• The Tigers announced tonight that they’ve optioned lefty Chad Bell to Triple-A Toledo and will select the contract of right-hander Zac Reininger prior to Thursday’s contest. The 24-year-old Reininger was Detroit’s eight-round pick back in 2013 and has had a strong season across three minor league levels in 2017, rising from Class-A Advanced to Triple-A. In 63 2/3 total innings, Reininger has posted a 2.54 ERA with 8.5 K/9 against 2.5 BB/9. His ground-ball rate was a strong 53.4 percent in 28 Class-A frames but has fallen to the 39 percent range in the upper minors.

• Angels lefty Rob Rasmussen has elected to retire, per a club announcement (via J.P. Hoornstra of the Los Angeles News Group, on Twitter, who also had an interesting recent profile on the southpaw). According to MLB.com’s Alden Gonzalez, via Twitter, the UCLA grad is off to pursue a business degree. The 26-year-old Rasmussen logged 26 2/3 innings with the Blue Jays and Mariners over the past two seasons, though he struggled in 2015 after a nice 2014 debut. Originally a second-round pick of the Marlins, Rasmussen’s career will come to a close with a 3.71 ERA in the minors to complement his small sample of big league work.
• Former big leaguer Jeff Kobernus has joined the indy league Lancaster Barnstormers, Jason Bristol of Pennsylvania’s CBS 21 reports (Twitter link). The club confirmed the move on Twitter and also announced that it will bring back righty Mark Lamm, who has also pitched recently in the upper minors in the Braves system. The 27-year-old Kobernus tallied 44 plate appearances with the 2013-14 Nationals and spent an injury-shortened season in the Giants system last year. He’s a lifetime .295/.354/.375 hitter at the Triple-A level and will hope to jump back into affiliated ball with a strong showing on the independent circuit.

• Catcher Ryan Lavarnway has elected free agency rather than taking an outright assignment from the Orioles, the club announced. The 27-year-old received just 32 plate appearances with Baltimore, registering only three hits. He has yet to make good on his former promise, but should have no trouble finding another club interested in giving him a slot at Triple-A to get back on track.
• The White Sox released Jairo Asencio, according to a tweet from its Triple-A affiliate. Asencio, 31, has tossed 55 2/3 big league innings in parts of four years, but has not appeared in the majors since 2013. He worked to a 5.03 ERA in 19 2/3 innings at Triple-A, but did rack up an impressive 28 strikeouts against just six walks.
• Both outfielder Engel Beltre and utilityman Jeff Kobernus have signed minor league deals with the Giants, Matt Eddy of Baseball America reports on Twitter. Both have a smattering of big league experience, though neither has hit much in limited action. Beltre was a long-time Rangers farmhand, while Kobernus has only previously appeared professionally in the Nationals organization (though he did spend a spring with the Tigers as a Rule 5 pick before being returned).
• The Blue Jays announced that right-hander Todd Redmond has cleared waivers and been sent outright to Triple-A Buffalo. Redmond was designated for assignment a week ago and will have the option to reject the assignment in favor of free agency. He pitched well in more than 70 innings for the Jays in both the 2013 and 2014 seasons, but he’s struggled in 2015, yielding 11 runs in 8 1/3 innings of work thus far.
• The Astros and Cuban right-hander Yoanis Quiala have agreed to terms on a minor league contract, reports Scout.com’s Max Wildstein. Evan Drellich of the Houston Chronicle tweets that the Astros view Quiala as a starting pitcher, though he did work mostly in relief in his lone pro season in Cuba. The 22-year-old Quiala made 16 appearances (nine in relief, seven from the rotation) in the 2012-13 season in Cuba, totaling 52 2/3 innings with a 2.22 ERA, 5.6 K/9 and 2.4 BB/9. Jorge Ebro of El Nuevo Herald reported (Spanish link) back in November that Quiala had been granted free agency by Major League Baseball, adding that he can run his fastball up into the mid-90s. Given his age and limited experience, Quiala would be subject to international signing limitations. Because the Astros have already spent the vast majority of their 2014-15 budget, it seems unlikely that Quiala received a significant bonus; even $1MM would put Houston well over their allotted pool. Ben Badler of Baseball America ran down all of Houston’s significant expenditures in his April review of their international signings.
• The KT Wiz of the Korea Baseball Organization have signed first baseman Dan Black, who had been playing with the Triple-A affiliate for the White Sox, Han Lee of Global Sporting Integration reports (on Twitter). Black, 27, is a former 14th-round pick of the White Sox (2009) that was hitting an impressive .324/.457/.568 with six homers in 34 games for Triple-A Charlotte this season. He’ll be paid $300K, according to the Yonhap News Agency, and will be replacing former big league right-hander Andy Sisco on the Wiz’s roster. Sisco, who was recently released by the Wiz (according to the Yonhap), posted a 6.23 ERA with 42 strikeouts but 25 walks in 39 innings of work with the Wiz in what was his only KBO action to this point of his career.

Kobernus, a second-round pick back in 2009, has seen limited big league action in each of the last two seasons. With just 44 MLB plate appearances to his name, most of his time over 2013-14 was spent at the Triple-A level, where he owns a .296/.356/.378 slash with 57 steals in 647 total turns at bat.

Primarily a second baseman, Kobernus has diversified his defensive repertoire by spending time in the outfield of late. As with outfielder Eury Perez and infielder Zach Walters, both of whom were parted with last year, Kobernus was an upper-level depth piece who no longer had a place in the organization.

• Jon Heyman of CBS Sports hears that the Phillies have made John Mayberry Jr. available in trades (Twitter link). Reports in January indicated that Mayberry could be shopping Spring Training, and more recent reports have suggested that the Astros are interested in Mayberry as a potential first base option.
• Two other important developments occurred today with respect to the Phillies' bench. The club announced that utility man Freddy Galvis has been diagnosed with a MRSA infection while first baseman/outfielder Darin Ruf has a grade 1-2 oblique strain. As MLB.com's Todd Zolecki reports (here and here), Galvis has been hospitalized and has no timeframe given the nature of the affliction, while Ruf is expected to be out for four to six weeks. With the club's projected Opening Day DL growing, there are clear roster implications, Zolecki writes. Needless to say, a Mayberry trade may be tough to cover.
• MLB.com's Bill Ladson profiles Nationals right-hander Chris Young and his comeback from injury after thinking his career was finished in 2013. Ladson writes that right shoulder pain had plagued Young so much over the past four years that he was unable to sleep on the right side of his bed. However, Nationals medical director Wiemi Douoguih and the Syracuse medical staff believed that the problem was not in Young's shoulder, recommending that he see a specialist in St. Louis. Young learned that he actually had thoracic outlet syndrome, and after undergoing surgery to alleviate the ailment, he is throwing free and easy. Nats pitching coach said Young's fastball is back up to 87 mph — close to the 88.7 mph he averaged in 2007 when he posted a 3.12 ERA.
• Meanwhile, young righty Blake Treinen has made a late push for a rotation slot with the Nationals, writes Adam Kilgore of the Washington Post. One of the young arms received in the Michael Morse deal (along with A.J. Cole and the since-dealt Ian Krol), Treinen would require the team to clear a 40-man spot to break camp.
• One possible route to opening a slot on the roster would be to deal the versatile Jeff Kobernus, writes Kilgore. The speedy 25-year-old would draw trade interest, a scout says. Kobernus played in center today, which Kilgore says could have been intended to showcase him for other clubs.

Maya, a 31-year-old righty who hails from Cuba, has disappointed since the Nats gave him $8MM to sign as an international free agent. In just 59 career big league innings, Maya has struggled to a 5.80 ERA and posted a substandard 4.1 K/9 and 3.2 BB/9. In his only appearance this season, he surrendered a walk-off home run to Pablo Sandoval. 

Kobernus, a 2009 second-round pick, was a Rule 5 draftee of the Tigers this past offseason. After challenging for a roster spot with Detroit in the spring, he was returned to the Nationals. Primarily a second baseman for much of his career, Kobernus has seen significant time in the outfield of late, both with the Tigers over the spring and with the Nationals' Triple-A affiliate. He earned the promotion by posting a .333/.378/.420 line over his 193 plate appearances this season.

1:46 PM: The Tigers will return Rule 5 Draft pick Jeff Kobernus to the Nationals, Amanda Comak of the Washington Times reports (on Twitter). He will return to the Nats' minor-league system. Kobernus, an infielder, .282/.325/.333 in 330 at bats for Double-A Harrisburg in 2012. In accordance with Rule 5 guidelines, the Nationals will have to pay the Tigers $25K in exchange for Kobernus.

• Martin also says the Yankees' current catchers, Francisco Cervelli and Chris Stewart, are well-equipped to replace him, particularly on defense. "Both those guys can catch," Martin says. "I learned some stuff from Stewart last year just on how quick he is, first of all. Just throwing the ball to second base, and how quick his hands are. His game calling is really good. His receiving’s really good. So defensively, both those guys have got a lot of upside."
• Tigers GM Dave Dombrowski has to figure out what to do with the team's two players from the Rule 5 Draft, pitcher Kyle Lobstein and second baseman Jeff Kobernus, MLB.com's Jason Beck writes. It might be possible for Dombrowski to work out a trade with the Rays to keep Lobstein and send him to the minor leagues, Beck suggests, but swinging a deal with the Nationals to keep Kobernus will be more difficult.
• The Dodgers have signed four international players, Ken Gurnick of MLB.com reports. Three of those players, shortstop Dennis Santana, shortstop Carlos Aquino and left-handed pitcher Cesar Romero, are from the Dominican Republic. The fourth, Dashenko Ricardo, is from Curacao and played catcher for the Netherlands in the World Baseball Classic. Ricardo had previously played in the Orioles and Giants organizations. The Giants released him in January.

• Chris McGuiness has impressed the Indians at first and in the outfield, writes Paul Hoynes of The Plain Dealer, and the team is loath to return him to the Rangers.  According to manager Terry Francona, "in a perfect world, I wish he wasn't a Rule 5 pick and he was in our minor league system."  If the Indians are unable to keep McGuiness on the big league roster, Francona "hope[s]" that a trade can be worked out to keep him in the system, adds Jordan Bastian of MLB.com.
• Jeff Kobernus, primarily an infielder in the Nationals system, continues to battle with Quintin Berry for a spot in the Tigers outfield, writes Jim Hawkins of MLB.com.  While it is "possible" that both players could make the roster, according to manager Jim Leyland, that scenario is a "longshot."
• Another player plucked from the Nationals, left-handed pitcher Danny Rosenbaum, "has put up a nice argument for himself in the competition for a middle-relief spot" with the Rockies, writes Thomas Harding of MLB.com.  Rosenbaum, who never saw a big league camp while in the Washington organization, spoke with Nats' reliever Craig Stammen to learn how to transition from the rotation to the bullpen.
• Outfielder Ender Inciarte is in the midst of a solid spring and is making a play for the Phillies' fifth outfielder role, according to Todd Zolecki of MLB.com.  Just 22 years old, Inciarte never played above High-A ball in the Diamondbacks organization.
• Josh Fields came to the Astros from the Red Sox with the first pick in the Rule 5 draft, and acknowledges being "really, really excited when Houston picked me up."  As Adam Berry of MLB.com writes, the rebuilding Houston franchise hopes that the 27-year-old, righthanded reliever is ready for the big leagues after he posted a solid 2012 season in Triple-A Pawtucket.

• Scott Kazmir told Jordan Bastian of MLB.com that he had a variety of offers to choose from but chose to sign with the Indians mostly due to the presence of manager Terry Francona (via Twitter). The 29-year-old lefty signed a minor league deal with Cleveland in December and will be given an opportunity to crack the squad's starting rotation.
• The Twins remain uninterested in signing free agent Freddy Sanchez, who has been plagued by injuries the past two seasons, writes Darren Wolfson of 1500 ESPN (on Twitter). Sanchez, 35, last appeared in over 100 games during the 2010 season with the Giants where he posted a batting line of .292/.342/.397.
• The Tigers remain in need of a right-hander off the bench and will look to find the right piece internally before exploring the free-agent market, says Jason Beck of MLB.com. According to GM Dave Dombrowski, Danny Worth and Jeff Kobernus will receive heavy consideration for the open spot on the roster.

Players are eligible for the Rule 5 Draft if they aren't on the 40-man roster four or five years after signing, depending on the age at which they signed. Teams draft in the reverse order of the previous season's standings but aren't required to make a selection. If they do choose a player, they pay his former team $50K and must keep that player on the Major League roster all season or offer him back to his original team for $25K.
