Elsewhere in the NL West…

• Padres bullpen coach Doug Bochtler, who helped former teammate Trevor Hoffman and former AL Cy Young winner Johan Santana refine their changeups, calls Fernando Rodney’s changeup one of the best he’s ever seen, writes Dennis Lin of the San Diego Union Tribune. While Rodney struggled tremendously in 2015, he’s off to an excellent start in 2016, displaying the same 96 mph heat he’s long been known for and showing renewed dominance with his changeup, yielding just a .080 average and generating a career-best 28.7 percent swinging-strike rate with the pitch. Rodney’s deal comes with just a $1.6MM base salary but allows him to earn up to $5MM this season based on appearances and games finished, Lin writes, and whatever incentives he earns in 2016 are tacked onto the value of next season’s club option (which has a $2MM base).
• Nick Groke of the Denver Post spoke to Rockies farm director Zach Wilson, who said that the club doesn’t have a timeline for the promotion of some of its most promising young arms. As Groke writes, the club has, in the past, rushed pitchers such as Eddie Butler to the Majors out of necessity, but there’s no plan to repeat that mistake with the likes of right-hander Jeff Hoffman, left-hander Kyle Freeland and others. Groke provides a rundown of seven of the organization’s top minor league arms, with quotes from Wilson on many of them.
• The Giants aren’t close to shaking up their rotation yet, writes Henry Schulman of the San Francisco Chronicle. While both Matt Cain and Jake Peavy have struggled tremendously this season, Schulman writes that club officials believe the experience of Peavy and Cain still gives them the best chance to win. However, Schulman also notes that there are some internal steps being taken that could eventually lead to rotation shuffling if neither starter can prove to be competitive on a regular basis; right-hander Joan Gregorio and left-hander Andrew Suarez have each been promoted (to Triple-A and Double-A, respectively), while 2014 first-rounder Tyler Beede has impressed thus far at Double-A. The Giants would like to see Chris Heston, who made 95 pitches in his latest outing, deliver consecutive starts in the vicinity of 100 pitches before considering him as a rotation option, Schulman adds. It’s worth noting, too, that while Peavy was again hit hard last night, Cain just minutes ago completed the eighth inning of an excellent start (two runs, six hits, no walks, seven strikeouts) against a very strong Blue Jays lineup.

The 38-year-old will wrap up his playing career after logging time in 14 major league seasons. Though he topped 400 plate appearances only once in a single campaign — his 2009 stint with the Royals — Bloomquist stepped to the dish over 3,000 times in the bigs.

All told, Bloomquist provided only a .269/.316/.342 overall batting line, which landed a fair sight below league-average. Though he never managed even five home runs in a season, he did put up double-digit stolen base tallies in half a dozen campaigns and was generally rated as a top-quality baserunner.

But it was never really about the offensive side of the equation for Bloomquist, who spent time everywhere on the diamond except on the mound and behind the plate, with about a third of his innings coming at shortstop. Though he’s never been a darling of defensive metrics, he generally provided sturdy glovework and immense defensive flexibility.

Bloomquist will be best remembered as a member of the Mariners, having spent parts of nine seasons — including the beginning and the end of his career — in Seattle. In addition to the aforementioned Royals, Bloomquist also suited up for the Diamondbacks and Reds.

• The Mariners have released utilityman Willie Bloomquist, the club announced (via MLB.com’s Greg Johns, on Twitter). Bloomquist was designated for assignment recently after a tough .159/.194/.174 start to the season. Seattle will owe the versatile defender the rest of his $3MM salary for the year.
• The Red Sox outrighted right-hander Zeke Spruill after recently designating him, per a club announcement (h/t to Tim Britton of the Providence Journal, via Twitter). As he’s never before been outrighted and has little service time, Spruill did not have the opportunity to elect free agency after clearing waivers. The 25-year-old will continue working at Triple-A, where he’s worked 53 1/3 innings with a 5.40 ERA with 3.9 K/9 against 2.7 BB/9 over 53 1/3 innings for Pawtucket.

Bloomquist, 37, has slashed just .159/.194/.174 over his 72 plate appearances on the year. He was playing out the second season of a two-year, $5.8MM deal signed before the 2014 campaign. Never a significant offensive contributor, Bloomquist at least managed to hit at near his career levels last year (.643 OPS on the season; .658 career).

His value, instead, lies in his defensive versatility. This year alone, Bloomquist has played at first, second, short, third, and both corner outfield spots. But with his production at the plate dropping so precipitously, Seattle obviously felt it was time for a move.

• Following the Angels’ trade for Kirk Nieuwenhuis, Marc Krauss could find himself headed back to Triple-A, but the team could also place Collin Cowgill on the disabled list, writes Alden Gonzalez of MLB.com. Gonzalez’s notebook post looks at several roster situations for the Angels, including the team’s uncertain second base situation and the injury status of right-hander Mike Morin, who doesn’t sound to be returning anytime soon. Morin will miss “weeks, not days,” per manager Mike Scioscia.
• The Mariners have been operating with a six-man bullpen for a couple of days as a means of delaying the need to make a decision on the team’s veterans, writes Bob Dutton of the Tacoma News Tribune. Delaying a move by even a few days gave the Mariners time to further examine trade possibilities, Dutton notes, but they’ll soon need to add a reliever to the mix. Candidates include Lucas Luetge, Mayckol Guaipe and Kevin Gregg, though Gregg would require a 40-man roster move and force the team’s hand even sooner. Players currently at risk, Dutton writes, are Rickie Weeks, Willie Bloomquist, Justin Ruggiano and Dustin Ackley. It seems highly unlikely that the Mariners would do something as drastic as designating Ackley for assignment, but if they’re truly exploring trade possibilities, he’d likely have the most appeal of the four players listed by Dutton. One way to buy a bit more time would be to option Chris Taylor back to Triple-A to make room for a reliever that’s already on the 40-man roster.
• Astros GM Jeff Luhnow tells Evan Drellich of the Houston Chronicle that there will be no second-guessing on when the team should have brought up top prospect Carlos Correa, regardless of how the season ends. Luhnow says that despite Correa’s gaudy numbers at Triple-A, he’s still benefiting from the time there, as he’s being exposed to more offspeed pitches than ever before and being forced to make adjustments within at-bats. Luhnow said that even in an extreme scenario such as missing the playoffs by one game, there would be too many factors — managerial moves, daily roster decisions, player performances — to say whether or not promoting Correa early would’ve altered the course of the season.

This contract is a homecoming for Bloomquist in multiple ways. Bloomquist is a Washington native and also spent the first seven seasons of his big league career in Seattle after being selected by the M's in the third round of the 1999 draft.

The signing of Bloomquist figures to be a minor move in what should be a busy offseason for the Mariners. Seattle is reportedly seeking two impact bats, a starter and a closer. They've been linked to big fish like Jacoby Ellsbury, Shin-Soo Choo and Nelson Cruz thus far on the offensive side of things, while names like Grant Balfour and Brian Wilson have drawn the Mariners' interest in their search for a closer.

Jon Heyman of CBS Sports first reported that the two sides were close to a deal (on Twitter), and Nick Piecoro of the Arizona Republic was the first to report Bloomquist would earn $5-6MM (also via Twitter). Ken Rosenthal of FOX Sports was the first to report the agreement and the $5.8MM guarantee (Twitter links).

• Lance Berkman hasn't decided if he will retire after the season or try to play again in 2014, he told Jose de Jesus Ortiz of the Houston Chronicle. Whatever Puma decides, no announcement will come until after the season.
• The Astros have secured the No. 1 overall pick in the 2014 draft, and unsurprisingly they're already looking at NC State lefty Carlos Rodon, according to MLB.com's Brian McTaggart. Rodon has long been assumed to be the No. 1 pick in next year's draft. Houston has selected Stanford right-hander Mark Appel and Puerto Rican prep shortstop Carlos Correa with the previous two No. 1 selections. McTaggart spoke with scouting director Mike Elias about the team's approach to the draft.
• The emergence of Chris Owings leaves the Diamondbacks with uncertainty at shortstop, writes Nick Piecoro of the Arizona Republic. GM Kevin Towers would like to get playing time for both Owings and Didi Gregorius but knows that a time-share will hinder both players' development. As Piecoro points out, Arizona also has Cliff Pennington under contract for next season. Willie Bloomquist, a free agent, isn't likely to return to the Snakes, he adds.

• The Twins are listening to offers for Denard Span, but won’t move him unless they get a Major League starter in return, Bob Nightengale of USA Today reports (on Twitter).
• White Sox GM Kenny Williams says the White Sox are still looking to add, Nightengale reports (on Twitter). The White Sox, who traded forFrancisco Liriano last night, would look to acquire a position player this time, Nightengale writes.
• Alfonso Soriano, Cliff Lee and Ervin Santana are among the players who could clear waivers and be traded in August, Jon Heyman of CBSSports.com reports.
• Willie Bloomquist, Brendan Ryan and Ty Wigginton are thought to be on the Yankees' long list of potential infield options, Heyman reports. Yunel Escobar, Chone Figgins, Jose Lopez and Cody Ransom are also thought to be on New York's list.
• One team that’s spoken with the Mariners reports that "they want everybody," Danny Knobler of CBSSports.com tweets.

• The Dodgers remain high on the Cubs' Ryan Dempster and Matt Garza and also have expressed interest in the Michael Cuddyer of the Rockies and Josh Willingham of the Twins, writes Danny Knobler of CBSSports.com.
• The Angels keep telling teams Peter Bourjos is not available, tweets Knobler.
• The A's don't appear to be a fit with the Diamondbacks for Justin Upton, unless it's part of a multi-team deal, writes Susan Slusser of the San Francisco Chronicle.
• In the same piece, Slusser writes, if the A's do make a trade, Bartolo Colon will be the first player dealt because he can net a decent prospect or two and the team has in-house replacement options.
• The A's will be buyers and sellers because they can move veteran starting pitching to fill other needs, tweets ESPN's Buster Olney.
• If the Diamondbacks do become sellers, Jon Morosi of Fox Sports tweets there will be interest in utilityman Willie Bloomquist because he can play short.  The question is whether GM Kevin Towers will make him available.
• Earlier today, we learned the Dodgers may no longer be the favorite to land the Cubs' Ryan Dempster. There could a renewed sense of urgency as Chad Billingsley was scratched from his scheduled start today because of elbow pain. Billingsley will have a MRI, tweets MLB.com's Ken Gurnick, who adds manager Don Mattingly is unhappy the right-hander didn't disclose the injury earlier.

• The Giants offered Bloomquist a two-year deal worth more than $3.8MM before he re-signed in Arizona, according to Nick Piecoro of the Arizona Republic (on Twitter). San Francisco’s offer was worth $4.6MM over two years, according to Yahoo's Tim Brown. The D’Backs remain interested in Aaron Hill.
• The Giants are looking for a shortstop as a fallback for Brandon Crawford, according to Andrew Baggarly of the San Jose Mercury News (on Twitter). Baggarly notes that some Giants coaches are big fans of free agent Clint Barmes.
• Brad Lefton of the New York Times explains the origins of the posting system MLB teams use to bid on Japanese players. Within the piece, Lefton reports that the Diamondbacks scouted Yu Darvish this past season.
• Not surprisingly, the Dodgers won't be able to bid on free agents such as Prince Fielder and Albert Pujols until the team is sold, according to ESPNLosAngeles.com.
• The Rockies will consider pursuing Roy Oswalt, according to MLB.com’s Thomas Harding.

A deal between the D'Backs and Bloomquist's agent Scott Boras seemed unlikely a few days ago, when Boras and GM Kevin Towers debated who owed who a phone call.  Boras explained to Nick Piecoro of the Arizona Republic on Saturday, "It sounds to me like what happened is, they got upset when Willie opted out. They got emotional and they went out and signed a guy who hit .169."

Boras was taking a shot at John McDonald, another utility infielder who the D'Backs re-signed to a two-year deal earlier this month.  Towers has been generous with such role player multiyear contracts, as Geoff Blum was inked to a two-year deal a year ago.  The Diamondbacks are well-covered in case Stephen Drew is still recovering from July ankle surgery when the season begins.  They're also covered if they are not able to sign Aaron Hill, leaving an opening for a second base platoon.

Bloomquist, 33, hit .266/.317/.340 in 381 plate appearances this year, playing mostly shortstop and left field.  The Giants had also made an offer to him this month. 

• The Diamondbacks and Willie Bloomquist had a miscommunication over the weekend, but the club hasn’t given up on re-signing the utility player, according to Nick Piecoro of the Arizona Republic (on Twitter). The sides had dialogue Sunday and Monday, according to Piecoro.
• The Giants are a possibility for Bloomquist, according to Yahoo’s Tim Brown (on Twitter).
• Former MLB commissioner Peter Ueberroth said he’s not currently interested in buying the Dodgers, according to Bill Shaikin of the LA Times. Ueberroth has led bids for the Dodgers and Angels in the past.

Bloomquist's chances of returning to Arizona next season are looking slimmer, however. The two sides experienced a communication breakdown after Bloomquist declined his half of a mutual option. The D'Backs have since inked John McDonald to a two-year deal as a utility infielder and are hoping to retain Aaron Hill as well, meaning there may not be room in the infield for Bloomquist. The D'Backs and Boras talked to Piecoro about the miscommunication:

"I don't think it's up to us to lob a call," GM Kevin Towers said. "We exercised our end [of the mutual option]. We showed we wanted the player back. By exercising the option, we're pretty much saying, 'We'd like to have the player back.' By them declining, it's like, 'We don't want to come back at what you want us at.' Then, well, what do you want?"

Boras, meanwhile, said that when he turned down the option, he sent a letter to the D'Backs conveying his client's desire to return, and had been waiting for a call from the team.

"Is it our duty to be in touch with them every hour on the hour so we know nobody else signed?" Boras said. "When you want someone, you go get them. We're not the employer. They offer the contracts and pay the money. We don't…. It sounds to me like what happened is, they got upset when Willie opted out. They got emotional and they went out and signed a guy who hit .169."

• Padres GM Josh Byrnes has interviewed candidates for front office openings and may announce an assistant GM soon, according to Bill Center of the San Diego Union-Tribune. 
• It appears that the Giants are more likely to spend on a center fielder than a shortstop like Jose Reyes or Jimmy Rollins, according to Danny Knobler of CBSSports.com (on Twitter). MLBTR’s Tim Dierkes recently suggested Coco Crisp, Grady Sizemore and David DeJesus could be options for San Francisco this offseason.
• Though 40-year-old catcher Henry Blanco declined his side of the mutual option he had with the Diamondbacks, the sides are discussing a new deal, according to Jack Magruder of FOXSportsArizona.com (Twitter links). Blanco “should be back” on a new contract that will likely include an option for 2013.
• The D’Backs remain interested in Willie Bloomquist, according to Magruder. The utility player also declined his side of the mutual option he had with the Diamondbacks,
