• The Braves outrighted right-hander Mauricio Cabrera, who has cleared waivers, per David O’Brien of the Atlanta Journal-Constitution (via Twitter). Atlanta will surely be glad to hold onto the fireballing reliever, who could be an intriguing piece of the late-inning unit if he’s able to get a hold of his arsenal. Cabrera’s control evaporated in 2017 but he did carry a 2.82 ERA in 38 1/3 MLB innings in the prior season.
• Lefty Manny Parra is joining the Giants on a minors deal, per SB Nation’s Chris Cotillo (Twitter link). The 35-year-old struggled quite a bit in limited action last year at Triple-A with the Cubs and sat out for all of 2016. Still, he was a useful reliever as recently as 2015, when he threw 32 1/3 innings of 3.90 ERA ball. Once a starter with the Brewers, Parra’s best years came as a pen piece for the Reds — including a strong 2013 campaign in which he worked to a 3.33 ERA with 11.0 K/9 and 2.9 BB/9.

• The Cubs announced that left-hander Manny Parra has been signed to a minor league deal that includes an invitation to the team’s spring camp.  This is the second straight offseason that has seen Parra sign a minor league contract with the Cubs, though he didn’t pitch at all in 2016.  Originally a starter with the Brewers, the 34-year-old Parra posted a 3.91 ERA, 8.8 K/9 and 2.9 K/BB rate over 115 relief innings for the Reds from 2013-15.
• The Cubs signed right-hander Casey Kelly to a minor league deal, according to Baseball America’s Matt Eddy (Twitter link).  Once considered one of the game’s better pitching prospects, Kelly has managed only a 6.39 ERA over 62 innings in the majors, though his career was interrupted by Tommy John surgery in 2013.  As Eddy notes, the signing reunites Kelly with Theo Epstein (who was the Red Sox GM when Kelly was drafted 30th overall by Boston in 2008) and Jed Hoyer (who was the Padres GM when Kelly was part of the trade package acquired for Adrian Gonzalez in December 2010).
• Parra and Kelly were two of 24 non-roster invitees to the Cubs’ Spring Training camp, as announced yesterday by the club.  The list includes southpaw Gerardo Concepcion and righties Conor Mullee, Christian Villanueva and Zac Rosscup, who were all non-tendered by the Cubs in December to free up 40-man roster space.
• The Blue Jays announced that right-hander Leonel Campos has cleared waivers and been outrighted to Triple-A.  Campos was designated for assignment earlier this week when Toronto claimed Juan Graterol off waivers from the Angels.  Campos was himself claimed off waivers back in November following a season that saw him post a 5.73 ERA, 9.8 K/9 and 5.7 BB/9 over 22 relief innings for the Padres.  Control has been an issue for Campos throughout his entire pro career, as the righty also has a 5.0 BB/9 over 250 2/3 career minor league innings.
• The Diamondbacks signed outfielder Jake Goebbert and catcher Willians Astudillo to minor league deals, Matt Eddy reports (Twitter link).  Goebbert has a solid .276/.363/.443 slash line over 3483 career minor league plate appearances, though he hasn’t been able to translate those results into much playing time in the bigs — his MLB resume consists of 115 PA with the Padres in 2014.  Goebbert spent 2016 with the Rays’ Triple-A affiliate and struggled to the tune of a .661 OPS in 364 PA.  Astudillo, a 25-year-old catcher out of Venezuela, has hit .309/.348/.391 over 2026 minor league PA.  He spent his first six pro seasons in the Phillies system before moving to the Braves in 2016 and reaching the Double-A level for the first time.

10:43am: The Cubs have released Shane Victorino, Manny Parra, and Munenori Kawasaki, Mark Gonzales of the Chicago Tribune reports (Twitter links). Chicago has interest in reaching new deals with all three, but obviously wasn’t willing to add them to the active roster or pay the $100K roster bonuses that each would have commanded as an Article XX(B) free agent.

Victorino had already been told he wouldn’t make the active roster, and is reportedly taking an opportunity to rehab his injured calf before moving onto the Triple-A roster. The other two players also seemed like longshots to crack a deep Cubs roster coming into the spring. Parra, 33, has had his moments as a southpaw pen piece, but was looking up at Travis Wood and Clayton Richard in the organization’s pecking order. Things were even tougher for the defensive-minded Kawasaki, who was buried behind multiple infielders.

9:08am: The Cubs announced that they’ve signed left-handed reliever Manny Parra to a minor league contract and invited him to Major League Spring Training (Twitter link via the Chicago Tribune’s Mark Gonzales). Parra is represented by CAA.

Last year, the 33-year-old Parra logged a 3.90 ERA with 6.4 K/9, 1.7 BB/9 and a 45.9 percent ground-ball rate in 32 1/3 innings for the division-rival Reds. That marked his third straight season with Cincinnati  after five years with the Brewers, so by signing with the Cubs, he’ll continue on in the only division he’s known (at least for the next few weeks).

Milwaukee tried Parra out as a starting pitcher for much of his time in the organization, but he’s struggled to a 5.44 ERA out of the rotation in his career (74 starts) as compared to a 4.01 ERA coming out of the bullpen. Right-handed batters have given Parra plenty of trouble in his big league career, hitting him at a .290/.370/.440 clip, whereas lefties have posted a .254/.330/.391 batting line. Those career marks against lefties are somewhat misleading, however, as Parra has excelled against southpaws since being removed from the rotation. Over the course of his three years in Cincinnati, Parra faced 249 left-handed batters and held them to a paltry .222/.285/.333 slash.

The Cubs already have a number of left-handed relief options in camp, including Clayton Richard, Travis Wood and Rex Brothers — all of whom are on the 40-man roster. Beyond that trio, lefties Jack Leathersich and Edgar Olmos are in camp as non-roster invitees. Suffice it to say, Parra faces significant competition and perhaps an uphill battle as he seeks to make the roster.

• The Marlins are considering lowering the walls and bringing in the fences at Marlins Park, team president David Samson tells Barry Jackson of the Miami Herald.  The stadium has finished at or near the bottom of the Park Factor home run rankings since opening in 2012.
• The Reds placed Manny Parra on the DL today with bicep tendinitis in his left shoulder, the third time the southpaw has hit the DL this season.  John Fay of the Cincinnati Enquirer (on Twitter) thought that Parra would be a good trade candidate for the Reds, but that’s now an impossibility with him on the DL until at least September 4th.  Parra has been solid when healthy, posting a 3.24 ERA and 3-to-1 K/BB rate over 25 innings and pitching well against both left-handed and right-handed batters.  He drew some trade interest prior to the July 31 deadline though that buzz was scuttled by an earlier DL stint.
• Joc Pederson has lost his job as the Dodgers’ everyday center fielder, manager Don Mattingly told reporters (including ESPN’s Mark Saxon).  Enrique Hernandez will take over in center for the time being.  Pederson enjoyed a huge start to his rookie season but has been in a protracted slump since early June, hitting just .168/.328/.298 with six homers over his last 259 PA.
• In July of this year, Mike Morse went from the Marlins to the Dodgers to the Pirates.  Morse admits that he was hoping for a return to the Giants, but he’s happy with how everything turned out, John Shea of the San Francisco Chronicle writes.  “If there was one place at the time I would have wanted to go, it was the Giants, not knowing that I’d get an opportunity here in Pittsburgh,” said Morse, who entered today with an .821 OPS over 25 PA as a Pirate. “Now that I see everything here, it’s awesome.”
• Ian Kinsler wasn’t thrilled at the time of the deal that sent him from the Rangers to the Tigers, but he now tells Katie Strang of ESPN.com that the change of scenery worked out for the best.  “It’s a good place to be. There’s no hidden agenda,” Kinsler said. “The owner is all in, the [former] general manager, Dave Dombrowski, was all in. [Current] general manager Al [Avila] is the same way. There’s no difference between behind the scenes and in your face.”

Here’s more on the Reds and the rest of the NL Central:

• Reds reliever Manny Parra has a strained left elbow, leading MLB.com’s Mark Sheldon to suggest on Twitter that the southpaw is unlikely to be dealt this month. The 32-year-old free-agent-to-be has not performed as hoped for since signing a two-year pact with Cincinnati, though he does carry peripherals that suggest he’s been better in 2015 than his current 4.00 ERA. With a $3.5MM salary this season, Parra certainly could be an August trade piece if he’s able to return to health.
• Some rival executives have speculated that there could be a potential match between the Reds and Royals on outfielder Jay Bruce, Andy McCullough of the Kansas City Star tweets. He adds that Cincinnati scouts have been taking a look at K.C.’s Triple-A and Double-A affiliates. With Alex Gordon out and Alex Rios having struggled (though he has picked things up of late), it’s easy to see why there might be some interest from the Royals in the fairly affordable and talented 28-year-old.
• While the Cardinals’ need for a left-handed bat is fairly straightforward to assess, the club’s preferred route on the pitching side is somewhat harder to peg, writes Joe Strauss of the St. Louis Post-Dispatch. The team certainly has rotation options, Strauss explains, and GM John Mozeliak said recently that the quality work of the staff makes it unfair to say the club is “out on the market looking for starting pitching.” But with some cause for trepidation over the number of innings being shouldered by key starters and relievers, says Strauss, it appears likely that St. Louis will look to make some kind of pitching addition (as it has in each of the last four seasons). “I still think we have internal resources to handle the pitching, but I’m not going to ignore the market or not remain opportunistic if something comes up that makes sense for us,” said Mozeliak.
• The Pirates have at least some interest in Padres outfielder Justin Upton, but will likely look first at infield additions if the team feels it necessary to fill in for the injured Jordy Mercer, Jon Morosi of FOX Sports tweets. We just learned that Mercer is expected to miss at least six weeks of action, which certainly suggests the possibility of an acquisition — particularly given that Josh Harrison is also out. Of course, it is entirely unclear whether Pittsburgh will be looking more for a major contributor or a competent fill-in. The latter may be more likely given that both Mercer and Harrison figure to return this year, at least so far as has been reported publicly.

Some more highlights from Heyman’s article, though the synopsis won’t cover everything within the piece, so I’d highly recommend reading it in its entirety…

• The Braves will be deadline sellers, Heyman hears, with Jim Johnson, Juan Uribe and Cameron Maybin among the players that will be available to interested teams. Chris Johnson, too, continues to be available, but there are no takers for his contract, which Atlanta has aggressively tried to move in the past.
• With the Reds expected to trade so many veterans to other clubs, many in the industry expect the team to make a run at extending Todd Frazier beyond his current two-year deal, Heyman writes. (Frazier has one more year of arbitration following his current pact.) Jeff Todd and I have discussed Frazier’s situation on the MLBTR Podcast in the past (and will do so again this afternoon), and I’ve personally taken the stance that given the significant commitments to Joey Votto and Homer Bailey, the Reds could have a difficult time affording Frazier, whose 2014-15 breakout has hugely inflated his price tag. Given the lack of impact bats on the trade market, Frazier would net a king’s ransom and could rapidly expedite the rebuilding process, though the PR hit of trading him with so much control and on the heels of a Home Run Derby victory would of course be significant.
• In other Reds news, Heyman hears Mike Leake’s ground-ball tendencies are appealing to AL East clubs, and he’s drawn interest from the Blue Jays, Orioles and Red Sox in addition to the Royals, Dodgers, Rangers, Cubs and Giants. Manny Parra and Marlon Byrd are both “likely to go” as well.
• Asked about the possibility of signing with the Cubs this offseason due to his relationship with skipper Joe Maddon, Tigers ace David Price replied, “Wherever I play baseball next year it’s not going to be because of a manager.”
• The Astros are interested in both Cueto and Leake, and Houston seems willing to deal from its glut of MLB-ready outfield prospects, including Domingo Santana and Preston Tucker. (Previous reports have indicated they’re reluctant to part with Brett Phillips, however, who may be the best among the outfield bunch.)
• The Brewers are now showing a willingness to trade both Carlos Gomez and Jean Segura, Heyman hears. Though it was previously believed they were reluctant to move Segura, the emergence of Orlando Arcia (the younger brother of the Twins’ Oswaldo Arcia) may have changed Milwaukee’s thinking. However, Arcia himself is also drawing a huge amount of trade interest, and the Padres have called to express interest. One NL exec called him the best player he’s seen in the minors this year, while another comped him to Francisco Lindor, but said Arcia is better. Regarding Segura, Heyman hears that the Mets dislike his free-swinging approach.
• The Twins aren’t closed off to the idea of re-acquiring Gomez from the Brewers, but their primary focus at this point is bullpen help.
• The Mets are aiming high in their pursuit of an outfield bat and have both Gomez and Justin Upton on their radar. They’re not likely to add Aramis Ramirez from the Brewers unless they receive bad news on the prognosis of David Wright. They also have little interest in swinging a deal for Uribe.
• Padres officials insist that they haven’t determined their course of action heading into the deadline, but Heyman writes that free-agents-to-be such as Upton, Ian Kennedy, Joaquin Benoit and Will Venable could be traded regardless. James Shields’ backloaded contract limits his value, but one GM felt Benoit has “big value” and Heyman notes that Craig Kimbrel would be in huge demand as well, should the Padres try to recoup some value from that deal.
• Cueto, Samardzija and Leake are atop the Blue Jays’ wish list, and the team was also in talks with the Braves regarding Jason Grilli prior to his season-ending injury. A top starting pitcher is Toronto’s top priority at this point, says Heyman. He also adds that there’s no evidence to suggest that manager John Gibbons is on the hot seat.

11:04am: The Reds and left-hander Manny Parra have reached an agreement on a two-year, $5.5MM contract, according to Jon Heyman of CBS Sports (Twitter links). Parra is represented by agent Joe Urbon of CAA Sports.

Parra, 31, enjoyed a tremendous rebound campaign for the Reds in 2013, posting a 3.33 ERA with 11.0 K/9, 2.9 BB/9 and a 43.8 percent ground-ball rate in 46 innings. Parra demonstrated a significant platoon split, however, holding left-handers to a brilliant .167/.237/.238 batting line but yielding a .310/.370/.524 line to right-handers.

His ideal role appears to be that of a left-handed specialist, though his usage will depend on new manager Bryan Price. Last season, Dusty Baker split Parra's time evenly, allowing him to face 95 right-handers and 93 left-handers. Under Price, who served as the team's pitching coach in 2013, Parra completely abandoned his slider and changeup in favor of a fastball/curveball/splitter mix that appears to have been quite effective. He also saw his average fastball velocity jump to a career-best 93.4 mph.

While Parra's platoon split is more pronounced than that of Javier Lopez, Reds GM Walt Jocketty was able to secure an arm that was similarly effective against left-handed batters for less than half the price of Lopez's three-year, $13MM contract with the Giants. Though Jocketty hasn't made any large splashes yet this offseason, this is the third two-year deal he's agreed to with a free agent. The Reds have also signed utility man Skip Schumaker and backstop Brayan Pena to two-year deals.

Here are some more items from around the NL East…

• The Nationals are interested in free agent southpaw Boone Logan, Adam Kilgore of the Washington Post reports.  Logan posted strong numbers out of the Yankees bullpen over the last four seasons and is expected to fully recover from recent surgery to remove a bone spur from his throwing elbow. 
• Kilgore notes that Washington is expected to target left-handed relief this winter and besides Logan, the team could also check in on J.P. Howell or Manny Parra, as the Nats had interest in both pitchers last offseason.
• Also from Kilgore, an American League executive tells him that the Nationals would likely have to part with Anthony Rendon as the key piece of a David Price trade package.
• Marlins president David Samson discussed Giancarlo Stanton's contract and the Marlins' policy against no-trade clauses in an appearance on MLB Network Radio's Inside Pitch with Jim Bowden and Casey Stern on SiriusXM.  Juan C. Rodriguez of the South Florida Sun Sentinel has a partial transcript of Samson's comments.
• If the Marlins are serious about convincing Stanton to stay over the long term, MLB.com's Joe Frisaro says the club needs more stability in the dugout.  Frisaro notes that in Stanton's short career, he has already played under five different managers and five different hitting coaches.
• Of their two first base options, the Mets would reportedly prefer to trade Ike Davis over Lucas Duda, though Andy Martino of the New York Daily News thinks Davis is a better option for the team going forward.
• From earlier today on MLBTR, Zach Links shared some more NL East notes, and we also posted team-centric collections of about the Phillies and the Mets.

• Win or lose, Pirates GM Neal Huntington hopes to keep his team together for 2014, writes Danny Knobler of CBSSports.com.  That means keeping veteran pitcher A.J. Burnett and midseason acquisitions Marlon Byrd and Morneau.  Byrd figures to see a significant raise over his $700K salary while Morneau ($15MM) and Burnett ($16.5MM) will obviously earn less in 2014.
• John Fay of the Cincinnati Enquirer (on Twitter) says that there's a decent chance that the Reds will re-sign reliever Manny Parra.  The soon-to-be 31-year-old pitched to a 3.33 ERA with 11.0 K/9 and 2.9 BB/9.
• John Erardi of the Cincinnati Enquirer believes that Mets minor league skipper Wally Backman would be a good fit for the Reds' managerial vacancy.
• The Cardinals' 2009 draft class is a huge reason for their success in 2013, writes MLB.com's Jenifer Langosch.  That draft saw St. Louis tap Shelby Miller (first round), Joe Kelly (third), Matt Carpenter (13th), Trevor Rosenthal (21st) and Matt Adams (23rd).
• Rick Hummel of the St. Louis Post-Dispatch looks at the host of Pirates first-round picks that didn't work out but notes that the trend began to change with Neil Walker in 2004. Since that time, the Bucs have also selected Andrew McCutchen, Pedro Alvarez and Gerrit Cole in the first round.

Donald, acquired from the Indians in the Shin-Soo Choo trade, was beat out by non-roster invitee Cesar Izturis. Fay tweets the deciding factor was Izturis' ability to play shortstop and serve as a backup to starter Zack Cozart.

Arredondo, who is in the final year of a contract he signed in January 2012 and will still be arbitration eligible in 2014 and 2015 as a Super Two, lost out to Manny Parra and Alfredo Simon for a spot in the Reds bullpen. 

4:06pm: The Reds announced that they signed left-hander Manny Parra to a one-year contract (Twitter link). The club designated right-hander Todd Redmond for assignment in a corresponding move.

Parra appeared in 62 games for the Brewers in 2012, posting a 5.06 ERA with 9.4 K/9 and 5.4 BB/9 in 58 2/3 innings of relief work. The Brewers non-tendered the 30-year-old earlier in the offseason instead of paying him a projected $1.6MM salary. Parra, a CAA Sports client, also drew interest from the Cardinals, Pirates and Mets this winter. He joins a Reds bullpen that includes left-hander Sean Marshall. 

Redmond made his MLB debut in 2012, starting one game at the big league level. The 27-year-old spent most of the season at Triple-A, where he posted a 3.63 ERA with 8.2 K/9 and 2.4 BB/9 in 148 2/3 innings. The Reds acquired him from the Braves for Paul Janish last July.

• The Twins still have interest in free agent outfielder Scott Podsednik, but they're not looking to sign free agent outfielder Ryan Sweeney.  We recently learned that the Mets aren't among the teams in on Podsednik.  The club had brief talks with Sweeney's representatives earlier in the winter.
• Minnesota had interest in signing free agent starter Freddy Garcia in December but they haven't checked in on him since.  The Twins have also cut off contact with free agent pitcher Manny Parra.  The Twins, along with the Reds and Rockies, were said to be interested in Garcia late last year.
• The Twins have not inquired about free agent shortstop Jason Bartlett, nor free agent second baseman Kelly Johnson.
• The Twins never made an offer to shortstop Cesar Izturis, who signed a minor league deal with the Reds on Wednesday.  General Manager Terry Ryan & Co. never had an interest in free agent starter Aaron Cook before he signed with the Phillies either.  
• Minnesota could have free agent starter Armando Galarraga on a minor league deal but aren't interested in him.  The right-hander hooked on with the Astros on a minor league contract last year after being cut by the Orioles.

• Scott Rolen remains undecided on whether he'll retire or continue his playing career, his agent tells John Fay of the Cincinnati Enquirer. If Rolen decides he wants to play, Fay believes the Reds could be interested in bringing him back in some role.
• Former Rockie Ryan Spilborghs is drawing serious interest in Japan, according to Troy Renck of the Denver Post (Twitter link).

• In their hunt for left-handed relief help, the Cardinals have inquired on Manny Parra and explored what it would take to sign Sean Burnett, according to Derrick Goold of the St. Louis Post-Dispatch. The Cards are expected to find their man fairly soon, says Goold.
• Dan Johnson, who was non-tendered by the White Sox last week, is interested in returning to the Rays, but may end up in Japan, tweets Marc Topkin of the Tampa Bay Times.

• The Pirates made an attempt to land pitching prospect Taijuan Walker in a deal for Garrett Jones, but were rebuffed by the Mariners, according to Rob Biertempfel of the Pittsburgh Tribune-Review.
• Tom Haudricourt of the Milwaukee Journal Sentinel adds the Pirates to the list of teams with interest in Manny Parra (Twitter link).
• Brewers GM Doug Melvin remains undecided on whether the team will pursue a contract extension for Corey Hart, writes Haudricourt. Melvin, who typically works out extensions in the spring, told Haudricourt that a Hart extension isn't something the club would address at the Winter Meetings.
