Reds Sign Cuban Shortstop Jose Israel Garcia

JUNE 8: The Reds and Garcia have a deal, per FanRag’s Jon Heyman, who confirms it’s for $5MM (Twitter link).

JUNE 7: There’s no official deal in place just yet, tweets C. Trent Rosecrans of the Cincinnati Enquirer, but the Reds are close. MLB.com’s Jesse Sanchez tweets that there’s an agreement in place, but nothing official yet due to the fact that Garcia still needs to pass a physical. Sanchez pegs the bonus at precisely $5MM and says it could become official on Thursday.

JUNE 6: The Reds have agreed to a contract with 19-year-old shortstop Jose Israel Garcia, reports Baseball America’s Ben Badler. The Cuban native, who is subject to international bonus pools due to both his age and lack of professional experience, will receive a bonus of roughly $5MM on his minor league deal, according to Badler. Because the Reds have already vastly exceeded their league-allotted international signing pool, they’ll pay a 100 percent luxury tax on the signing, meaning the addition of Garcia to their improving farm system will cost them somewhere in the vicinity of $10MM.

Badler provides a fairly lengthy scouting report on Garcia that Reds fans will want to check out. Listed at 6’3″ and 170 pounds, Garcia has room to add another 20 or so pounds to his frame and will moving from second base to shortstop in pro ball, per Badler’s piece, though there are questions about his ability to stick at the position. He has the arm for third base but perhaps not the power to profile at the position, as Badler notes that he’s more of a gap hitter whose power ceiling currently projects around 10 to 15 homers per year with plus speed on the bases. Garcia has also been tied to both Houston and San Diego since being declared a free agent.

The Reds have already inked right-hander Vladimir Gutierrez and shortstop Alfredo Rodriguez as their two largest international signings of the 2016-17 period, though like the Astros earlier today, they managed to pull off at least one more significant add before the closing of the current signing period on June 15. At that point, there’ll be a roughly two-week dead period where international prospects are ineligible to sign before the 2017-18 signing period kicks off on July 2. As part of their penalty for shattering their bonus pool, Cincinnati will be barred from signing any international free agent for greater than $300K in both the 2017-18 and 2018-19 signing periods.

Cardinals Sign Cuban RHP Hector Mendoza

11:58am: MLB.com’s Jesse Sanchez reports (via Twitter) that it’s a minor league deal for Mendoza, who will receive a $500K signing bonus. As previously noted, that doesn’t come with a luxury tax since Mendoza is exempt from bonus pools, making his addition is a relatively low-cost pick up for St. Louis.

9:37am: The Cardinals announced that they’ve agreed to terms with 23-year-old right-hander Hector Mendoza. The Cuban native, who is being represented by Wasserman, was declared a free agent by Major League Baseball back in January and is reportedly exempt from international bonus pools. Terms of the deal weren’t disclosed, though his exemption means that the Cards were free to sign him to a Major League contract.

Though Mendoza falls shy of the requisite five years of pro experience in Cuba that MLB requires for bonus pool exemption, El Nuevo Herald’s Jorge Ebro reported in January that the league determined that Mendoza can be considered a professional rather than an amateur due to brief stints in Japan across parts of two separate seasons (combined with his four years in Cuba).

Baseball America’s Ben Badler connected the Cardinals to Mendoza over the weekend (subscription required and strongly recommended), noting that while he once was one of the more promising young arms on Cuba, he’s struggled Japan and had durability issues in Cuba. Per Badler, Mendoza has a three-pitch starter’s repertoire, including a 94 mph fastball, when he’s at his best. However, scouts who’ve seen him recently offer mixed reports and peg him as a potential reliever. Badler suggests that he’s currently ready to pitch at Class-A Advanced or Double-A. That could conceivably make him an option for the Redbirds later this season, depending on how quickly he’s able to join a minor league affiliate and how he fares once he returns to competitive ball.

In parts of six professional seasons between the Cuban National Series and Japan’s Nippon Professional Baseball, Mendoza has a 2.95 ERA with 6.6 K/9 against 5.3 BB/9. Control issues seem to have always been a problem for the righty, based on his yearly walk rates, but he’s also consistently managed to post solid ERAs and did have a successful run as the closer for Cuba’s Isla de la Juventud in the 2013-14 campaign.

Minor MLB Transactions: 5/19/17

Here are today’s minor moves from around the game…

  • The Brewers announced before this afternoon’s game that they’ve selected the contract of right-hander Paolo Espino from Triple-A Colorado Springs and optioned left Brent Suter to Triple-A. The 30-year-old Espino is making his Major League debut today against the Cubs after spending parts of 11 seasons in the minors. This year in a tough Colorado Springs environment, he’s pitched to a 2.54 ERA with a 40-to-5 K/BB ratio through 39 innings. Espino has a career 3.54 ERA with 7.9 K/9 against 1.8 BB/9 in 465 2/3 Triple-A innings.

Earlier Moves

  • The Marlins have announced that infielder Steve Lombardozzi cleared waivers and was sent outright to their Triple-A affiliate in New Orleans. The veteran could have rejected the outright assignment in favor of free agency but accepted and will continue on in New Orleans in hopes of earning another big league look. The  28-year-old Lombardozzi appeared in just two games with the Marlins and went hitless in eight at-bats. He’s a career .260/.292/.333 hitter in parts of six Major League seasons (this year included).
  • MLB.com’s Jesse Sanchez reports that the Brewers are wrapping up a deal with 17-year-old international free agent Ernesto Martinez Jr. (Twitter links). A first baseman/outfielder out of Cuba, Martinez will receive a fairly sizable $925K bonus when the deal is complete. Sanchez notes that Martinez Jr. is a left-handed hitter and thrower that is also capable of pitching. As MLB.com’s Adam McCalvy points out (also via Twitter), that bonus will be almost entirely covered by the $885K slot that the Brewers received when trading right-hander Damien Magnifico to the Orioles.

Rosenthal’s Latest: Yankees, Rockies, L. Robert, Orioles, Mariners

Yankees catcher Gary Sanchez left Saturday’s game in Baltimore with a right biceps strain, per a team announcement. There’s no timetable for his return, tweets FOX Sports’ Ken Rosenthal, but it’s worth noting that Angels righty Garrett Richards landed on the 10-day disabled list Friday with a right biceps strain. It’s possible Sanchez’s injury will be more severe, of course, which would be a terrible development for the Yankees. The 24-year-old deservedly entered the season with significant hype surrounding him after hitting an astounding .299/.376/.657 with 20 home runs in 229 plate appearances as a rookie in 2016.

  • When it comes to potentially acquiring starting pitching help this summer, the Rockies could be a team to watch, says Rosenthal (video link). Colorado might have enough young talent to swing a deal for White Sox left-hander Jose Quintana or Athletics right-hander Sonny Gray, posits Rosenthal, who notes that Baseball America regards its farm as the 10th-best system in the majors (ESPN’s Keith Law ranks it an even better ninth).
  • The White Sox, Astros, Padres, Reds and Cardinals are the teams with the most interest in highly touted outfield prospect Luis Robert, reports Rosenthal. If he’s cleared to sign by June 15, the 19-year-old will go down as the last Cuban amateur to sign for big money – should the new collective bargaining agreement rules remain in place for a while, that is. Ben Badler of Baseball America has reported on multiple occasions that the White Sox are the favorites to land Robert. Unlike the ChiSox, all of the Astros, Padres, Cardinals and Reds have already exceeded their 2016-17 international bonus pools.
  • With Manny Machado, Zach Britton and Adam Jones slated to become free agents after next year, the Orioles might look far different on the field by the 2019 season. Changes could be coming off the field, too, as both GM Dan Duquette and manager Buck Showalter will also see their contracts expire when the 2018 campaign concludes, per Rosenthal. Showalter isn’t looking to leave Baltimore, according to Rosenthal, though he’ll turn 61 next month, leading to questions as to whether he’ll transition to a front office job sometime soon.
  • The Mariners’ competitive window might only stay open through next season, observes Rosenthal, who points out that Nelson Cruz, Jean Segura, Drew Smyly, Hisashi Iwakuma and Leonys Martin are scheduled to hit free agency after the 2018 campaign. General manager Jerry Dipoto made it clear over the winter that the Mariners are in “win-now” mode, which makes sense considering those soon-to-be free agents, not to mention that integral players such as Robinson Cano, Kyle Seager and Felix Hernandez are either in their 30s or will be soon. The Mariners don’t have a deep farm system, either, as both Baseball America and Law place it in the majors’ bottom 10.

Quick Hits: Tigers, Giants, Sox, Astros, Brewers, Rays, Orioles

The Tigers will “look into” signing just-released outfielder Melvin Upton Jr., according to general manager Al Avila, though Anthony Fenech of the Detroit Free Press relays that a deal sounds unlikely (Twitter links). With J.D. Martinez on the shelf because of a foot injury, Upton’s brother, Justin Upton, will enter the season as Detroit’s only established outfielder. The Uptons played together in both Atlanta and San Diego from 2013-15, but it doesn’t seem as if they’ll reunite in the Motor City. Meanwhile, it doesn’t appear the Giants will even consider signing Melvin Upton. He’s not on their radar, tweets Henry Schulman of the San Francisco Chronicle.

  • Well-regarded Cuban outfield prospect Luis Robert held a showcase Thursday in the Dominican Republic, and “high-ranking team officials” from several major league clubs were on hand, according to Ben Badler of Baseball America (click to watch footage of Robert). “Nearly all teams” sent someone to watch Robert, per Badler, who reported in March that the White Sox seem to be the likeliest landing spot for the 19-year-old. The White Sox sent special assistant Marco Paddy to observe Robert, and they have scheduled a private workout with him for next week. The Astros will also work out Robert, though they’ve already exceeded their 2016-17 international bonus pool.
  • Brewers reliever Tyler Cravy threatened to retire after his demotion to the minors Saturday, but the 27-year-old quickly walked back those comments, writes Adam McCalvy of MLB.com. “I don’t plan on quitting,” tweeted Cravy, who noted he’ll “continue to work hard” and allow his performance to “do the talking.” Cravy remains less than thrilled with the organization, it seems, as he added that he’s “still not aware” why he didn’t make Milwaukee’s roster.
  • The Rays have made “steady” progress toward a new stadium in the Tampa Bay area, owner Stuart Sternberg announced Sunday (Twitter link via Marc Topkin of the Tampa Bay Times). Sternberg is “very optimistic” something will get done to replace Tropicana Field, which opened in 1990 and has been the Rays’ home since 1998, their inaugural season.
  • The Orioles tried to make a trade with the Red Sox to keep Rule 5 pick Aneury Tavarez, Baltimore GM Dan Duquette told reporters, including Roch Kubatko of MASNsports.com, on Sunday (Twitter link). The division rivals couldn’t agree to a deal, though, so the Orioles had to return Tavarez to the Red Sox. Duquette revealed that there was less urgency to retain Tavarez because of the emergence of 22-year-old outfielder Cedric Mullins, whom MLB Pipeline ranks as the Orioles’ 19th-best prospect. Mullins will start the season with Double-A Bowie.

Cardinals Interested In Cuban Prospect Luis Robert

The Cardinals have been scouting Cuban outfielder Luis Robert, Derrick Goold of the St. Louis Post-Dispatch reports, as the team had evaluators at Robert’s recent workout in the Dominican Republic.  It was reported last month that Robert left Cuba in November to pursue a career in Major League Baseball and he has since established residency in Haiti, as per MLB.com’s Jesse Sanchez.

As one scout tells Goold, the “floodgates have opened” on the Cardinals’ international signing processes.  The Cards have already far exceeded their spending pool limit for the 2016-17 July 2 international signing period, and also added such non-pool players as the recently-signed Jose Adolis Garcia.  It’s no surprise, therefore, that St. Louis is exploring yet another highly-touted star in Robert while they still can.

Robert has yet to be declared a free agent by MLB, and if that designation comes before June 15, the Cards still have a chance at landing the 19-year-old outfielder, who is subject to pool limits due to his age.  If Robert isn’t a free agent by June 15, however, then he will become part of the next international signing class that opens on July 2.  That would take the Cardinals (as well as the Astros, Athletics, Braves, Cubs, Dodgers, Nationals, Padres, Reds and Royals) out of the running for Robert’s services, as they would be limited to spending no more than $300K on any international prospect as punishment for exceeding their pool number.

Needless to say, Robert will command far beyond that $300K figure given the eye-popping early reports on his talent.  One NL international scouting director tells Sanchez that Robert is second only to Shohei Otani on the list of best international talents in baseball, describing the 19-year-old as “a five-tool guy that can be in the big leagues soon.”  An international scouting director for an AL team goes even further, calling Robert “the best player on the planet, and that’s no exaggeration.”

Eight teams (the Cubs, Dodgers and Royals, as well as the Angels, Diamondbacks, Rays, Red Sox and Yankees) are currently under the $300K limit for past excesses of the spending cap, with the latter five teams regaining their full spending eligibility on July 2.  So Robert would have a larger market for his services if he is named a free agent sooner rather than later, not to mention the fact that he is likely to score a bigger contract while the old international signing rules are still in place.  The new rules, as negotiated in the new collective bargaining agreement, place a stricter signing cap on international players and go into effect for the coming July 2 class.

Cuban Left-Hander Osvaldo Hernandez Declared Free Agent

Cuban left-hander Osvaldo Hernandez has been declared a free agent and can now sign with any team, MLB.com’s Jesse Sanchez reports (via Twitter).  Several teams are already interested in the 18-year-old southpaw, including the Astros, Braves, Mets, Padres, Rangers, Reds and Red Sox.

Due to Hernandez’s young age, his signing is subject to international bonus pools.  (As a reminder of how the international signing system has been altered by the new collective bargaining agreement, check out this refresher from Baseball America’s Ben Badler).  One factor that hasn’t changed is that teams who exceeded their international spending limits in the last two July 2 classes are still serving their previously-mandated penalties, i.e. limited to spending no more than $300K on any pool-eligible player.  By waiting until this July 2 to sign, Hernandez could open his market up to teams like the Diamondbacks, Blue Jays, Angels, Rays, Yankees and Red Sox, as those six clubs would no longer be held to the $300K limit.  Boston, it should be noted, can’t sign Hernandez at all until July 2 since the Sox were banned from signing any pool-eligible players whatsoever during this signing class.

With significant interest in Hernandez’s services already, however, the young southpaw may not feel the need to wait.  Also, since the old CBA’s rules are still in effect until the 2017-18 international signing period begins, Hernandez probably stands a better chance of scoring a richer contract now than he will when the stricter pool rules are instituted after July 2.  Of the teams connected to Hernandez already, the Braves, Astros, Reds and Padres have already surpassed their bonus pools for the 2016-17 international signing period, so they would be paying a 100 percent tax on Hernandez’s signing bonus if a deal was reached.

Hernandez didn’t appear on any of the top prospects lists from Baseball America, Fangraphs or MLB.com for the current international signing period, though BA’s list didn’t include players who weren’t already eligible to sign.  The 18-year-old does already possess a fastball clocked between 92-94mph, according to Sanchez.

Cuban Right-Hander Hector Mendoza Declared Free Agent By MLB

Right-hander Hector Mendoza has been declared a free agent and can now sign with any club, reports Jorge Ebro of El Nuevo Herald. MLB.com’s Jesse Sanchez adds (via Twitter) that the 22-year-old Cuban hurler is expected to wait until his 23rd birthday (March 5) to sign, as he’ll be exempt from international bonus pools at that point. Per Ebro, Mendoza is being represented by Wasserman.

Mendoza was pitching for the Yomiuri Giants in Nippon Professional Baseball but left Japan last October in order to pursue Major League free agency. There’s been little word on him since that time, but given the fact that he’s been declared a free agent, it’s safe to assume he’s established residency in a new country in the four months since that report.

While Mendoza falls shy of the required five pro seasons in a foreign professional league to meet the standard requirement for bonus pool exemption, Baseball America’s Ben Badler writes that the Cuban baseball federation’s decision to loan Mendoza to the Yomiuri Giants for parts of two seasons constituted an additional season of professional work. Ebro also notes that Mendoza was on his Cuban roster but didn’t pitch in the 2015-16 season, which added to his case. (The recent collective bargaining agreement stipulated that players must be at least 25 years of age, but that rule will not come into effect until the 2017-18 signing period.)

As Badler points out, had Mendoza fallen under international bonus pools, he’d have been ineligible to sign with the Cubs, Dodgers, Yankees, Angels, Blue Jays, D-backs, Giants, Rays and Royals due to the fact that each substantially exceeded their allotment in one of the two previous signing periods. Those teams, now, will of course be eligible to sign him once March 5 arrives.

Badler lists Mendoza at 6’3″ and 195 pounds and notes that he’s worked as a closer during his career in Cuba but has a starter’s repertoire and could develop as such with a big league team. In 149 2/3 innings as a pro in Cuba and Japan, Mendoza has a 2.95 ERA with 6.6 K/9 against 5.3 BB/9. Badler has previously rated Mendoza as one of the 15 best prospects in Cuba (subscription required and strongly recommended), writing back in April 2015 that he has a 90-94 mph fastball and good in-zone command and strike-throwing ability. (Much of Mendoza’s struggles with his control came earlier in his career when he was a teenager.) He’s also displayed a solid-average curve and was working on a changeup as of that report from Badler.

Certainly, given the lengthy absence from a game setting (the 2014-15 season was his last full campaign), Mendoza will require some additional time in the minor leagues before he’s ready to help a Major League club. Exactly how much time will be dependent on whether the team that ultimately signs him views Mendoza as a starter or reliever, and the interest in him in those various roles figures to become clearer over the next five weeks as his 23rd birthday approaches.

Prospect Luis Robert Leaves Cuba

Top Cuban outfield prospect Luis Robert left his home island in November, according to Ben Badler of Baseball America. His whereabouts are not given in the report, but it seems he is working towards joining a major league organization.

Clubs figure to line up for a chance at the 19-year-old Robert, a right-handed-hitting outfielder who Badler labels one of Cuba’s five best talents, citing his plus bat speed and power. Though he may ultimately turn into a corner outfielder, Robert is currently capable of playing center. Already a productive player in his age-18 season, Robert turned things up a notch in his most recent Serie Nacional action. Before he departed, Robert was hitting a robust .401/.526/.687 with 12 home runs and 11 steals over 232 plate appearances. That put him at or near the top of the leaderboard in most major offensive categories — certainly, rather a notable output given his age (even with the number of talented players that have departed Cuba’s top league in recent years).

As Badler explains at length, Robert’s timeline for obtaining clearance will play a major role in determining his earning capacity and ultimate landing spot. Because the old CBA’s international rules will apply through to the end of the current July 2 signing period — which wraps up on June 15 of this year — it’s still possible that Robert will become eligible to sign under the current system. If not, he’ll be subject to the tighter cap that is set to go into effect under the new CBA (which Badler detailed in full right here).

While Robert could certainly still land a significant payday under either regime, the current one holds out the hope for the greatest riches. That’s because it allows organizations to spend at leisure, so long as they are willing to sacrifice their ability to dole out $300K+ bonuses for two future years and pay a 100% tax on the amount they go past their pool allocation. Under the new system, all clubs will face spending caps, which can be extended only through trades for additional space. While some smaller market teams will receive slightly higher allocations, most organizations won’t be able to go past $4.75MM with their base pool and can’t trade for more than a total of $8.3MM. Plus, Badler notes, some teams have already committed portions of their 2017-18 pool space to other players.

If Robert is cleared to sign before the signing period is up, he’d at least have greater options. That would open the door to the clubs that have already gone past their limits — the Astros, Athletics, Braves, Cardinals, Nationals, Padres and Reds. Otherwise, those organizations would join others (the Cubs, Dodgers, Giants, and Royals) on the sidelines for significant international talents. Alternatively, he could join another club either before or after the signing calendar flips. Badler notes that the White Sox have been discussed as a team with possible interest; if Robert is cleared in time, Chicago (or another hypothetical team with heavy interest) could elect to spend past its 2016-17 pool limits (thus taking on penalties) or make Robert the signature piece of their 2017-18 signing group.

Athletics Sign Cuban Right-Hander Norge Ruiz

The Athletics announced on Friday that they’ve signed international free agent Norge Ruiz to a minor league contract. MLB.com’s Jesse Sanchez reports (on Twitter) that Ruiz will receive a $2MM signing bonus. The 22-year-old Cuban right-hander has long been considered one of the more appealing arms in Cuba. Ruiz is subject to international spending limitations due to his age, so he’ll count against Oakland’s bonus pool.

Ruiz’s numbers in three professional seasons in the Cuban National Series are impressive, as he worked to a collective 2.55 ERA in 374 1/3 innings. He averaged just six strikeouts against 3.1 walks per nine innings pitched in that time, though scouting reports on Ruiz indicate that he has the potential to make a significant impact on Oakland’s farm system.

Sanchez ranks Ruiz as the No. 3 prospect on this winter’s international market, and while he didn’t make Baseball America’s list of top international prospects this summer, that was due to the fact that he’d yet to technically be cleared as a free agent. (Ruiz was declared a free agent by MLB back in early September.) Per Sanchez’s above-linked report, Ruiz has a fastball that reaches 94 mph and has plenty of movement on it, and he’s also worked with a slider, changeup, cutter and splitter that are deployed from various arm angles.

BA’s Ben Badler writes today that Ruiz’s changeup a plus pitch and also writes that his slider can flash above-average at times as well. He generates plenty of ground-balls, though there’s some belief that his size could lead to durability issues. Ruiz is listed at 6’0″ and 185 pounds, and that slight frame has led to some skepticism from scouts, though it seems likely that he’ll be given every opportunity to develop as a starting pitcher in the Athletics organization. Ruiz will add an intriguing arm to the upper levels of the Athletics’ system and could conceivably be an option in 2018, if not 2017, depending on how quickly he shakes off the rust as he settles back into game settings and on how quickly he adjusts to facing more advanced competition.
