Though it is common practice for teams and international prospects to agree to deals well in advance of their eligibility date, deals aren’t completely official until a prospect’s signing period opens, so the younger Soto wasn’t breaking any rules by backing out of his Mets agreement.  It also remains to be seen if the 2023 international signing period even exists in its current form, as it has long been speculated that MLB might overhaul the signing process and perhaps institute an international draft as part of the next collective bargaining agreement.  This would wipe out the handshake deals teams have made with scores of younger prospects like Soto, and subject these players to a draft with a harder slot value (and less financial flexibility) than the one used in the North American amateur draft.

• Eric Hinske is one of the names the Yankees are considering for their hitting coach vacancy, MLB Network’s Jon Heyman reports (Twitter link).  The 2002 AL Rookie Of The Year and a veteran of 12 big league seasons, Hinske would certainly fit the Yankees’ preference for an experienced former player to join their staff.  Hinske also has an accomplished coaching resume, working as a first base coach, assistant hitting coach, and hitting coach over parts of seven seasons with the Cubs, Angels, and Diamondbacks.  No stranger to the Bronx, Hinske played for the Yankees’ 2009 World Series team, and briefly worked as a scout for the Yankees before embarking on his coaching career.
• The Royals announced several promotions within their baseball operations department, with a pair of former big leaguers amongst those moving up the ladder.  Paul Gibson is now the senior director of pitching, after the former southpaw worked in various scouting, special assistant, and pitching performance supervisory roles with the Royals since 2011.  Former Kansas City outfielder and first base coach Mitch Maier is now the director of player development/field coordinator, following two seasons as the team’s director of baseball ops.

• Dusty Baker is keen to stay with the Nationals after another postseason disappointment, per Jon Heyman of Fan Rag. Though there will surely be some contractual details to hammer out, it seems that the key question at this point is simply whether the Nats wish to retain Baker. We recently polled the MLBTR readership on the matter, with a slight majority suggesting that the team keep its skipper.
• As the Phillies weigh a new managerial hire, Heyman says the team is not giving out much information. But he notes that Athletics bench coach Chip Hale has been interviewed. Red Sox coach Gary DiSarcina is receiving some consideration, Heyman adds.
• Before settling on Gardenhire, the Tigers met with Eric Wedge about the team’s openings, per Jon Morosi of MLB Network (via Twitter). It isn’t clear whether the former Indians and Mariners skipper — who’s now with the Blue Jays — was under consideration for the managerial post, or whether he could still be pursued for another job in Detroit.
• The Royals have formally named Dale Sveum their new bench coach and Mitch Maier as their new first base coach, GM Dayton Moore tells reporters (Twitter links via MLB.com’s Jeffrey Flanagan). Former first base coach Rusty Kuntz will remain with the organization but will have a new, yet-unspecified role. Sveum’s promotion means that the Royals will be in the market for a new hitting coach in addition to a new pitching coach following the decision to part ways with Dave Eiland.
• The Athletics announced that they’ve promoted Triple-A manager Ryan Christenson to the Major League staff and named him the new bench coach to manager Bob Melvin. The aforementioned Hale, who moved from third base coach to bench coach partway through the 2017 season, will return to his post as the team’s third base coach, barring an offer to manage another big league club. Christenson’s teams have gone 391-307 in his five-year tenure as a manager in Oakland’s minor league ranks.
• Red Sox hitting coach Chili Davis is drawing interest, as has previously been suggested. He is among several names in contention for the same gig with the Padres, as Dennis Lin of the San Diego Union-Tribune reports, San Diego will also need to find a new infield coach after deciding to part ways with Ramon Vazquez. Davis is also sitting down with the Giants, Andrew Baggarly of the Bay Area News Group reports. Thus far, San Francisco hasn’t made clear its plans for the coaching staff for the coming season, but Baggarly discusses some of the considerations at play.

• Lefty Andy Oliver is headed back to the Orioles, per Eddy. The 28-year-old made some brief MLB appearances years ago, when he was a starter in the Tigers’ organization, but spent last year at Triple-A for the O’s. He posted a 3.79 ERA over 57 Triple-A innings, with 10.4 K/9 against 6.3 BB/9.
• The Royals have once again united with outfielder Mitch Maier. Originally taken 30th overall back in 2003, Maier is now 33 years old and hasn’t seen the majors since 2012. It’s not immediately clear what his role will be, as he spent last year transitioning into a coaching role with the organization — though he acknowledged at the time that he still had a desire to play.
• Outfielder Corey Brown is headed to the Dodgers on a minors deal, Eddy adds. The 30-year-old has seen only minimal major league time over the years, but certainly qualifies as another outfield depth piece for Los Angeles. He put up a .248/.324/.445 slash with 17 long balls over 472 Triple-A plate appearances last year in the Rays organization.
• The Blue Jays added southpaw Daniel Schlereth on a minor league pact. It’s been a while since Schlereth, 29, cracked the bigs — 2012, with Detroit — and he was released by the Cubs last year after a brief stint in the organization. Schlereth was the 26th overall pick in the 2008 draft.

• Righty Tim Dillard has signed with the Brewers, reports Chris Cotillo of MLBDailyDish.com (via Twitter). The 30-year-old played independent ball most recently, but does have 73 MLB relief appearances under his belt, all with Milwaukee. His career ERA stands at 4.70.
• Shortstop Troy Hanzawa has been released by the Phillies, according to the International League transactions page. Hanzawa, 28, has spent his entire career in the Phillies organization, but has never cracked the MLB roster. He was struggling mightily at Triple-A Lehigh Valley in the season’s early going.
• The Angels announced today (on Twitter) that lefty Michael Roth has cleared waivers and been outrighted to Double-A Arkansas. Roth was designated for assignment last week in order to clear a 40-man roster spot for Mike Morin. Roth posted a 5.48 ERA with more walks (12) than strikeouts (10) in 21 1/3 innings in the Arkansas rotation.
• The Royals have signed Mitch Maier to a minor league deal and assigned him to Double-A, reports Andy McCullough of the Kansas City Star (on Twitter). The Royals originally drafted Maier with the 30th overall pick of the 2003 draft, and he batted .248/.327/.344 for them in 1117 plate appearances from 2006-12. Maier hasn’t appeared in the Majors since, though he hit well in 31 games for Boston’s Triple-A affiliate last season.
• A look at MLBTR’s DFA Tracker reveals a handful of players that are currently in limbo was they wait to be traded, outrighted, claimed on waivers or released: Moises Sierra (Blue Jays), Nick Buss (Dodgers), and Greg Dobbs (Marlins).

• The Brewers have released left-hander Will West, per Baseball America's Matt Eddy. West received a 100-game suspension in January after being suspended for 50 games last August. The 21-year-old has now failed three tests for recreational drug use plus another for a performance enhancing drug (amphetamine), according to Eddy. When on the field during his three-year tenure in the Brewers' organization, West had a 5.98 ERA, 8.2 K/9, and 3.2 BB/9 in 105 1/3 innings covering 29 games, including 20 starts. 
• Also from Eddy, the Cubs have released outfielder Mitch Maier. Maier, drafted by the Royals with the 30th overall pick of the 2003 amateur draft, spent 2013 with the Red Sox's Triple-A affiliate and posted a .310/.431/.451 line, though he only received 137 plate appearances due to a wrist injury. The 31-year-old, who signed a minor league deal with the Cubs last December, hasn't appeared in a MLB game since 2012, but has slashed .248/.327/.344 during his six-year career, all with the Royals. Chris Cotillo of MLBDailyDish.com tweets Maier is recovering from surgery and will be ready to play in three months.
• The Tigers have released left-hander Wil Ledezma, reports James Schmehl of the Detroit Free Press. Ledezma, who inked a minor league contract with the Tigers in March, last saw MLB action in 2011 with the Blue Jays, but made 26 relief appearances (covering 30 2/3 innings) for NPB's Chiba Lotte Marines in 2013 good for a 3.23 ERA, 6.5 K/9, and 3.8 BB/9. Over the course of his nine-year MLB career with the Tigers, Braves, Padres, Diamondbacks, Nationals, Pirates, and Blue Jays, the 33-year-old has a mark of 5.40 ERA, 6.4 K/9, and 4.5 BB/9 over 192 games (including 45 starts) and 396 1/3 innings.
• With the Dodgers' designation of Mike Baxter for assignment earlier today, there are now eight players in DFA limbo, per MLBTR's DFA Tracker: Baxter, Vin Mazzaro (Pirates), Eduardo Nunez (Yankees), Jeremy Jeffress (Blue Jays), Hector Noesi (Mariners), Pedro Ciriaco (Royals), and Frank Herrmann and Preston Guilmet (Indians), 

• The Seibu Lions have announced the signings of infielder Cody Ransom, right-hander Michael Bowden and left-handers Randy Williams and Porfirio Lopez (passed on by NPB Tracker's Patrick Newman).  Seibu also annnounced the signing of righty Greg Reynolds, which we heard about yesterday.
• The Tigers signed left-hander Duane Below to a minor league deal with a Spring Training invite, MLive.com's James Schmehl reports (Twitter link).  Below is back in Detroit after being designated for assignment last April, and he also pitched for the Marlins' Triple-A affiliate and for Korea's Kia Tigers in 2013.  Below posted a 4.27 ERA, 2.14 K/BB rate and 5.2 K/9 over 78 Major League innings with the Tigers.
• The Cubs have signed outfielder Mitch Maier to a minor league contract with a Spring Training invitation, the team announced.  Maier spent 2013 with the Red Sox Triple-A affiliate and posted an .882 OPS, though he only received 137 PA due to a wrist injury.  Maier, 31, was drafted by the Royals with the 30th overall pick of the 2003 draft and he hit .253/.332/.346 over 1043 PA with Kansas City from 2006-11.
• The Rangers have signed right-hander Daniel McCutchen to a minor league deal, according to the Sosnick/Cobbe Sports' Twitter feed (McCutchen's agents).  McCutchen posted a 3.43 ERA, 8.1 K/9 and 3.60 K/BB rate over 60 1/3 combined innings for the Orioles' Double-A and Triple-A affiliates, though his season didn't begin untl late May due to a 50-game suspension for a failed PED test.  The 31-year-old Texas native has a career 4.77 ERA over 188 2/3 IP with the Pirates from 2009-12.
• The Orioles signed righty Fabio Castillo to a minor league deal with a Spring Training invite, the team announced.  Though Castillo doesn't turn 25 until February, he already has eight years of pro baseball under his belt, posting a 4.63 ERA, 8.3 K/9 and 2.01 K/BB rate over 514 2/3 IP over his minor league career.  Castillo pitched in the Giants' system in 2013 after spending the previous seven years with the Rangers.

• The Red Sox announced five minor league signings, according to Tim Britton of the Providence Journal: Mitch Maier, Terry Doyle, Drew Sutton, Oscar Villarreal, and Jose De La Torre.
• The Diamondbacks have signed a handful of players to minor league contracts, adding left-handed pitchers Rommie Lewis and Eddie Bonine along with Kila Ka'aihue, Humberto Cota, and Brad Snyder, tweets Jack Magruder of FOXSportsArizona.com. All five guys have Major League experience at some point in their careers.
• Jeremy Reed also received a minor league contract and an invite to spring training from the Diamondbacks, according to MLB.com's Steve Gilbert (via Twitter).

• The Diamondbacks have signed Garrett Mock to a minor league deal with an invite to Spring Training, reports Ken Rosenthal of FOX Sports (on Twitter). The 29-year-old right-hander posted a 3.79 ERA in 61 2/3 relief innings in Triple-A this season.
• The Mets have signed right-hander Greg Burke to a minor league contract with an invite to Spring Training, the team announced (on Twitter). Burke, 30, pitched to a 1.53 ERA in 64 2/3 relief innings in Triple-A this year.
• Indians right-hander Kevin Slowey has elected free agency, according to Matt Eddy of Baseball America.  The 28-year-old spent 2012 with Cleveland’s Triple-A affiliate.
• The Red Sox have signed Mitch Maier to a minor league deal, reports Baseball America’s Matt Eddy (on Twitter). The 30-year-old outfielder hit .172/.260/.313 in 74 plate appearances for the Royals this year.
• The Pirates have signed Darren Ford to a minor league pact, reports Rob Biertempfel of The Pittsburgh Tribune-Review. The 27-year-old outfielder hit .273/.326/.385 with 26 steals in 329 Triple-A plate appearances this year.
• The Pirates have signed infielder Jared Goedert to a minor league deal, reports Rosenthal (on Twitter). The 27-year-old hit .311/.373/.502 with 19 homers in 504 plate appearances split between Double-A and Triple-A this season.
• The Royals have agreed to re-sign catcher Manny Pina to a minor league contract, reports Bob Dutton of The Kansas City Star (on Twitter). Pina, 25, hit .278/.415/.417 in 183 minor league plate appearances this summer. Dutton notes that he will be exposed in next month’s Rule 5 Draft.

• Prior to acquiring Paul Janish from the Reds, the Braves were talking to the Yankees about Ramiro Pena as a shortstop backup plan according to Joel Sherman of The New York Post (on Twitter). Pena is hitting .236/.287/.297 in 271 plate appearances for New York's Triple-A affiliate this season.
• The Reds thinking behind the Janish trade was to add pitching depth at Triple-A according to ESPN's Buster Olney (on Twitter). Cincinnati acquired right-hander Todd Redmond in the trade.
• The Royals have outrighted Mitch Maier to Triple-A, the team announced (on Twitter). Kansas City designated the outfielder for assignment on Independence Day. Maier, 30, hit .172/.260/.313 batting line in 74 plate appearances for the Royals on the season.

• The Cardinals avoided arbitration with pitcher Kyle McClellan, tweets B.J. Rains of FOX Sports Midwest. Joe Strauss of The St. Louis Post-Dispatch reports (on Twitter) that the one-year deal is worth $2.5MM with incentives based on starts. MLBTR projected a $2.7MM for the Steve Comte client.
• MLBTR's Ben Nicholson-Smith reports (on Twitter) that the Padres and Chase Headley agreed to a one-year deal worth $3.475MM, avoiding arbitration. Earlier this evening, the Padres announced that they avoided arbitration with Luke Gregerson, Edinson Volquez, Carlos Quentin and Will Venable. They also avoided arbitration with lefty reliever Joe Thatcher on a deal worth $700K, tweets Jon Paul Morosi of FOX Sports.  CAA announced catcher John Baker has signed for $750K.  Bill Center of the San Diego Union-Tribune first reported that the Padres reached agreements with Hundley, Chase Headley, and Tim Stauffer. Hundley will earn $2MM in 2012, MLB.com's Corey Brock tweets.  Dan Hayes of the North County Times tweets the salaries for Volquez ($2.2375MM), Venable ($1.475MM), Gregerson ($1.55MM)
• The Rangers avoided arbitration with Matt Harrison, tweets Evan Grant of The Dallas Morning News. The ACES client gets $2.95MM on a one-year deal. MLBTR had projected a $2.9MM salary.
• The Cubs announced that they have avoided arbitration with Jeff Baker ($1.375MM), Blake DeWitt ($1.1MM), Ian Stewart ($2.237MM) Chris Volstad ($2.655MM), and Randy Wells ($2.705MM). MLB.com's Carrie Muskat tweeted the salary figures.

Josh Willingham and Nyjer Morgan do not appear to be available, according to Jon Paul Morosi of FOX Sports. The Nationals have turned down multiple chances to deal Willingham in the last 15 months and have no intention of moving him, Morosi reports.

The Giants are looking for outfield help, but it doesn't appear that the Nationals will be willing to deal. Morosi mentions one intriguing outfielder clubs could target: Mitch Maier (Twitter link). The 27-year-old has played center field for the Royals and has a .265/.349/.373 line. Those numbers suggest Maier could be useful, though he'd likely be a depth option for a contender.
