“I earned my international FA option and exercised it. I spent a lot of time thinking about my options and would now like to let everyone know that I decided to stay. Toritani, 33, was reportedly not completely set on coming to North America, though he hired Boras to explore the MLB market to see if an everyday job and an acceptable contract could be found.  The Padres, Blue Jays and Mets were known to have interest in Toritani as either a shortstop or as a second baseman, though none of that trio made him an offer.  While he came with a strong defensive reputation, some scouts expressed concern as to whether or not Toritani would hit enough at the Major League level to merit an everyday role.

By staying in Japan, Toritani will get the opportunity to extend his streak of 1444 consecutive games played, which is already a Nippon Professional Baseball record (even more impressively, he’s played in every inning of those 1444 games).  Toritani has spent his entire pro career with Hanshin, hitting .285/.372/.412 over 6531 plate appearances.

Here are some more notes on free agents, including the top name on the market…

• There’s no timetable on a decision for Max Scherzer, agent Scott Boras tells MLB.com’s Jason Beck. Boras told Beck that Scherzer is an ownership-level decision, and as Beck points out, Boras has worked out deals with Tigers owner Mike Ilitch for both Prince Fielder and Johnny Damon in years past — both of which came late in the offseason. Nonetheless, Detroit appears to have a full rotation, and their long-term payroll outlook is already questionable. I personally have a hard time envisioning a reunion between the two sides.
• Angels GM Jerry Dipoto told reporters tonight, including Mike DiGiovanna of the L.A. Times (Twitter link), that he isn’t pursuing any free agent pitchers, and that includes both Scherzer and James Shields. The Halos have speculatively been mentioned as fits for both, although as we’ve pointed out here in the past, that seems to be a stretch given their desire to stay beneath the luxury tax threshold.
• DiGiovanna also notes (Twitter link) that a reunion with Gordon Beckham now looks unlikely for the Angels. “We’ve built up quite a bit of infield depth,” Dipoto told reporters. Jeff Fletcher of the Orange County Register was also on hand, and he tweets that Dipoto said the team is “playing it by ear” regarding Beckham. Fletcher, too, feels that Beckham will sign elsewhere.
• Japanese shortstop Takashi Toritani was on the Mets’ radar briefly last month, but the team no longer has any intention of pursuing him, tweets Mike Puma of the New York Post. This report only further support the widespread belief that Wilmer Flores is ticketed for the Amazins’ Opening Day shortstop gig. As for Toritani, he’s been connected to the Blue Jays and Padres as well, though neither seems to have particularly serious interest at this juncture.

• Free agent shortstop Stephen Drew is seeking “upwards of $7MM” in his next deal, tweets Mike Puma of the New York Post. The Mets are not interested at that rate, Puma adds, though a “significant” price drop could get New York back into the conversation.
• Though the Yankees are content going with some combination of Jose Pirela and Rob Refsnyder at second heading into the spring, Jon Heyman of CBSSports.com tweets that the club is still keeping an eye out for alternatives. That includes Drew, per Heyman.
• The Blue Jays are still looking to the trade market to bolster their bullpen and will not spend up to their full capacity just to add whatever new arms they can, according to Shi Davidi of Sportsnet.ca. While there is still a possibility of a low-cost free agent addition, Davidi explains that the Jays look increasingly likely to go with internal options while keeping an eye out this spring or even into the season for improvements.
• Toronto is still interested in Japanese infielder Takashi Toritani, adds Davidi, but at this point are only inclined to do a cheaper, one-year contract. Indeed, the club has not yet made an offer to him, per Jon Morosi of FOX Sports (via Twitter).

• The Yankees, Royals, Rays and Blue Jays have all kept in touch with Asdrubal Cabrera’s camp, reports Jon Morosi of FOX Sports (on Twitter). Each of those clubs has an existing option at shortstop, meaning Cabrera would likely have to shift to second base to join any of those four teams. The Yankees and Blue Jays present the best hitting environments of those choices, if Cabrera is looking for a one-year deal, but he could simply go to whichever club is willing to offer the largest number of years, as well.
• The Cubs are among the clubs that are showing interest in Stephen Drew, tweets Jon Heyman of CBS Sports. Chicago is somewhat of a surprising team to be linked to Drew, as they have Starlin Castro at shortstop and can use Javier Baez or Luis Valbuena at second base. Valbuena or Drew could also slot in at third base, but that spot figures to be assumed by top prospect Kris Bryant at some point in 2015.
• In an update to his weekend piece on the Padres’ interest in Japanese shortstop Takashi Toritani, Jeff Sanders of the San Diego Union-Tribune reports that the Friars have yet to make a formal offer to the 33-year-old. Toritani is Japan’s most durable player, having played every inning of his club’s past 1,444 games, and he comes with an excellent defensive reputation as well. He’s a career .285/.372/.412 with Japan’s Hanshin Tigers, though some question whether or not his bat can transfer to Major League Baseball.
• Meanwhile, Heyman tweets that while the Padres and Blue Jays are still interested in Toritani, there’s a “decent” chance that he ends up returning to the Hanshin Tigers next season.

Elsewhere around baseball:

• The Mariners’ payroll isn’t keeping pace with payroll increases throughout the game, Geoff Baker of the Seattle Times argues. The Mariners spent $93MM in 2010 and had the 14th highest payroll in the game, but because of salary inflation since then, their $109MM 2014 payroll only put them at 16th. The Mariners did add Nelson Cruz this offseason, but Baker feels their outfield would have benefited from another bat, like Melky Cabrera, Justin Upton or Matt Kemp, any of whom would have put a dent in their payroll. The Mariners have financial benefits a team like the Royals doesn’t have, Baker says, and their spending shouldn’t be in MLB’s bottom half.
• The Tigers have not discussed an extension with David Price this offseason, FOX Sports’ Jon Morosi notes. That indicates it’s still possible they could sign free agent Max Scherzer and deal Price (Twitter links).
• It sounds like pitcher Hiroki Kuroda is ready to finish his career as a member of the Hiroshima Carp, which would rule out an eventual MLB return. The veteran told Sanspo (Japanese link) his return should be “the last decision of his baseball life,” according to Patrick Newman of NPB Tracker (on Twitter).
• Jeff Sanders of the San Diego Union-Tribune sees Takashi Toritani filling two roles for the Padres: a reliable, experienced defender at shortstop and a legitimate leadoff bat from the left side. The Padres’ interest in the Japanese infielder, who is an unrestricted free agent, was reported yesterday.
• The Padres have become relevant again with their series of moves by new GM A.J. Preller making the collection of MLB California franchises the best in the game, writes Lyle Spencer of MLB.com.
• The Indians prefer to round out their roster through trades rather than free agency and could deal from their surplus of relievers and middle infielders (excluding Francisco Lindor and Jose Ramirez), reports Paul Hoynes of the Northeast Ohio Media Group.

• The Brewers are on the lookout for outfield depth for their new Triple-A affiliate at Colorado Springs, Tom Haudricourt writes for Baseball America. Jeremy Hermida is headed to Japan to play with the Nippon Ham Fighters, and Caleb Gindl and Eugenio Velez have departed as minor-league free agents. The Brewers also (intentionally) allowed Sean Halton and Kentrail Davis to leave in the minor-league portion of the Rule 5 Draft. “We have to get to work and sign some free agents,” says assistant GM Gord Ash.
• The Dodgers are about to sign righty Chin-Hui Tsao to a minor-league deal, Bill Shaikin of the Los Angeles Times writes. The 33-year-old played for the Rockies and Dodgers in parts of four seasons from 2003-2007. He has not played pro ball since 2009, when he was banned from the Chinese Professional Baseball League in Taiwan after allegations that he helped fix games. Shaikin notes that the Dodgers have gotten the approval of MLB before attempting to sign Tsao. The righty was reportedly throwing in the mid-90s this winter.
• The Blue Jays and Padres are interested in Japanese infielder Takashi Toritani, reports Brendan Kennedy of the Toronto Star. Toritani, a Scott Boras client, is an unrestricted free agent, so he can sign with any club. The Padres can offer Toritani a chance at the shortstop job, while Toronto’s opening is at second base. He may also opt to remain in Japan where he’s played in 1,444 consecutive games. The 33-year-old has been an on base threat in Japan. He’s hit a healthy .285/.372/.412 over his career. A decision is expected to wait until the new year.

• The White Sox are “comfortable” with Melky Cabrera’s past troubles with PEDs, J.J. Stankevitz of CSNChicago.com writes. “Obviously we’re aware of what happened in the past and no one condones what he did,” says GM Rick Hahn. “But we are talking about an instance where there was a mistake he made and took ownership for and showed honest remorse.” Another PED suspension would cost the White Sox an entire year of Cabrera’s three-year deal, but the White Sox are confident that Cabrera’s PED issues are in the past.
• GM Alex Anthopoulos confirms that the Blue Jays have interest in Japanese infielder Takashi Toritani, Ben Nicholson-Smith of Sportsnet.ca writes. “We’ve scouted him quite a bit,” Anthopoulos said to Jeff Blair on Sportsnet 590 The FAN. “We have some scouts that like him and he’s someone that we’ve certainly talked about internally. Beyond that I probably wouldn’t get into anything else, but certainly a guy like that would fit.” The 33-year-old Toritani, who hit .303/.406/.415 for Hanshin in 2014, could be an option at second base for the Jays.

Here’s some more from around the AL East…

• The Miley trade hasn’t yet been finalized since the Red Sox and Diamondbacks are “still squabbling about the extra player,” Arizona GM Dave Stewart tells reporters, including MLB.com’s Steve Gilbert.  The player in question is a prospect Boston will be sending to the D’Backs along with Rubby De La Rosa and Allen Webster.
• The Yankees talked to the D’Backs and Tigers about Miley and Porcello, Brian Cashman told reporters (including George A. King III of the New York Post).  “Did I call Arizona? Yes. Did I call Detroit? Yes. I didn’t have [Yoenis] Cespedes to send to Detroit. We are waiting for something we are comfortable with,” Cashman said.  The GM said he “threw a lot of different ideas a lot of different ways” during a quiet Winter Meetings for the Yankees and he’ll “keep conversations alive” throughout the offseason.
• The Orioles “kicked the tires” on Reds outfielder Jay Bruce but couldn’t match up on a trade with Cincinnati, Joel Sherman of the New York Post tweets.  In the wake of Nelson Cruz and Nick Markakis signing elsewhere, the O’s have a definite need for corner outfield help.
• Scott Boras told reporters (including Sportsnet.ca’s Shi Davidi) that the Blue Jays were one of the teams who had expressed interest in Japanese middle infielder Takashi Toritani.  This would be a rare case of a Boras client signing with Toronto, a disconnect that the agent attributes to the club’s policy against contracts longer than five years.  “They’re the only team that has said that limitation is five years. When you do that, you are cutting yourself off from a pool of talent that makes it very, very difficult to compete, particularly in the AL East,” Boras said.  (It should be noted that the Jays’ five-year policy probably isn’t applicable in Toritani’s case, as the 33-year-old infielder is very unlikely to receive that long a contract from any team.)

• The Astros met with agent Scott Boras to discuss shortstop Stephen Drew and relief pitching, says a source familiar with the conversation.  Boras confirmed the meeting took place without naming any particular names, saying “We’ve had meetings and talked and we have bullpen guys and the infield and outfield guys, so we’ve had some general conversations.  They’re kind of in a fluid state on their position players, but…we have some guys that may be some fits there.”  This is just my speculation, but it’s possible Houston could’ve been looking into Rafael Soriano or Francisco Rodriguez, Boras’ two most high-profile bullpen clients.
• Boras said that Takashi Toritani is drawing interest from MLB teams mostly as a second baseman rather than his natural shortstop position.  As Drellich notes, this would seem to eliminate the Astros from contention since Jose Altuve is already entrenched at second.
• Unsurprisingly, Drellich’s source said that the Astros’ chat with Boras didn’t involve Max Scherzer.
• The Cubs showed some interest in Jason Castro earlier this offseason, prior to Chicago’s acquisition of Miguel Montero from the Diamondbacks.

• GM Sandy Alderson estimates the Mets’ payroll is right around $100MM, reports Adam Rubin of ESPN New York. Alderson expects payroll to remain at that level or decline. As Rubin points out, whatever is left to add will probably cost less than one of Bartolo Colon, Jon Niese, or Dillon Gee. The Mets are expected to trade at least one of the trio.
• Colon is not the most likely to be dealt, according to Rubin. The Mets are willing to eat some of the $11MM owed to the veteran – perhaps as much as $1MM. However, trade partners are expected to prefer the younger options.
• Mets skipper Terry Collins says Ruben Tejada will be a candidate for the starting shortstop job, along with Wilmer Flores, if the team doesn’t get a new one, tweets Mike Puma of the New York Post.
• The Mets could turn to the international market for a shortstop. Korea’s Jung-Ho Kang is expected to be posted soon, and Japan’s Takashi Toritani is another option. However, Alderson admits that the club probably isn’t ready to make a big commitment to either shortstop.
• Alderson notes that several clubs are willing to spend big money on international free agents. The Mets have not been one of those teams, but that could change.  “I expect we will be in that category soon,” Alderson said.
• Injured closer Bobby Parnell is expected to open the season on the disabled list, writes Rubin in a separate post. If that should happen, the club would fill the void internally. Parnell missed the 2014 season due to Tommy John surgery.

Here’s more on the Mets and Yankees…

• Also within Sherman’s piece, he notes that neither team is currently interested in Japanese shortstop Takashi Toritani. The 33-year-old Toritani recently hired Scott Boras as his agent and is said to be weighing a jump to the Major Leagues, but only if it means regular playing time. An absolute iron man in 11 seasons with Japan’s Hanshin Tigers, Toritani hasn’t missed a single inning at shortstop over the past 10 seasons (1,444 games), hitting .285/.372/.412 in that time.
• Mets prospect Matt Reynolds spoke with Adam Rubin of ESPN New York about the strides he’s made on both ends of the game in the past year. The shortstop said he felt playing at Triple-A Las Vegas helped improve his defense immensely, because the infield is so fast there. “Vegas’ infield is one of the fastest infields I’ve ever played on,” said Reynolds. “…You’re playing in the middle of the summer with 115-degree weather and the infield is rock solid. …it taught me to get ready early and to use my hands.” GM Sandy Alderson said Reynolds will return to Vegas to open next season.
• Yankees GM Brian Cashman said that his top priority is finding a starting shortstop, writes NJ.com’s Brendan Kuty. Cashman adds that he feels the Yankees’ payroll will be “high” and “impressive” this year, stating that ownership has always had an “impressive commitment” to the fanbase and he hopes to use that support to improve the roster.
• In a second piece from Kuty, Cashman talks about the trade of Francisco Cervelli for Justin Wilson. Surprisingly, Cashman notes that he discussed this exact swap with Pirates GM Neal Huntington two years ago, but the sides didn’t follow through on the deal at that time. Cashman wouldn’t commit to John Ryan Murphy as the backup to Brian McCann just yet, mentioning Austin Romine’s name as well.

Toritani, who has spent his entire career with the Hanshin Tigers, is a lifetime .285/.372/.412 hitter that comes with a solid defensive reputation. He’s been incredibly durable, with Boras referring to his client as the “kind of the Cal Ripken of Japan.” While Toritani’s offense isn’t likely to be on par with that of the Baltimore iron man, Boras points out that Toritani has not missed a single game in the past 10 seasons — a highly impressive feat. Even more impressive, however, is that Toritani has not missed so much as an inning at shortstop in that stretch — an incredible span of 1,444 games. (Not surprisingly, Toritani is the NPB record holder for consecutive games played.)

According to Boras, Toritani would be eligible to sign with a Major League club after November 30, but he doesn’t have much interest in coming to the Majors as a part-time player. Toritani is looking for a chance to be a regular player. Given the thin market for middle infielders and the possibility that Toritani could likely slide over to second base if needed, it’s certainly possible that a big league team would look at him as a potential everyday option. Hanley Ramirez, Asdrubal Cabrera, Jed Lowrie and Stephen Drew are the biggest names up the middle, though Ramirez may sign as a third baseman. On the international front, Cuban defectors Jose Fernandez and Hector Olivera may be able to step directly into a big league lineup at second base, but it’s not clear when either will be cleared for free agency by the United States Office of Foreign Assets Control and MLB.

Those who watched the 2013 World Baseball Classic may recall Toritani, who played for Japan in that tournament, going 4-for-15 with a single, double, triple and a home run (video link).

• Ben Badler of Baseball America has updates on his Top 10 Cuban prospects (which will eventually be re-ranked with second basemen Jose Fernandez, Hector Olivera and Andy Ibanez leaving the island). Badler notes that top stars Yulieski Gourriel and Alfredo Despaigne have reinforced their status as the most talented players in the league by dominating this past season in Nippon Professional Baseball. He also discusses right-hander Norge Ruiz’s recovery from a rough first outing and an injury to well-regarded righty Vladimir Garcia.
• Japanese infielder Takashi Toritani is expected to attempt to jump to Major League Baseball this season, reports Joel Sherman of the New York Post within his Top 10 Free Agent predictions. (Toritani doesn’t rank among Sherman’s Top 10.) The 33-year-old shortstop is perceived as a slick fielder, though his .285/.371/.412 batting line offers a bit of upside as well.
• Ken Rosenthal of FOX Sports tweets that Cuban free agent Yasmany Hernandez will be reported by Charles Hairston (the cousin of big leaguers Jerry Hairston and Scott Hairston). Hairston works with the agency Culture 39.
