Guerra, 28, once ranked as one of the top prospects in all of baseball while rising through the Red Sox and Padres systems as a shortstop. After struggling at the plate as he climbed the minor league ladder, however, he moved to the mound and has now appeared in each of the past five big league seasons, splitting time between the Padres, Rays and Brewers. Guerra is one of the game’s hardest throwers, averaging 98 mph on his heater and at times climbing into triple digits, but he’s battled significant command issues that have hampered his results.

In 63 MLB innings, Guerra has walked 14.3% of his opponents. He hasn’t balanced that out with the type of gaudy strikeout rate one might imagine either, setting down just 15% of his opponents on strikes. The poor command of his power repertoire has contributed to an ugly 6.43 ERA in the big leagues, but Guerra sports a career 2.87 ERA, 28% strikeout rate and far more palatable 9.6% walk rate in 78 1/3 Triple-A innings across two seasons. He’ll look to match that form more closely with the Tigers. And, at 28 years of age, if Guerra can harness his power arsenal in NPB and improve his command, he’s young enough to parlay this stint into a big league return down the road.

As for Neuse, he’ll be a familiar name for fans of the A’s, Dodgers and perhaps the Nationals (who selected him in the second round of the 2016 draft and traded him to Oakland alongside Jesus Luzardo for both Ryan Madson and Sean Doolittle). The now-28-year-old infielder hit .212/.262/.296 in parts of three seasons between Oakland and Los Angeles (420 plate appearances) and turned in a .240/.295/.328 batting line with Hanshin last season.

As for Beasley, the 28-year-old pitched 24 2/3 innings of 5.84 ERA ball between the D-backs and Blue Jays from 2020-22. He tossed 41 innings for the Tigers’ top-level club in 2023 (plus 44 innings with their minor league squad) and handled himself quite nicely, logging a 2.20 ERA with a 25.3% strikeout rate and 7.6% walk rate in that time.

Electing free agency is the anticipated outcome for these players. There’ll surely be more to test the market in the coming weeks. We’ll offer periodic updates at MLBTR, including a list of 29 players last week. The next group, courtesy of the transaction tracker at MiLB.com:

JULY 19: The Rays have designated right-hander Javy Guerra for assignment and recalled righty Calvin Faucher from Triple-A Durham, per a club announcement.

It’s been an eventful eight months for Guerra, who was traded from Tampa Bay to Milwaukee back in November, then designated for assignment and traded back to the Rays in April. This is now the second time the Rays have designated him for assignment since reacquiring him; he cleared waivers back in May and chose to accept an outright assignment at the time.

In 11 innings with the Rays this year, Guerra has posted a 4.09 ERA but issued more walks (13) than strikeouts (nine). The former top infield prospect, who converted to the mound five years ago, boasts a heater that averages 98 mph but doesn’t miss nearly as many bats as one would expect from someone with plus velocity. He’s fanned just 15% of his opponents against a 14.3% walk rate while pitching to a 6.43 ERA in 63 innings at the Major League level.

The Rays will have a week to trade Guerra or attempt to pass him through outright waivers. As was the case back in May, he’d have the option of rejecting an outright assignment in favor of free agency even if he does clear.

This’ll be Burdi’s second stint of the season with the Rays. He came up earlier in the season and pitched three scoreless frames with a 4-to-1 K/BB ratio before being designated for assignment and passed through waivers. He accepted an outright assignment ten days ago and is now back with the big league club.

Burdi, 28, is a former first-round pick and top prospect whose career has been waylaid by injuries, including 2018 Tommy John surgery and a torn patellar tendon in 2019. He inked a minor league deal with the Rays over the winter, and while he got out to a rocky start in Durham this season, he’s tossed seven innings and allowed just one run over his past four appearances. Add in the three shutout big league frames, and he’s been quite effective dating back to mid-April, even in spite of an ugly 5.56 ERA in Triple-A.

Guerra, 27, has bounced between the Rays and Brewers over the past six months. Tampa Bay originally acquired him from the Padres in exchange for cash last April. After tossing 16 innings of 3.38 ERA ball with elite velocity but sub-par strikeout and walk rates, he was traded to the Brewers in an offseason swap that netted right-handed pitching prospect Victor Castaneda. The Brewers designated Guerra for assignment after he walked nine batters against five strikeouts while pitching to an 8.64 ERA in 9 1/3 innings, and Milwaukee flipped him right back to Tampa Bay for a player to be named later.

Guerra walked another nine batters in an even smaller sample of five innings (28 total batters faced) before being designated for assignment by the Rays. The former top shortstop prospect has been working to make the jump to a successful reliever, but his command is in clear need of refinement. He pitched 41 2/3 innings of 1.74 ERA ball with a 31.9% strikeout rate and 9.8% walk rate with Durham last season, and if he can get back to that form, he could yet be a prominent bullpen piece for the Rays.

As for Chirinos, he worked 9 1/3 shutout innings with a 5-to-2 K/BB ratio to kick off his comeback from Tommy John surgery earlier this year, but his work of late has been far less crisp. Over his past four appearances (one start, three following an opener), Chirinos has a 4.12 ERA in 19 2/3 innings with nine walks against just six strikeouts. His overall season ERA is a strong 2.79, but Chirinos’ matching 9.7% strikeout and walk rates tell another story. Fielding-independent metrics like FIP (4.68) and SIERA (5.74) are far more bearish on his work.

Chirinos’ workload figures to be monitored this season as well, after he pitched just 33 1/3 innings in 2022. He’s already at 36 1/3 frames on the year between Triple-A and the Majors. He’ll head to Durham for the time being while the Rays figure out how they’ll manage a host of pitching injuries that included Jeffrey Springs (Tommy John surgery), Drew Rasmussen (flexor strain, 60-day IL) and Tyler Glasnow (oblique strain, has yet to his season debut).

Guerra, 27, had joined the Rays after the club acquired him from the Brewers two weeks ago in exchange for cash considerations. It’s been a difficult 2023 campaign for Guerra so far, as the righty has posted a 6.75 ERA with a 7.41 FIP in 13 1/3 innings between his time in Milwaukee and in Tampa. Guerra’s results improved over his 5 innings of work with the Rays, as he surrendered just two runs, but the control woes that saw him struggle in Milwaukee did not change. On the season, Guerra has allowed free passes to a massive 24.7% of batters he has faced, a figure that more than doubles his 12.3% strikeout rate.

Assuming Guerra is not claimed off of waivers or traded again, the righty will head back into free agency and look for a shot with his third club of the season, presumably on a minor league deal.

Guerra’s departure clears room for the right-handed Littell on the roster as he joins the Rays in the Bronx for this afternoon’s game against the Yankees. In 172 2/3 innings of work throughout his career, Littell sports a 4.17 ERA and 4.66 FIP with a 20.6% strikeout rate and an 8.6% walk rate. Littell joins a Rays bullpen that has seen a characteristically high turnover rate behind stalwarts like Jason Adam, Colin Poche, and Ryan Thompson.

April 29: The Rays and Brewers have swung a late-April trade, with right hander Javy Guerra heading to Tampa Bay in exchange for a player to be named later or cash, the teams announced. To make room on the roster, the Rays designated right hander Braden Bristo for assignment.

It’s a return to the Rays for Guerra, who the Rays had only traded to Milwaukee in November of last year. The 27-year-old was off to a poor start with the Brewers, pitching to an 8.64 ERA in 8 1/3 innings and had been designated for assignment. The chief culprit was a staggering 20% walk rate. Guerra had enjoyed some success with the Rays last season, working to a 3.38 ERA over 16 innings.

Guerra made his big league debut for the Padres back in 2019, and compiled a combined 8.46 ERA over 27 2/3 innings for the organization over four years. He found his way to the Rays last year and enjoyed his best run of success in the big leagues there. The 12.9% strikeout rate and 11.4% walk rate he had in Tampa indicated he some outperformance of his peripherals, and the Rays flipped him to Milwaukee at the end of the season for minor leaguer Victor Castaneda. After struggling in Milwaukee, Guerra will now return to Tampa and look to rediscover some success there.

3:04pm: The Brewers announced a series of roster moves Monday, all pertaining to the bullpen. Right-hander Javy Guerra has been designated for assignment, with his spot on the 40-man roster going to veteran lefty Alex Claudio, whose contract has been selected from Triple-A Nashville. Milwaukee also placed righty Matt Bush on the 15-day IL with tendinitis in his right rotator cuff and recalled right-hander Jake Cousins from Nashville.

Guerra, 27, was once one of the top prospects in baseball when he was a shortstop, but he converted to the mound several years ago and has been trying to establish himself as a flamethrowing reliever. He’s seen MLB time with the Padres, Rays and Brewers but has yet to find much consistency. So far in 8 1/3 innings with the Brewers, who acquired him from the Rays in exchange for a PTBNL (Victor Castaneda) back in November, he’s tossed 8 1/3 innings but allowed eight runs on 10 hits, nine walks and a pair of hit batters.

Guerra has averaged a blazing 98.4 mph on his heater this year and 98.1 mph overall in parts of five big league seasons on the mound, but command has regularly been an issue. Overall, he’s tallied 52 innings of relief work between those three previously mentioned clubs and walked nearly as many batters (12.1%) as he’s struck out (14.5%). The Brewers will have a week to trade him or attempt to pass the out-of-options righty through waivers.

Bush’s injury comes on the heels of some pronounced struggles for the 37-year-old this year. He’s pitched 7 2/3 innings but been tagged for seven runs on six hits and six walks with eight strikeouts. It’s a small sample, but that’s a 17.1% walk rate through his first nine appearances, which is nearly 10 percentage points higher than the combined 7.7% mark he posted from 2016-22. Add in that Bush’s average fastball is down from 97.4 mph in 2022 to 94.8 mph in 2023, and there are a few pretty glaring signs that he perhaps has not been pitching at full strength. The Brewers have not yet provided a potential timetable for his return.

Claudio, 31, is a familiar face for Brewers fans, having spent the 2019-20 seasons pitching in the Milwaukee bullpen. He returned on a minor league contract over the winter and has gotten out to a nice start in Nashville, allowing a pair of runs with a 5-to-2 K/BB ratio and a mammoth 73.3% ground-ball rate in his six innings of work so far.

Hearty ground-ball rates are nothing new for Claudio, who’s posted a career 59.8% mark over the life of 347 2/3 innings at the big league level. He struggled upon departing the Brewers organization, pitching to a 5.51 ERA in 32 2/3 innings with the 2021 Angels, but Claudio’s broader body of MLB work is solid: 3.60 ERA (3.83 FIP, 3.67 SIERA), 17% strikeout rate, 6.5% walk rate, 59.8% grounder rate, 14 saves, 51 holds. He does have emphatic platoon splits, however, which makes the three-batter minimum a particularly disadvantageous rule change for Claudio.

Cousins, 28, has given up five runs in 4 1/3 innings with Nashville so far, though virtually all of the damage against him came in one outing. What’s surely of greater intrigue to the organization is that he’s punched out 11 of the 24 batters he’s faced so far (45.8%).

Cousins has just 43 1/3 innings of big league work under his belt to this point in his career, but he’s averaged 95.9 mph with his sinker, 95.3 mph with his four-seamer and notched a massive 17% swinging-strike rate. His 14.7% walk rate and six plunked batters (out of 184 faced) show command that needs some serious refinement, but Cousins has the stuff to miss bats in droves. If he can throw more strikes, as he’d done so far in Triple-A (two walks in 24 batters faced), he has the potential to become a legitimate high-leverage arm. That’s far easier said than done, of course, but it’s easy to see why the Brewers continue to be intrigued by Cousins.

Castaneda, 24, was an international amateur signed by the Brewers out of Mexico in 2017. He’s worked his way up the minor league ladder since then, serving primarily as a starter. Last year, he split his time between Double-A and Triple-A, tossing 120 2/3 innings with a 4.10 ERA. He struck out 22.5% of batters faced in that time while walking 9.9%. Based on his strong work in the minors, Castaneda was considered one of the top 30 prospects in the Brewers’ system in the past two years by both Baseball America and FanGraphs.

If the Rays continue to deploy Castaneda as a starter, he’ll provide some depth to a rotation that’s dealing with a few injuries. Shane Baz underwent Tommy John surgery late last year and might miss the entire season, while Tyler Glasnow has a strained oblique that will force him to miss the start of the campaign. The rotation is still in good shape overall with Shane McClanahan, Drew Rasmussen, Zach Eflin and Jeffrey Springs taking four spots. They also have Luis Patiño, Yonny Chirinos, Josh Fleming and Taj Bradley on the 40-man roster as options to fill in. Castaneda isn’t currently on the 40-man and would need to earn a spot in order to make an impact.

Guerra, 27, started the year in San Diego, but was DFA’d by the Padres after throwing just two innings for them. He was claimed by the Rays, but DFA’d by again them after a handful of appearances. This time, Guerra cleared waivers and was sent to Triple-A only to find himself back in Tampa six weeks later. Altogether, Guerra wound up with a 3.38 ERA across 16 innings of relief work for the Rays. His poor 12.9% strikeout rate and 11.4% walk rate suggested some regression, and sure enough FIP had him pegged at 5.30. He was a lot better at Triple-A, where he logged 41 1/3 innings of work for a 1.74 ERA.

Originally signed by the Red Sox as an infielder out of Panama, Guerra made his way to the Padres in the Craig Kimbrel deal of 2015. He made his debut for San Diego a few years later in 2018, playing 19 games and picking up two hits in 16 plate appearances. He returned to the minors in 2019 working as a pitcher, and after tossing 21 1/3 innings of 3.38 ERA ball, he was rewarded with a return to the big leagues in a relief role. He continued to work between Triple-A and the big leagues over the next few seasons, but never performed well enough to last in San Diego, and across four seasons there he owned an 8.46 ERA through 27 2/3 innings.

Guerra’s one year shy of arbitration, so won’t take much of a financial commitment from the Brewers. He is, however, out of options, so the Brewers will either have to carry them on their big league roster or expose him to waivers.

The move officially brings to an end Yarbrough’s four-plus year run in Tampa Bay. The southpaw debuted in 2018 and spent his first three seasons as a productive innings-eater on the staff. While he wasn’t a traditional starting pitcher, Yarbrough frequently soaked up innings as a bulk pitcher behind an opener. Through the end of the 2020 campaign, he carried a 3.94 ERA in 344 2/3 career innings.

Things have gone off the rails for Yarbrough over the past two seasons. He’s been tagged for an ERA at 4.50 or above in both years, while his average fastball speed has ticked down around 87 MPH after sitting just under 90 earlier in his career. He still throws plenty of strikes and excels at generating soft contact, but his run prevention marks have gone in the wrong direction. Going back to the start of the 2021 campaign, the Old Dominion product has a 4.90 ERA through 50 appearances and 235 frames. The 2022 campaign was particularly challenging, as he was optioned to Triple-A on a couple occasions and missed time with groin and oblique issues.

Yarbrough was in his penultimate offseason of arbitration eligibility. Projected by MLBTR contributor Matt Swartz for a $4.2MM salary if tendered a contract, he’s looked like a trade or non-tender candidate for the past few months. Tampa Bay reportedly shopped him at last week’s GM meetings, but they evidently didn’t find a taker. They can still look to deal him over the next few days, or he can be non-tendered and sent to free agency for the first time.

The Rays acquired Guerra from the Padres in April. He was outrighted off the roster not long after but made it back to the big league club midseason. He provided the Rays with 16 innings of 3.38 ERA ball, but he only managed a 12.9% strikeout rate while walking 11.4% of opponents. The 27-year-old former shortstop throws very hard but hasn’t found much success missing bats at the upper levels.

Madris, 26, was snagged off waivers from the Pirates in September. He didn’t suit up at the big league level in Tampa Bay. He hit .177/.244/.265 through his first 39 MLB games in Pittsburgh. Madris had a much more impressive .297/.366/.510 showing between the two teams’ Triple-A affiliates. He still has a pair of minor league option years remaining, so he could find some interest via trade or waiver claim in the next few days.

As far as the players making it onto the Tampa Bay roster, Mead was one of the easiest calls any team in the majors had to make. A former amateur signee from Australia, the righty-hitting infielder has broken out as one of the sport’s top prospects. Mead slots in 23rd on Baseball America’s most recent top 100, the latest in a long line of excellent infield talents coming up through the system. He hit .298/.390/.532 across 311 plate appearances between Double-A Montgomery and Triple-A Durham and should factor into the MLB mix early next season.

Bradley is a top prospect in his own right, appearing 15th on BA’s list. A fifth-round selection out of a Georgia high school in 2018, he’s flown to Triple-A. The right-hander split his age-21 season between Montgomery and Durham, combining for a 2.57 ERA across 133 1/3 innings while striking out 26.5% of batters faced. He draws praise for his fastball-slider combination and should factor into the rotation mix early next season.

Basabe was originally signed by the Rangers out of Venezuela. Dealt to the Rays in the trade that landed Nate Lowe in Arlington, he’s played his way to Double-A. The 22-year-old has experience all around the infield and combined for an excellent .324/.385/.462 mark between High-A Bowling Green and Montgomery this year.

Jones was a first-round pick in 2019 out of UNC-Wilmington. A switch-hitting shortstop/center fielder with blazing speed, he had a rough year in Montgomery. Jones hit .238/.318/.392 with eight homers and a huge 35.8% strikeout percentage in Double-A. He stole 37 bases, though, and the Rays didn’t want to chance losing his defense and athleticism.

White was a sixth-round selection from Mississippi State in that same draft. The 24-year-old is a pure reliever but has an excellent fastball and could factor into the big league bullpen next year. He spent all of this past season on the injured list.

Marc Topkin of the Tampa Bay Times first reported Yarbrough had been DFA.

Sep. 12, 1:05pm: Topkin relays that McKay has indeed been transferred to the 60-day IL to open up another 40-man roster spot. The Rays also announced the moves, saying that Criswell has been “added” to the roster, with Guerra and Herget “selected.” That would seem to suggest that Criswell is a COVID substitute, temporarily taking Raley’s place on the roster. That means he will be eligible to be removed from the roster at a later date without being placed on waivers.

9:05am: The Rays are making a series of changes to their pitching staff prior to a big five-game series in Toronto that starts tonight (Twitter links from Marc Topkin of the Tampa Bay Times). Three right-handers will be added to the roster: Cooper Criswell, Kevin Herget and Javy Guerra. Two other righties, Luis Patiño and Calvin Faucher, were optioned after yesterday’s game to open a couple of spots on the active roster. Left-hander Brooks Raley will open a third by being placed on the restricted list, ineligible to cross the Canadian-American border due to his unvaccinated status. None of Criswell, Herget or Guerra are on the 40-man roster, which is currently at 39. Raley won’t count against that number while on the restricted list, leaving the club still to open one spot. Speculatively speaking, they could transfer lefty Brendan McKay to the 60-day injusted list in the wake of the news of his Tommy John surgery.

Criswell, 26, made his MLB debut last year with a 1 1/3-inning cup of coffee with the Angels. They placed him on the 60-day IL this year due to shoulder soreness and eventually lost him to the Rays on a waiver claim in July. Since that claim, Criswell has thrown 27 1/3 innings over eight games for the Triple-A Durham Bulls. He has a 3.95 ERA in that time with a 20.8% strikeout rate, 4.7% walk rate and 51.9% ground ball rate. He was designated for assignment in July, getting outrighted after clearing waivers. He will get the start for tonight’s game and could give the Rays at least a few frames. Each of his last eight appearances have been between three and four innings.

Herget, 31, spent many years in the Cardinals’ system and one in Cleveland’s before joining the Rays on a minor league deal. He was selected to Tampa’s roster in August but got designated for assignment before making his MLB debut. He’s thrown 91 2/3 innings over 19 appearances for the Bulls on the year, making him another multi-inning option for the Rays. He has a 2.55 ERA for the season with a 24.7% strikeout rate, 3.8% walk rate and 35.9% ground ball rate.

Guerra, 26, has 34 innings of MLB experience thus far, mostly with the Padres. He was traded to the Rays in April for cash considerations but was designated for assignment in May, clearing waivers and getting outrighted to Durham. He briefly returned to the team as a COVID substitute the last time the Rays traveled to Toronto. He’s been used in the more traditional single-inning reliever role, having thrown 41 1/3 innings over 43 Triple-A games this year. He has a 1.74 ERA in that stretch with a 31.9% strikeout rate, 9.8% walk rate and 47.1% grounder rate.

Thanks to tomorrow’s doubleheader, the Rays and Jays will be playing five games over the next four days, making it fairly logical for Tampa to add some fresh arms. Josh Fleming and Jimmy Yacabonis are also traveling with the team on the taxi squad, making them candidates to be the club’s “29th man” for the twin bill. Along with the Mariners, the Rays and Blue Jays are holding down the American League Wild Card spots, with all three teams within half a game of each other. That means these contests will be key in determining the postseason picture in a few weeks’ time. In this year’s new playoff format, the first round is played entirely in the home field of the top-seeded team, so there’s a meaningful difference between having the first Wild Card spot and the second/third.

The team also recalled left-hander Josh Fleming and optioned right-hander Cristofer Ogando to clear a spot on the active roster. To make room on the 40-man roster for the recently selected Ogando, the Rays transferred J.P. Feyereisen to the 60-day IL. The move pushes the return of the high-leverage righty — who’d logged 24 1/3 innings without allowing an earned run before hitting the IL in early June —  to early August at soonest.

The return of Raley and Thompson will come as something of a relief to a bullpen that covered 17 innings over the course of winning three of four in Toronto, including three innings by Sanders, one by Guerra, and two by Ogando (per Marc Topkin of the Tampa Bay Times, manager Kevin Cash even joked that Raley and Thompson might go a combined 9 innings in their return). While Thompson has struggled to a 5.33 ERA (4.62 FIP) across 25 1/3 innings so far this season, the 34-year-old Raley has been something of a revelation in 2022, posting a sparkling 2.22 ERA (2.09 FIP) behind an elevated strikeout rate (31.7% against 27.2% for his career) and improved walk rate (7.9% against 8.6%).

Tampa Bay also announced that left-hander Jeffrey Springs, who had been slated to start tonight’s game in Toronto, has been scratched and placed on the family medical emergency list. Matt Wisler is instead serving as an opener tonight, and lefty Ryan Yarbrough has been recalled from Triple-A in his place. He’ll be an option to work the bulk of tonight’s innings behind Wisler.

This will be the second stint of the season for Guerra with the Rays. Once a top shortstop prospect with Boston, Guerra moved to the mound during his time in the Padres’ minor league system and has since had brief big league stints as a reliever with Friars and Rays. He pitched 7 1/3 innings for Tampa Bay earlier this season but was rocked for nine runs on 11 hits and four walks with four strikeouts during that brief spell.

Guerra, however, has been lights-out in Triple-A, where he owns a 1.29 ERA with a huge 32.1% strikeout rate against an 8.3% walk rate in 21 innings this season. Half the balls put in play against him have been grounders, and although Guerra served up three long balls in the Majors earlier this season, he’s yet to yield a round-tripper with Durham. While he’s being selected to the roster out of necessity at the moment, it’s hard to argue that he hasn’t earned another look anyhow with that standout performance.

The 27-year-old Sanders made his MLB debut with the Rays earlier this year and has pitched well both in the big leagues (1.80 ERA in 10 frames) and in Durham (3.38 ERA in 18 2/3 innings). The Rays’ 2017 tenth-round pick, Sanders only had his contract selected to the Majors this season, so he’s in the first of what can be three minor league option years for Tampa Bay.

Yarbrough, 30, was the Rays’ innings leader from 2019-21 but has seen his results trend in the wrong direction dating back to the 2021 season. He was optioned for the first time in three years earlier this season and has since pitched 19 innings of 4.74 ERA ball in Durham. He won’t have an easy task, returning to face a righty-heavy Blue Jays lineup at the hitter-friendly Rogers Centre, but an impressive showing could help him to pitch his way back into the big league plans.

• The Orioles announced that third baseman Kelvin Gutiérrez passed through the wire unclaimed and has been assigned to Triple-A Norfolk. Having never previously been outrighted and owning less than three years of MLB service time, Gutiérrez doesn’t have the right to refuse a minor league assignment. He’ll join the Tides and try to play his way back to the big leagues, where he’s seen some action in each of the last four years. The majority of that time came in 2021, when he combined for a .232/.292/.316 showing in just under 300 plate appearances with the Royals and O’s. The 27-year-old logged only sporadic action in each of his other three seasons, including 12 games with Baltimore this year.
• Dodgers reliever Carson Fulmer has cleared waivers, according to the club’s transactions tracker at MLB.com. Selected to the majors last weekend, he stayed on the active roster for just two days and didn’t make an appearance before losing his spot. The 28-year-old is coming off a 6.66 ERA in 25 2/3 innings with the Reds last season, a continuation of big league struggles for the former eighth overall pick. The Dodgers were intrigued enough by Fulmer to take a no-risk flier in the minor league portion of the Rule 5 draft over the offseason. Assigned to Triple-A Oklahoma City, he has allowed only four runs in 11 2/3 innings with 12 strikeouts but eight walks. Fulmer has previously been outrighted, meaning he had the right to refuse the assignment; he is again listed on OKC’s active roster, however.
• Rays reliever Javy Guerra has passed through waivers unclaimed, tweets Marc Topkin of the Tampa Bay Times. A recent convert from shortstop to pitching, Guerra has very little mileage on his arm, including just 24 1/4 innings in the minors. He’s logged 33 frames at the big league level over the past four seasons, with an 8.45 ERA. Lack of results notwithstanding, he’s just 26 years old and is playing catch-up. If he can learn to harness his triple-digit velocity into better results, he could earn himself another shot at the bigs.

Losing Choi is certainly a blow to the club, as he’s off to an incredible start to the year. After 53 plate appearances, he’s slashing .357/.491/.595, good enough for a wRC+ of 226. No timeline has been given for his absence.

Paredes, along with a draft pick, was the return the Rays received for sending Austin Meadows to the Tigers. Just 23 years old, Paredes already has 57 games of MLB experience. He hasn’t done much in that time, hitting .215/.290/.302. However, he’s done much better in the minors, including this year. In 19 Triple-A games this season, he’s hitting .270/.356/.500, 125 wRC+. He’s split his time between third and second base this year, giving the Rays another versatile infield option, alongside Yandy Diaz and Taylor Walls. With Choi out, Diaz could get the bulk of first base playing time, with Walls and Paredes taking starts at third or coming off the bench.

9:32 am: The Rays have selected the contract of right-handed pitcher Robert Dugger, reports team broadcaster Neil Solondz. Fellow righty Javy Guerra has been designated for assignment in a corresponding move.

Once he gets into a game, this will be the fourth straight season of MLB action for Dugger. He made his debut with the Marlins in 2019 and pitched for them again in 2020, before spending 2021 with the Mariners. He hasn’t had much success in the majors so far, throwing 70 2/3 innings with a 7.39 ERA, 14.4% strikeout rate, 9.6% walk rate and 36.1% ground ball rate.

He’s off to a decent start this year, making five starts for the Triple-A Durham Bulls. He’s only thrown 16 innings over those five starts, but with gradual lengthening, throwing two innings, then three innings twice and four innings twice. He has a 3.94 ERA, 19.1% strikeout rate and 10.3% walk rate. The Rays currently have ten pitchers on the injured list, putting a strain on the remaining members of the staff. Furthermore, MLB rosters are going to be shrinking from 28 to 26 tomorrow, with all teams limited by a 14-pitcher maximum. The Rays currently have 15 arms on their active roster, meaning the staff will have to be squeezed after today’s game. Dugger’s ability to cover multiple innings could be valuable in taking a load off some of his teammates. He is out of options, however, meaning he will have to be exposed to waivers if the club continues its usual roster churn and needs another fresh arm down the line.

Guerra, also 26, spent his entire big league career with the Padres until being acquired by the Rays a couple of weeks ago. In 7 1/3 innings this year between the two clubs, he has an unfortunate 11.05 ERA in that small sample size. He doesn’t have a ton of innings on his record overall, as he was a shortstop prospect that switched to pitching in 2019. Also out of options, he’ll likely head onto the waiver wire in the coming days and see if another team gives him a shot. Despite the lack of results so far, he can hit triple digits on the radar gun, which could be enough for some team to take a shot at harnessing that weapon.
