstop to third base or possibly even first as he keeps growing; interestingly, MLB.com lists Diaz as 6’1″ and 170 pounds, while BA pegs him at 6’3″ and 200 pounds.  Flores is said to possess good defensive tools at shortstop though a position change could be possible in the future; MLB.com’s scouting report says some scouts feel Flores could be “the next Alcides Escobar.”

Rays To Sign Wander Franco

The Rays have reached agreement to sign 16-year-old Dominican shortstop Wander Samuel Franco, MLB.com’s Jesse Sanchez reports (Twitter link).  Franco will receive a bonus worth $3.825MM.

Franco was regarded as the top prospect in this year’s international prospect class by both MLB.com and Baseball America.  Franco is a 5’10”, 170-pound switch-hitter from a baseball family — Erick Aybar is his uncle, and Franco’s two older brothers are prospects in the Royals and Astros organizations.  According to BA’s scouting report (available to subscribers), Franco is described as having excellent bat control, “premium bat speed,” and an overall very polished approach to hitting for a prospect of his age, with many scouts calling him the best hitting prospect of this year’s July 2 class.  Defensively, Franco seems to grade out as a sturdy but unspectacular shortstop, though his body type may require a move to second base (where he could become an above-average defender) down the road.

The Rays have long been linked to Franco, and he immediately becomes an important prospect for a team that relies so heavily on low-cost player development.  Flores’ deal marks Tampa Bay’s return to July 2 prominence, as the team has been limited to signings of no more than $300K for the last two international signing periods as punishment for exceeding their draft pool in the 2014-15 market.  Franco’s bonus alone accounts for a major chunk of Tampa’s $5.25MM overall draft pool, though the Rays can trade for as much as $3,937,500 in additional pool funds in deals with other teams.

The details of the new bonus pool system for the 2017-18 July 2 class of international prospects has been reported by Baseball America’s Ben Badler, who provides a recap of how the July 2 market has been altered under the new collective bargaining agreement.  All teams have been assigned bonus pools of either $5.75MM, $5.25MM or $4.75MM, based on their revenues and market size.  Here’s more from around the game as news continues to pour in from the Winter Meetings…

  • Tigers GM Al Avila doesn’t expect Chris Sale’s departure from the trade market to have any impact on Justin Verlander’s status, he told reporters including MLB.com’s Jason Beck.  “I would assume there will be a domino effect, because that’s one more guy that gets taken up and maybe some teams now move on.  But I don’t believe it’s going to affect our situation at all,” Avila said.  While the Tigers are looking to be more cost-effective than usual this winter and are open to discussing deals of Verlander and other high-salaried players, the ace’s salary and no-trade protection are obstacles to a deal, not to mention the fact that Verlander is a necessary component since Detroit obviously still wants to compete in 2017.
  • Along those same lines, Tigers manager Brad Ausmus told Beck and other reporters that he doesn’t “think there’s going to be a ton of change” to his team’s roster give the difficulty involved in trading the high-priced stars.  “It’s so much easier to talk about trading people, and a lot [tougher] to actually trade them, especially when you’re talking about guys that have some sizable contracts….Quite frankly, even talking about being more responsible fiscally, we don’t want to trade,” Ausmus said.  “We like them, especially some of the names mentioned earlier in the season. Miguel [Cabrera], Justin, I don’t want those guys traded. Are you kidding me? That’s the last thing I want. I just think it’s easy to talk about and harder to do.”  Ausmus believes his team can contend if they get better health next year, and he said he wouldn’t be surprised if the Tigers bring in an external candidate for their vacancy in center field.
  • With Tyler Thornburg off to the Red Sox, Brewers GM David Stearns told media (including MLB.com’s Adam McCalvy) that the team could possibly have a need in the bullpen.  Stearns said he has had preliminary discussions with the agents of various free agent relievers.
  • The minor league portion of this Thursday’s Rule 5 Draft will no longer have a distinction between Triple-A and Double-A levels, Baseball America’s J.J. Cooper writes.  The change probably won’t have impact on how the draft operates, as Cooper notes that the distinction between the two minor league phases “has been archaic for years.”
  • Veteran outfielder Shane Victorino is working out in Las Vegas in case he decides to pursue a comeback in 2017, ESPN.com’s Jerry Crasnick tweets.  Victorino said in October that he could still consider returning to the sport.  His 2016 season was limited to just nine games for the Cubs’ Triple-A affiliate, as Chicago released Victorino from their minor league contract in May and the “Flyin’ Hawaiian” turned down minor league offers from other teams later in the season.
