Mujica, 33, has thrown just 6 1/3 innings in the Majors since the end of the 2015 season — all coming with the Tigers last year. The results weren’t exactly pretty, as he served up four homers and seven runs overall, though he did strike out seven without issuing a walk. The right-hander’s work with Detroit’s Triple-A affiliate last season was sound, as he delivered 56 innings of 2.57 ERA ball with 7.4 K/9 against a minuscule 1.4 BB/9 with a 39.5 percent ground-ball rate.

That said, Mujica hasn’t shown much in the Majors since a strong run from 2011-13 with the Marlins and Cardinals. Pristine control helped him to a 2.93 ERA through 206 innings in that frame, but Mujica’s pedestrian strikeout tendencies always led metrics like FIP, xFIP and SIERA to forecast some regression in his future — and that proved to be the case in 2014.

After signing a two-year deal with the Red Sox, Mujica turned in a solid but unspectacular 3.90 ERA with 6.5 K/9, 2.1 BB/9 and a 43 percent grounder rate in 2014. The 2015 season proved far worse, as he averaged just 5.7 K/9 against 1.3 BB/9 with a career-worst 1.9 HR/9 en route to a 4.75 ERA in 47 1/3 innings. Boston cut ties with Mujica early in the season, and he wasn’t much better after being picked up by the A’s.

At his best, Mujica induces an average or better number of grounders with elite control and limited punchouts. If his Triple-A work in 2018 mirrors that of his fine output with Toledo in 2017, then it’s not hard to imagine him getting some innings in the Cardinals’ bullpen as injuries around the big league relief corps inevitably crop up. Mujica is hardly teeming with upside, but he’ll bring some experience to the Redbirds’ depth chart and can be reasonably expected to help keep their Triple-A bullpen competitive.

• The Reds announced this afternoon that outfielder Scott Van Slyke has accepted an outright assignment to Triple-A Louisville after clearing waivers. Cincinnati designated Van Slyke for assignment last week, making it clear that his inclusion in the team’s return for Tony Cingrani was mostly a financial mechanism. Van Slyke has struggled to a .196/.280/.308 in 161 plate appearances across the past two seasons and has posted a marginal .714 OPS through 221 PAs in Triple-A as well. Van Slyke could have rejected the outright assignment in favor of free agency, but doing so would’ve meant forfeiting the remaining $341K on this year’s $1.325MM salary. If he’s no re-added to the 40-man roster before season’s end, Van Slyke will have the opportunity to elect free agency following the season.

Earlier Moves

• Veteran righty Edward Mujica has been outrighted to Triple-A by the Tigers after clearing waivers, per a club announcement. It is not immediately clear whether Mujica has accepted the assignment; he’d have the right to decline it, or instead to elect free agency at the end of the year. The 33-year-old, an eleven-year MLB veteran, had not seen the majors since 2015 but earned a return with a strong showing at the highest level of the minors. But he was bombed for seven earned runs on 11 hits — including four home runs — in his five outings with Detroit.
• Also outrighted was Reds utilityman Arismendy Alcantara, the Cincinnati organization announced. He’s heading to Double-A, with Zach Buchanan of the Cincinnati Enquirer noting on Twitter that the club’s top affiliate is rather well-stocked with infielders. Alcantara, 25, has appeared in the majors in each of the past four seasons, but has struggled to a .189/.235/.315 batting line with 150 strikeouts in his 459 plate appearances. While he has intrigued at times in the upper minors with a blend of power, speed, and defensive versatility, Alcantara just hasn’t been able to turn the corner in his relatively limited opportunities at the game’s highest level — where his swing-and-miss proclivities have been exposed.

Mujica signed a minor league deal with Detroit last winter and posted some excellent numbers (2.35 ERA, 7.6 K/BB rate, 7.4 K/9) in 46 relief innings for Triple-A Toledo.  This performance earned Mujica a promotion on August 3, though the veteran righty was hit hard for 9.95 ERA over 6 1/3 innings, surrendering at least one run in four of his five outings as a Tiger.

Mujica has now pitched in parts of 11 big league seasons with seven different teams, and his Tigers stint marks his first taste of MLB action since 2015.  Mujica was an All-Star in 2013 after emerging as the Cardinals’ closer and posted solid numbers out of the Red Sox bullpen as recently as 2014, though he took a step back in 2015 and then bounced around three different teams’ minor league affiliates last season.

Ferrell, by coincidence, also last pitched in the majors in 2015, with a nine-game cup of coffee accounting for his entire MLB resume.  The 26-year-old was originally drafted by the Tigers in the 26th round of the 2010 draft, and he has a 4.00 ERA, 2.96 K/BB rate and 7.6 K/9 over 546 1/3 IP in the minors.  Working as a full-time reliever this season, Ferrell has an impressive 2.28 ERA and 9.9 K/9 over 55 1/3 innings split between Double-A and Triple-A, holding right-handed batters to just a .482 OPS.

• Per an announcement from the Indians, righty Perci Garner has been released after clearing waivers. Garner was designated for assignment recently. The 28-year-old cracked the majors briefly last year and showed well in the minors, but he has missed a lot of time in 2017 for injury reasons that remain less than clear. When he has pitched, his control issues have resurfaced. Through 14 1/3 Double-A frames, Garner permitted nine walks but also rang up 18 strikeouts while allowing five runs on only seven hits. But he managed to permit seven earned runs on only one hit in his three appearances at Triple-A, owing to eight free passes in just 1 1/3 innings.
• The Marlins have acquired outfielder Eury Perez from the Pirates, per an announcement from the Indianapolis Indians. Perez had been playing for Indianapolis, the Bucs’ top affiliate, since joining the organization on a minors deal over  the winter. He has been productive at the plate (.336/.400/.433) continued to run wild on the bases (22 steals) in a fifty game sample. Perez has seen MLB action in four seasons, though he has just 156 total plate appearances — with a poor .254/.307/.282 batting line — at the game’s highest level.
• The Tigers are set to select the contract of veteran right-hander Edward Mujica, reports SB Nation’s Chris Cotillo (on Twitter). The 33-year-old hasn’t pitched in the Majors since 2015, as he’s spent the past season plus between the Triple-A affiliates for the Phillies, Royals, Twins and Tigers. The former Cardinals closer has generally been excellent in Toledo this season, though, logging 46 innings with 7.4 K/9, 1.0 BB/9 and a 36.5 percent ground-ball rate en route to a 2.35 earned run average. He’ll join a Tigers ’pen that has an MLB-worst 5.18 ERA and recently traded its best reliever, Justin Wilson.

The 32-year-old Mujica (33 in May) opened the 2016 season in the Phillies’ minor league ranks but was granted his release after not being promoted by mid-July. Mujica worked to a 3.69 ERA with 6.2 K/9 against a pristine 0.9 BB/9 (27 strikeouts, four walks) in 39 innings with the Phillies’ Triple-A affiliate in Lehigh Valley. He went on to sign with the Royals but struggled with their Triple-A affiliate before latching on with the Twins’ Triple-A affiliate and again pitching quite well to close out the year. All told, the former Cardinals closer logged a 4.37 ERA with 7.6 K/9 against 1.2 BB/9 in 57 2/3 innings at Triple-A last year.

Mujica, of course, comes with a great deal of Major League experience as well. After breaking into the bigs with the Indians back in 2006 at the age of 22, he cemented himself as a Major League bullpen piece with the Padres in 2009, logging a 3.94 ERA in 93 2/3 innings. From 2009-13, Mujica was a quality, durable reliever for San Diego, Miami and St. Louis, posting a collective 3.31 ERA with 7.4 K/9, 1.4 BB/9 and roughly average ground-ball tendencies. He saved 37 games for the 2013 Cardinals before hitting free agency and inking a two-year deal with the Red Sox. The first season of that deal proved solid, if a bit underwhelming (3.90 ERA in 60 innings), but his 2015 season was split between Boston and Oakland, and the resulting 4.75 ERA was far from impressive.

The Tigers will have Francisco Rodriguez closing games for them to begin the 2017 season (barring a trade) and also project to have Justin Wilson, Bruce Rondon and Alex Wilson in next year’s bullpen. Top prospect Joe Jimenez was dominant in Triple-A last season and could factor into the mix early in the year as well. Veterans Mark Lowe and Mike Pelfrey are also likely ticketed for ’pen work, though each is coming off a dreadful 2016 season and could potentially see his contract dumped if the Tigers are willing to eat some of the remaining cash they’re owed. Among non-roster invitees, Mujica will compete with the likes of fellow former big leaguers Collin Balester, A.J. Achter and Logan Kensing in trying to earn a roster spot this spring.

The 23-year-old Mejia joined the Twins organization last month in a trade for infielder Eduardo Nunez, whom it dealt to the Giants. Currently Baseball America’s 91st-ranked prospect, Mejia doesn’t have lights-out stuff, but the pundits credit him as a sturdy southpaw who limits home runs and walks and should be able to post strong results with a quality three-pitch mix. It’s unclear when he’ll get a chance to slot into the Twins’ rotation, which has been woeful this year. Entering play Saturday, Twins starters had the third-worst ERA and seventh-worst fWAR in the majors. Aside from steady veteran Ervin Santana, Minnesota’s rotation has been downright disastrous as the last-place team has stumbled to a 49-73 record.

Mejia, whom MLBPipeline.com ranks as the Twins’ 10th-best prospect, threw 19 1/3 innings with Rochester prior to his promotion and logged a 4.66 ERA that belied his excellent strikeout and walk rates of 9.31 and 1.4 per nine. In 65 Triple-A frames since last season, Mejia has posted a 4.29 ERA, 9.0 K/9 and 2.9 BB/9. If he sticks with the Twins through year’s end, he’ll become eligible for arbitration after the 2019 season and will be on track to reach free agency at the conclusion of the 2022 campaign.

He’s been reasonably effective overall at the highest level of the minors, carrying a 3.69 ERA in that span, but it wasn’t enough to convince the Philly brass to bring him back to the majors.

That formula has worked for Mujica in the past in the majors, as he carried a lifetime 3.75 ERA with 7.2 K/9 against 1.4 BB/9 when he hit the open market after the 2013 season. Since signing with the Red Sox in the ensuing winter, though, things haven’t gone as well. Over his last 107 1/3 MLB frames, Mujica has allowed 4.28 earned per nine, with particularly rough results last year.

It’s somewhat notable that the Phils didn’t see fit to give Mujica a shot in their pen, since the team had every incentive to see if he can pitch his way into a trade piece. Nevertheless, he looks like a reasonable bet to provide some solid innings to an organization that’s in need of bullpen options.

TUESDAY: The Phillies have released veteran righty Edward Mujica, Matt Gelb of the Philadelphia Inquirer was among those to report on Twitter. Mujica had been in camp on a minor league deal and seemed to have a solid shot at earning a late-inning role.

As an Article XX(B) free agent, Mujica would have been due a roster bonus if kept in the minors to open the season. But he forced the issue by triggering an opt-out provision in his contract — which would have paid him $2.5MM at the MLB level.

Mujica, 31, was long a sturdy pen option. He timed his entry onto the free agent market well, putting up a strong 2013 season — 2.78 ERA; 6.4 K/9 against 0.7 BB/9; 37 saves — before joining the Red Sox. But he’s largely disappointed since. Over 107 1/3 frames in the last two seasons, in Boston and in Oakland, Mujica owns a 4.28 ERA with 6.1 K/9 and 1.8 BB/9. Long balls, in particular, have been an issue.

There’s little question that Mujica will draw interest from other organizations. Indeed, he’s generated solid results this spring. In his 8 1/3 innings, he allowed two earned runs on just four hits and two walks while striking out seven.

• The Nationals made a variety of roster moves today, as Mark Zuckerman of MASNsports.com was among those to report. Top infield prospect Trea Turner was sent down, thus ending any speculation that he might crack the Opening Day roster. Likewise, a series of veterans were moved to minor league camp, including infielder Scott Sizemore and bullpen candidates Aaron Laffey and Nick Masset. As Zuckerman explains, that appears to clarify the remaining battles in those areas, though there are still multiple possibilities for the remaining bench and pen spots.
• Nationals righty Bronson Arroyo is planning to rehab his ailing shoulder and could return to the hill as soon as June, according to MLB.com’s Bill Ladson (via TwitLonger). That’s certainly a better outlook than once had been feared, and it seems possible that Arroyo could provide rotation depth down the line if he can get back to full health.
• The Phillies appear to have stopped their search for outfield depth after adding Will Venable, according to Jayson Stark of ESPN.com (Twitter link). Philadelphia had been inquiring about a number of possibilities, but rival executives tell Stark that the sense is those efforts have been halted.
• Meanwhile, the Phillies appear to be leaning toward keeping Rule 5 pick Daniel Stumpf in the major league pen, manager Pete Mackanin tells Stark (Twitter link). The newly-extended skipper adds that Edward Mujica is “still in the mix,” but seemingly did not commit to handing him an Opening Day roster spot.

• Nationals reliever Matt Belisle may decide to opt out of his contract tomorrow afternoon, writes Bill Ladson of MLB.com. Belisle inked a minor league contract with the Nationals earlier in the winter. His opt out day is tomorrow. To this point, he’s allowed three runs in five and one-third innings. Washington does appear to have a full bullpen in place without Belisle, making it hard to see a spot for him on the 40-man roster. Belisle himself is unsure if he’ll exercise the opt out. His best years came in Colorado from 2011 through 2013.
• The Phillies still have two or three unclaimed spots in their bullpen, writes Jim Salisbury of CSNPhilly.com. Manager Pete Mackanin said the club may add an arm via trade or waivers. There’s also “a good possibility” the team will roll with three left-handed relievers. Dailer Hinojosa, Jeanmar Gomez, David Hernandez, and Brett Oberholtzer are the four guys with relative secure jobs. Salisbury believes veteran Edward Mujica is likely to make the team too, while Andrew Bailey has fallen off in recent outings. Rule 5 pick Daniel Stumpf may be at an advantage if the organization wants to keep him. He would be one of the lefties. Salisbury has a full account of the 12 relievers still in the mix.
• Injuries to the Phillies outfield could open an opportunity for minor league journeyman Cedric Hunter, writes Salisbury. The 28-year-old received five plate appearances from the Padres in 2011. The rest of his career has been spent in the minors. Hunter hit .283/.331/.420 in 515 Triple-A plate appearances with the Braves last season. He also hit 12 home runs with 11 stolen bases. Mackanin is impressed with Hunter’s work in camp, saying “he’s looked good all spring. He’s squared the ball up as well as anyone all spring and he’s shown a good arm. I like him a lot.” The lefty could make for a useful platoon option with Rule 5 pick Tyler Goeddel.
• Updating a report from yesterday, Braves outfielder Jeff Francoeur is likely competing with Emilio Bonifacio and Michael Bourn for one of two spots, writes Mark Bowman of MLB.com. Bowman suggests the club is set to either trade or release Nick Swisher, but their plans for Bonifacio and Bourn are less certain. Last season, Francouer drew praise from Phillies players and coaches for his role as a mentor. The Braves are in a similar rebuild, adding value to mentor-type veterans.

• Like most organizations, the Phillies have several opt-out dates approaching — particularly in their relief corps. As MLB.com’s Todd Zolecki writes, the Phils face potential decisions on Edward Mujica (Saturday) and Ernesto Frieri (next Thursday) in short order, with Andrew Bailey (May 1) and James Russell (June 1) to follow. Mujica seems destined for a big league job, says Zolecki, while it’s not clear that Frieri will make it onto the active roster after rough results thus far.
• Members of Braves brass like Jeff Francoeur as a right-handed bench bat, which means the club could elect to give him its last outfield spot over Nick Swisher and Emilio Bonifacio, according to David O’Brien of the Atlanta Journal-Constitution. The Braves brought Swisher to camp with the hope that he’d show well enough to entice another team to trade for him. While Swisher has hit .294/.429/.382 in 34 at-bats, a deal hasn’t come along. Thus, the Braves could ultimately eat the 12-year veteran’s entire $15MM salary in order to get rid of him. Bonifacio, who’s due a much more palatable $1.25MM this year, is potentially movable. If not, the Braves will have an easier time eating his contract than Swisher’s.
• Elsewhere, Mike Foltynewicz is favored to beat out Williams Perez and Manny Banuelos for the Braves’ fifth starter spot, per O’Brien. Regardless, the Braves won’t need a fifth starter until April 12, so they might start the season with an eight-man bullpen. That would ostensibly bode well, at least temporarily, for the out-of-options Jose Ramirez and Rule 5 pick Dan Winkler.
• MLB.com’s Mark Bowman agrees that Foltynewicz is making a strong case for a rotation slot with the Braves. He has recovered quicker than expected from a scary bout with a blood clot. Meanwhile, John Gant has remained in the running longer than might have been expected. Per Bowman, the 23-year-old, who came over in last year’s Juan Uribe/Kelly Johnson swap with the division-rival Mets, may be in line behind Foltynewicz and Jhoulys Chacin.
• Meanwhile, the Braves will be looking around for southpaw relievers as players begin to shake loose from other organizations, Bowman suggests. Ian Krol has underwhelmed and doesn’t seem likely to take a roster spot, leaving Alex Torres as perhaps the only southpaw currently in camp who’ll be on the Opening Day roster. One internal option that could re-enter the picture, he adds, is Hunter Cervenka, who has already been shipped down to minor league camp.

• Phillies president Andy MacPhail says the organization will learn plenty this season about how quickly it can return to being competitive, Todd Zolecki of MLB.com writes. “What we’re going to find out this year more than anything is what kind of track we’re on,” says MacPhail. “That’s going to be determined by the 25 we break with. It’s also going to be determined by how some of those next-level guys progress and how many of them demonstrated they’re ready to come to the big leagues.” MacPhail adds that the team will be careful with the promotions of top prospects (like J.P. Crawford, Nick Williams, Jake Thompson, Mark Appel, Jorge Alfaro and Roman Quinn) — the Phillies don’t want to have to demote their top youngsters after they’ve been promoted for the first time, so they want to make sure they’re sure they ready before they call them up.
• After sending Ken Giles to the Astros, the Phillies have plenty of space in their bullpen, Zolecki notes. They added David Hernandez on a big-league deal this offseason and hope to use one or perhaps more of four minor league signees — Andrew Bailey, Ernesto Frieri, Edward Mujica or James Russell — as late-inning options. Of course, Bailey pitched sparingly in 2015 and the other three had rough seasons, but all except the lefty Russell have closing experience, and the Phillies aren’t counting on all four to be successful. “I can’t say they’re all going to be as impressive,” says manager Pete Mackanin. “I’d like to believe that more than a couple guys are going to make our job difficult.”

11:02am: The Phillies announced that they have signed free agent right-handed pitchers Andrew Bailey and Edward Mujica to minor league contracts.  The deals include invitations to attend major league camp as non-roster invitees.

Bailey, 31-year-old, tossed 8 2/3 innings for the Yankees this season but allowed eight runs in that time. He’s spent the past two years in the Yankees’ minor league system, battling back from shoulder injuries that have halted the former Rookie of the Year and American League All Star’s career. Bailey notched a tidy 2.57 ERA with 10.8 K/9 against 2.8 BB/9 in 35 innings across four minor league levels this season as he worked his way back to the Majors.

Mujica, meanwhile, is coming off of a rough year in which he posted a 4.75 ERA with 5.7 K/9 and 1.3 BB/9 across 49 appearances.  In May, the reliever was traded from the Red Sox with cash to the Athletics for a PTBNL/cash.  Unfortunately for Oakland, they did not get the Mujica of old.
