Not sure why the Cardinals wouldn’t make a qualifying offer to Lohse. If he accepts at ~$13MM, then you have a quality pitcher, coming off a career year, and in a contract year again. They have quite a bit of money coming off the books and no glaring holes that need filled. Coming off of a great season, Lohse will be looking for one last multi-year contract. I can’t see much risk in offering him a qualifying offer.
He has like a week believe it is to shop around and IMO? he takes the 13m rather than 2, possibly 2 w 3rd year as a team option he finds on the open market.

There’s nothing available that wouldn’t require a huge deal that would make the team better. Nothing wrong with a good #2 starter on a 1 year deal. Lohse has completely re-invented himself as a control pitcher. Other scouts/teams see this. No reason to think he doesn’t have a few very good years left in him. I would put the chances of him accepting a 1yr/$13MM offer at <10%. But even if he did, it wouldn't be a bad thing.

Yeah. It’s no big deal if he is worth 13m to them. he might even give thea discount on a 2 year deal you know for less than at a 13mAAV? Boston tried that tactic with ortiz, offered arbitration at 12m, then tried to get him to sign a 2y deal at thinking was like 18-20m last year. You have to try that with older guys like ortiz and Lohse who have a market probably specific to just one league and not a thing in the world wrong with it.
What am curious to see? Both Lohs and ortiz both end up back with their respective teams via accepting arbitration, they find a 2 year (maybe that 3rd) somewhere else, or take some kind of discounted AAV to return.

(iii) Signing Bonus Adjustment. If the contract contains a
signing bonus, the signing bonus shall be added to the Base
Salary. If any portion of the signing bonus is deferred, the
present value of the signing bonus shall be used for purposes
of the calculation in this paragraph 2(a)(iii).

I don’t think Lohse is viewed as a $13MM player, which is why I don’t expect them to make a qualifying offer – BNS
