Speaking with reporters today, Mozeliak suggested he’s likely to delegate greater responsibilities to others in the baseball operations department over the coming seasons. “I know there is going to be some change coming over the next few years,” the president of baseball ops said (link via Derrick Goold of the St. Louis Post-Dispatch). “We certainly want to give individuals within the organization opportunities to grow and expand some of their roles, and over the course of the next year or so we’ll work through that.”

That’s with an eye on the franchise’s future leadership structure in mind. Longtime top lieutenant Mike Girsch has been in the organization since 2006 and served as general manager (second in responsibility) since 2017. He bypassed an opportunity to interview for the top job with the Mets over the 2021-22 offseason and signed a multi-year extension with St. Louis at the start of this winter. Girsch is clearly comfortable in his current role but could certainly garner renewed consideration to lead a front office down the line.

Meanwhile, assistant general manager/scouting director Randy Flores received a new multi-year deal at the same time as Girsch last fall. Special adviser Matt Slater drew some attention from the Tigers in their GM search this winter. Goold also writes that some within the industry believe AGM Moisés Rodríguez — who takes a key role in international scouting — could get a look to lead a baseball operations group at some point.

It seems the goal is to give members of that group greater influence in daily decision-making to prepare for potentially more significant work down the line. Mozeliak did not officially declare this would be his final contract or set any cutoff day for passing down top baseball ops autonomy, to be clear. However, he also hinted he was prepared to take on fewer responsibilities in the not too distant future. “Short-term, you’ll still get me for a little bit,” Mozeliak said (separate Goold link). “But as we get deeper into this contract there will be changes.” Goold reports that Mozeliak had considered pursuing opportunities outside the baseball industry in recent months before eventually deciding to remain in his current role.

Front office stability of the kind the Cardinals have enjoyed over the past decade and a half is rare. Only Brian Cashman and Kenny Williams have been at or alongside the top of their respective clubs’ baseball operations for longer than Mozeliak has. A pair of the sport’s longer-tenured front office heads — Oakland’s Billy Beane and Milwaukee’s David Stearns — moved into advisory capacities this offseason while turning over daily responsibilities to their respective longtime #2 executives, David Forst and Matt Arnold.

Both Girsch and Flores had been on expiring deals, so it’s no surprise St. Louis struck to keep each in the fold at this time. Girsch has been in the organization since 2006, working up to AGM by 2011. The Cards promoted him to general manager in 2017, a move made in conjunction with bumping Mozeliak from GM to president of baseball ops. That promotion came with a new contract that kept Girsch in St. Louis through 2020, and he subsequently signed a two-year extension before today’s multi-year pact. It isn’t clear how long the current arrangement runs, but it’ll at least keep Girsch around through 2024.

Girsch has worked as Mozeliak’s top lieutenant for some time, and that arrangement will continue next year and beyond. Mozeliak has final say in baseball operations, but Girsch was sufficiently happy with his role in St. Louis he declined an opportunity to pursue the Mets’ front office vacancy (a position that would’ve come with a chance to lead baseball operations) last offseason. The Notre Dame graduate is clearly content to continue with underneath Mozeliak in the Cardinals’ front office hierarchy. He’ll try to help St. Louis to a fifth consecutive playoff berth this offseason.

Flores, a former big league reliever, was hired as amateur scouting director in August 2015. He began overseeing the team’s drafts the following season, a role he’s now held for seven years. Dylan Carlson, Tommy Edman, Lars Nootbaar, Nolan Gorman and Brendan Donovan are among St. Louis draftees of the Flores era who played key roles on this year’s NL Central-winning club, and 2020 first-rounder Jordan Walker has blossomed into one of the top few minor league talents in the game. The 47-year-old Flores earned a bump to assistant GM (one of three individuals to hold that title within the Cards’ front office) over the 2018-19 offseason.

OCTOBER 30, 1:23PM: Brewers VP of baseball operations Matt Kleine is another candidate the Mets have discussed, as per Martino (Twitter link).  With both Kleine and Rodriguez, however, the Mets are wary about approaching the Brewers and Rays since both teams have repeatedly denied New York’s requests to interview other front office personnel in the past.  Kleine is believed to be interested, and his hiring could help set the stage for the Mets to land Stearns as a free agent a year from now (or after the 2023 season, depending on the reported vesting option in Stearns’ deal with Milwaukee).

OCTOBER 30, 8:05AM: The Mets’ attempts to hire a new president of baseball operations or general manager has hit its share of roadblocks, and Dodgers assistant GM Jeff Kingston is the latest executive to decline an interview with the team, according to The New York Post’s Mike Puma.  However, several other prospective candidates remain, as it seems as though the Mets now could be specifically looking for a general manager, rather than someone to fully take the entire reigns of the baseball ops department.

To this end, Puma writes Rays VP of player development Carlos Rodriguez, and assistant GMs Daniel Adler (Twins), Randy Flores (Cardinals), and Ben Sestanovich (Braves) are all “on the Mets’ radar” as possible candidates.  The Mets have also asked the Red Sox for permission to speak with assistant GM Raquel Ferreira, SNY’s Andy Martino reports.

Any of these five executives would be a first-time GM, and ostensibly in charge of the baseball operations department even without the official “president” label.  The unusual nature of the Mets’ front office dynamic has led to some questions about how much authority a new GM would have, as team president Sandy Alderson is remaining with the club and has said he’ll be shifting over to focusing on the team’s business matters once a new baseball ops head is in place.

Had Mets owner Steve Cohen been successful in luring one of his big-ticket initial targets (i.e. Billy Beane, Theo Epstein, David Stearns) to New York, it would’ve made for a smoother transition, as any of those execs would’ve been the PBO and had the sway to make their own choice for a general manager to act as their chief lieutenant.  However, it is perhaps understandable why Kingston and others have opted out of what could be considered as something of a glorified one-year trial period.  If the Mets play well in 2022, a newly-hired GM could be entrusted to become the president of baseball operations; if the Mets struggle, Cohen could resume his search for a major name as PBO, leaving the general manager as perhaps something of a lame duck.

Cardinals GM Michael Girsch, Giants GM Scott Harris, newly-promoted Brewers GM Matt Arnold, and another Dodgers assistant in Brandon Gomes have all declined to be considered for the Mets’ job.  For the five names mentioned by Puma and Martino, it is possible any of the Rays, Twins, Cardinals, Braves, or Red Sox could deny New York permission to interview their personnel, though teams usually don’t stand in the way of their executives being offered a promotion.

Kingston technically has experience as a general manager, as he served as the Mariners’ interim GM for the last month-plus of the 2015 season after Jack Zduriencik was fired.  Kingston has worked as an assistant GM for the last six seasons (three with the Mariners, three with the Dodgers) and he has been considered for other front office openings in recent years.  The Phillies and Angels each had interest in Kingston for their most recent GM vacancies, and Kingston was a finalist for the Angels’ position before the team hired Perry Minasian.

Thankfully, the transplant was a success (all three of Harris’ daughters volunteered blood, with doctors opting for the donation from his middle daughter Sydney) and Harris is now resting at home.  While his daily activities are understandably limited, Harris has been able to join other Nationals staffers in conference calls about how to approach and prepare for a potential 2020 season.  “This has been part of my life. I’m proud of what I’ve been able to overcome,” Harris said. “And there’s a great story that is not finished yet. Not even close.”  We at MLBTR are all looking forward to the next chapters of Harris’ story, and we join the rest of the baseball world in wishing him the best in his recovery.

• Athletics president Dave Kaval provided the latest on the team’s efforts towards a new Oakland ballpark, telling Susan Slusser of the San Francisco Chronicle that the A’s are still “moving forward with” the plan at the Howard Terminal site.  “Right now, we’re just focused on taking it quarter by quarter and seeing how much progress we can make.  We are not at the top of the list [for the city of Oakland] because there are more pressing issues, and we want to be respectful of that as we garner the necessary approvals to move forward,” Kaval said.  It isn’t yet known if the pandemic could result in the project being pushed back from the original target date of the 2023 season, as “the timing of those things aren’t known right now because everything is still in flux,” Kaval said.
• As for the Athletics’ current ballpark, Kaval told Slusser that the team is in discussions with local officials about how to safely open and operate the Oakland Coliseum under advanced health guidelines.  The A’s already submitted a 67-page document outlining what health and safety procedures will be in place, and approval from Alameda County could come as early as Monday.  When or if this approval is granted, A’s players will be able to begin workouts at the ballpark.
• The Cardinals have five selections within the first 93 picks of Wednesday’s amateur draft, and seven picks overall during the five-round event.  As Derrick Goold of the St. Louis Post-Dispatch describes the situation, “it’s a cluster of picks that allows for some gamesmanship. The Cardinals could use it as a reason to shuffle around bonus money and reach for a pick, to gamble on signability — or play it safe, target predictable picks, and try to get sure things from an unsure draft.”  Whether the club pursues any sort of overarching strategy at all might not be realistic, as assistant GM Randy Flores notes that “in reality, each pick is made in the context of that moment.”  The shortened nature of the draft will also be a big factor in the team’s decision-making, as Goold points out that the Cardinals have traditionally been very successful at finding future gems later in the draft.  On the current St. Louis roster alone, Matt Carpenter (13th round, 2009) and Tommy Edman (sixth round, 2016) were two homegrown products drafted after the fifth round.

Since retiring, the now-40-year-old Flores returned to USC to complete a master’s degree in education and serve as the baseball team’s assistant coach. He also founded his own company, OnDeck Digital, which uses video capture technology to allow baseball and softball players to critique their own game. Scouts also use the technology to gain access to of video on prospects/players, and 11 Major League teams currently use the service, Goold adds.

Flores spent parts of five seasons in the Cardinals’ bullpen, totaling a 4.35 ERA with 7.8 K/9 and 3.8 BB/9 in 178 innings. He totaled 250 innings in the Majors, working primarily as a left-handed specialist and accumulating a career ERA of 4.61. Flores won a World Series ring with St. Louis in 2006.

The need for a scouting director, of course, is due to the firing of former director Chris Correa, who was dismissed earlier this summer after admitting to having a role in the Cardinals’ breach of the Astros’ computer network.

Flores, 36, hasn't yet made it back to the Majors this year.  At Triple-A he has a 3.05 ERA, 7.6 K/9, 2.3 BB/9, and 0.9 HR/9 in 59 innings.

4:24pm: The Brewers will sign left-hander Randy Flores to a minor league deal, according to Danny Knobler of CBSSports.com (on Twitter). The Yankees agreed to release the reliever over the weekend, and the Brewers, who don't have a left-handed reliever on their 25-man roster, picked him up without any delay.

The 36-year-old posted a 3.07 ERA with 6.1 K/9 and 1.5 BB/9 in 29 1/3 innings for New York's Triple-A affiliate after signing with the Yankees in May. Before joining the Yankees, Flores appeared in 19 games for San Diego's top affiliate then opted out of his contract. The eight-year veteran posted a 3.19 ERA with 5.8 K/9 and 4.4 BB/9 for the Rockies and Twins last year.

• The Yankees will release Triple-A left-hander Randy Flores tomorrow according to Danny Knobler of CBSSports.com (on Twitter). Both sides agreed to the move. Flores pitched to a 2.54 ERA in 28 1/3 innings for New York's top minor league affiliate, but he gave up 14 hits in 14 innings against lefties.
• The Diamondbacks have signed Brian Stokes and assigned him to Triple-A Reno according to the team's Twitter feed. The righty reliever spent last season with the Angels organization, throwing 16 2/3 innings in the majors and 17 2/3 innings in the minors.
• The D'Backs also signed infielder Daryle Ward according to the club's Twitter feed. The 36-year-old had been playing with the independent Newark Bears, and he hasn't appeared in the big leagues since 2008. He's headed to Double-A Mobile.
• The Rays have acquired Matt Carson from the Athletics according to the Triple-A Pacific Coast League transactions page. The 30-year-old outfielder hit .285/.338/.538 with 19 homers and 11 stolen bases in exactly 400 plate appearances for Oakland's Triple-A affiliate this season. He's seen time with the A's in each of the last two seasons, posting a .200/.210/.370 batting line with five homers in 105 plate appearances from 2009-2010.
• The Astros have released right-hander Brad Hennessey according to Zachary Levine of The Houston Chronicle (on Twitter). The 31-year-old pitched to a 7.76 ERA in 26 2/3 innings for Houston's Triple-A affiliate,

Flores, 35, opted out of his minor league deal with the Padres on Sunday.  Four teams expressed interest in the CAA client, tweets Sherman.  Flores faced lefties about 61% of the time, posting a 9.5 K/9 and 1.6 BB/9 against them.

Mike Axisa profiled Flores at River Ave. Blues yesterday, noting that Yankees lefties Pedro Feliciano, Damaso Marte, and Kei Igawa are unusable currently, leaving Boone Logan as the team's only lefty reliever.  Flores was drafted by the Yankees in the ninth round in 1997 and later traded to the Rangers in the Randy Velarde deal of '01.

Flores, 36, struck out 19 and walked six in 18 2/3 innings with San Diego's Triple-A affiliate this year. Left-handed batters had eight hits and two walks against him in 11 1/3 innings. Flores is left-handed and breathing, so there's likely to be a market for his services. He's held same-side batters to a .275/.345/.435 batting line in a big league career that has spanned eight seasons and four different teams.

• People in the game suggest the Royals' decision to call Eric Hosmer up early may mean they intend to compete in the AL Central this year. Stark hears that the Royals will have money to spend in July if necessary (remember that Gil Meche retired instead of collecting the $12MM he was scheduled to earn).
• The Royals believe Triple-A pitchers Danny Duffy and Mike Montgomery are nearly MLB-ready, so GM Dayton Moore may talk about moving Kyle Davies and Jeff Francis within a few weeks. The Royals probably wouldn't get much for Davies, but Francis could draw interest.
• Erik Bedard could be an attractive trade chip this summer, but one NL executive says the left-hander needs to “prove he can log innings.” Tim Dierkes suggested a month ago that Bedard could have lots of appeal at the deadline.
• Left-hander Randy Flores can opt out of his minor league deal on Sunday if the Padres don't call him up from Triple-A. Cory Luebke is the lone left-hander in the Padres' 'pen at the moment, so they could consider calling on Flores instead of cutting him loose.
• Teams are still skeptical of Francisco Rodriguez, despite his 10 saves and 1.10 ERA. K-Rod has walked 10 of the 73 batters he has faced (16 1/3 innings).
• Stark points out that it's been a while since Giants GM Brian Sabean made win-now midseason trades that cost him top prospects.

The 35-year-old left-hander started last season in Colorado and the Twins picked him up off of waivers in August. In 31 total innings last year, Flores posted a 3.19 ERA with 5.8 K/9 and 4.4 BB/9. Not surprisingly, he has fared better against left-handed hitters in his career, posting 7.7 K/9 and 3.4 BB/9 against them. Flores induces more ground balls against right-handed batters, though.

Matt Guerrier, Jesse Crain, Jon Rauch, Brian Fuentes, Ron Mahay and Randy Flores all hit free agency but they won’t all return. Thesier says the Twins are not likely to keep Mahay or Flores and seem most likely to target Crain and Guerrier.

Crain, who ranks as a Type B free agent, says he loves Minnesota but would like the chance to close. That won’t happen if he stays put, since Joe Nathan should return from Tommy John surgery next year. Matt Capps, who saved 42 games in 2010, figures to be next in line for saves.

The Nathan-Capps duo promises to be effective, but it will definitely be expensive. Nathan earns $11.25MM next year and Capps will get a raise from his $3.5MM salary through arbitration.

If the Twins lose certain pitchers after offering arbitration, they could gain picks in next year’s draft. Crain, Rauch and Fuentes rank as Type B free agents and could each bring the Twins a supplementary first round pick. Guerrier is a Type A free agent, so the Twins would get two top picks if he leaves after declining arbitration.

Clay Condrey, who didn’t pitch in 2010 due to elbow problems, is a non-tender candidate. Despite all the uncertainty in the 'pen, Bill Smith & Co. head into the offseason with a more stable rotation.

The Twins transferred another lefty reliever, Ron Mahay to the 60-day DL in a corresponding move. With Mahay and Jose Mijares injured, the Twins had a clear need for left-handed relief and it didn't take long for GM Bill Smith to address it cheaply.

Flores makes $650K this year before hitting free agency this offseason. Just $150K remains on his salary, so you won’t find cheaper options out there. The 35-year-old has a 2.96 ERA with 5.9 K/9 and 4.3 BB/9 in 27.1 innings for the Rockies.
