Active Big Leaguers

• Victor Reyes, OF, Tigers (from D-backs): Reyes has received only 38 plate appearances since our last Rule 5 roundup, hitting .211/.211/.342 in that span. He’s picked up a pair of triples and a double, his first extra-base hits in the Majors, but is hitting just .196/.196/.304 on the season as a whole. The Tigers barely use Reyes, outside of pinch-running and late-game defensive switches, but the longer they commit to hanging onto him, the less likely it becomes that they return him to Arizona. At this point, they’ve played more than a third of the season with an effective 24-man roster, so they seem likely to see this through.
• Brad Keller, RHP, Royals (from D-backs, via trade w/ Reds): The 22-year-old Keller hasn’t picked up many strikeouts (5.9 K/9) and hasn’t displayed elite control (3.3 BB/9), but he’s sporting a 57.9 percent ground-ball rate in 35 innings for Kansas City — including three starts. He boasts a 2.31 ERA thus far in 2018, though his 0.26 HR/9 mark and 82.2 percent strand rate seem poised to regress. Nonetheless, he’s performed well enough to date that there’s no reason for the Royals to consider cutting ties.
• Burch Smith, RHP, Royals (from Rays, via trade w/ Mets): Smith, on the other hand, is a more complicated case for GM Dayton Moore and his staff. The 28-year-old is currently lugging a 6.49 ERA to the mound with him after surrendering 10 runs in his past 7 1/3 innings. Smith has racked up 28 strikeouts in 26 1/3 innings, but he’s also issued 18 walks and hit two batters. Beyond that, seven of the 26 hits he’s allowed with Kansas City have cleared the fence.
• Pedro Araujo, RHP, Orioles (from Cubs): Araujo was one of four players in Spring Training with the Orioles who came with Rule 5 status, but he’s the last to remain on their MLB roster. (Anthony Santander, who missed much of last season due to injury, fulfilled his Rule 5 requirements last monthM and was optioned to Triple-A.) Araujo was torched for four runs last night, including a pair of homers, and he now has a 7.71 ERA in 28 innings with the O’s. That’s not exactly a surprise considering the fact that he skipped both Double-A and Triple-A, and to his credit, Araujo has punched out 29 hitters in his 28 frames (albeit against 18 walks and two hit batters). Eduardo A. Encina of the Baltimore Sun wrote this morning that Araujo’s roster spot could be in jeopardy with Zach Britton coming off the disabled list.
• Carlos Tocci, OF, Rangers (from Phillies, via trade w/ White Sox): Texas stashed Tocci, 22, on the disabled list with a hip contusion for more than a month and rode his rehabilitation window as long as possible. Since being activated on June 2, Tocci hasn’t logged a single plate appearance. The Rangers’ season looks to be lost, so they may as well hang onto Tocci if they believe he has any shot at a future in the organization. He’s just 2-for-25 in 14 games this season and has struggled in Triple-A, but Tocci was productive for the Phillies’ Double-A club last season and hit well in Double-A during last month’s rehab assignment, too.
• Elieser Hernandez, RHP, Marlins (from Astros): Hernandez has allowed just 10 earned runs through 23 innings for a 3.91 ERA, but he’s also picked up just 10 strikeouts and yielded five homers. Hernandez, 23, has shown strong control (four walks), but he looks quite hittable through his brief run with Miami so far. As with each team listed in this section, though, they can certainly afford to hang onto him.

On the Disabled List

• Julian Fernandez, RHP, Giants (from Rockies): Fernandez underwent Tommy John surgery back in April. He’ll accrue MLB service time while spending the season on the 60-day disabled list and will retain his Rule 5 status heading into 2019, if the Giants wish to hang onto him all offseason.
• Nick Burdi, RHP, Pirates (from Twins via trade w/ Phillies): The Pirates picked up Burdi knowing he’d miss much of the 2018 season while recovering from Tommy John surgery, and he’s yet to throw in the minors. That said, Burdi is a former supplemental-round pick who was selected toward the top of the draft thanks to an 80-grade heater that regularly touches triple digits. If he can get healthy enough to pitch this season, the Bucs will have a free look at a tantalizing power arm.
• Brett Graves, RHP, Marlins (from Athletics): The Marlins placed Graves on the 60-day disabled list with an oblique strain back on Opening Day, so he’s yet to pitch in the Majors. He has, however, recovered to the point where he’s begun pitching on a minor league rehab assignment. The results haven’t been pretty. Graves has a 6.23 ERA with a 16-to-7 K/BB ratio and four hit batters in 17 1/3 innings between Class-A Advanced and Double-A. He’s also nearing the end of his 30-day rehab window. His first rehab appearance came back on May 17, so the Marlins have less than a week to determine whether to bring Graves up to the Majors or run him through waivers and offer him back to Oakland.

Here are a few more notes on some free agents from around the league…

• Cuban outfielder Daniel Carbonell has been declared a free agent, reports FOX Sports’ Ken Rosenthal (Twitter links). There is very little public information floating around on the 23-year-old outfielder, though ObstructedView.net rounds up some information suggesting that speed is his calling card. Last October, El Diario De Cuba reported that Carbonell and fellow Serie Nacional  player Orlando Perez had defected from the island. Carbonell has enough experience to be considered a professional and therefore wouldn’t count against a team’s international bonus pool as long as he signs by July 2 of this year.
• Brad Penny’s agents at Millennium tell Cotillo that Penny will throw for multiple clubs in Kansas City this week (Twitter link). Penny requested his release from the Royals early in Spring Training after the club told him that he wasn’t likely to make the team. Penny, 35, last appeared in the Majors in 2012 with the Giants and has a 4.26 ERA in 1899 career innings at the big league level.
• Cotillo also reports (via Twitter) that former Brewers left-hander Zach Braddock worked out for the Dodgers yesterday. Baseball America ranked the control-challenged strikeout artist 13th or higher on Milwaukee’s list of Top 30 prospects each year from 2007-09. Braddock has a career 3.80 ERA in the minors and has averaged a whopping 12 strikeouts per nine innings, but he’s also averaged nearly five walks per nine frames. That same profile has held true in the Majors, where he has a 4.41 ERA with 10.4 K/9 and 5.3 BB/9 in 51 innings. Braddock underwent shoulder surgery to repair his left labrum midway through the 2012 season.

• The Orioles have released DH Jack Cust and 1B Matt LaPorta, MASNsports.com's Steve Melewski reports. Cust was out of baseball in 2013 but hit .243/.400/.442 in 493 plate appearances for two Triple-A teams in 2012. He has played in parts of two big-league seasons, collecting by far the most playing time as a DH/OF for the Athletics from 2007 through 2010. LaPorta, 29, hit .238/.310/.476 in 184 plate appearances for the Indians' Triple-A Columbus affiliate in 2013. He was the key piece in the 2008 trade that sent C.C. Sabathia from Cleveland to Milwaukee.
• The Padres have released pitcher Zach Braddock and infielder Brandon Wood, tweets MLB.com's Corey Brock. Braddock, 26, pitched 51 innings combined in 2010 and 2011 with the Brewers. Wood, of course, was once a top prospect with the Angels. He spent 2013 playing Triple-A ball with the Orioles and Royals, hitting .226/.262/.329 in 252 plate appearances. He last appeared in the big leagues in 2011 with the Pirates.
• The Brewers have released pitcher Eric Arnett, MLB.com's Adam McCalvy tweets. Arnett, a 2009 first-round pick, pitched sparingly in 2013, missing most of the season after having knee surgery.

• Dan Klein, once a highly-rated Orioles prospect, was been placed on the club's voluntary retirement list, tweets Roch Kubatko of MASN Sports. A third round pick in the 2010 draft, Klein was dominant in the short time he spent on the mound, putting up a composite 1.11 ERA over 32 1/3 innings split between High-A and Double-A in the 2011 season as a 22-year-old. Since then, however, Klein has struggled with a series major shoulder injuries. As MASN's Steve Melewski detailed last fall, Klein was hopeful of getting back on track this year, but he ultimately never advanced far enough to make a minor league appearance. 
• The Norfolk Tides, the Triple-A affiliate of the Orioles, have announced the release of left-hander Zach Braddock (on Twitter). The 25-year-old Braddock has a 4.41 ERA, 10.4 K/9 and 5.3 BB/9 in 51 Major League innings — all coming with the Brewers from 2010-11. Big strikeout numbers and high walk totals have been the norm for the New Jersey native since he was selected by the Brewers in the 18th round of the 2005 draft.
• Left-hander Royce Ring has signed with the Long Island Ducks, tweets ESPN New York's Adam Rubin. Royce, 32, was selected by the White Sox with the 18th overall pick in the 2002 draft. In parts of five Major League seasons with the Mets, Padres, Braves and Yankees, the San Diego State University product has a 5.29 ERA, 7.3 K/9 and 5.6 BB/9.

Ishikawa spent this past season with Milwaukee, posting a .257/.329/.428 batting line in 174 plate appearances. The 29-year-old is a client of agent Jim McDowell. 

Schlereth, 26, was non-tendered by the Tigers last month. The SFX client battled shoulder tendinitis in 2012, appearing in 11 minor league games and six games for Detroit. He posted a 3.49 ERA with 8.1 K/9 and 5.7 BB/9 in 49 MLB innings back in 2011. Braddock, 25, last appeared at the MLB level in 2011. He's represented by CAA Sports.

The 24-year-old was placed on the temporary inactive list at Triple-A Nashville roughly a month ago.  In 2011, Braddock spent time on the disabled list to get treatment for a sleep disorder then missed more time due to other undisclosed matters. 

At one point in time, Braddock was looked at as a potentially major bullpen piece for Milwaukee.  Braddock turned in a 2.94 ERA with 11.0 K/9 and 5.1 BB/9 in 2010.

Conrad will provide Milwaukee with support in the absence of first baseman Mat Gamel who suffered a torn ACL in his right knee.

• “I’ve been told that it’s just between my agent and the team now,” said Zack Greinke in regards to the news that the Brewers and his representatives have suspended negotiations about a contract extension.  Greinke told reporters (including Todd Rosiak of the Milwaukee Journal Sentinel) that "it might have been a long shot from the beginning" that the two sides would agree on a multiyear deal.  Greinke can become a free agent after the 2012 season.
• Zach Braddock is on the temporary inactive list at Triple-A Nashville, reports MLB.com's Adam McCalvy.  The left-hander was inactive for the last half the 2011 season dealing with personal issues.  Brewers assistant GM Gord Ash declined to talk about Braddock's situation with McCalvy.  Braddock, 24, posted a 7.27 ERA in 17 1/3 innings with the Brewers last year.
