  • The Diamondbacks have optioned Cuban outfielder Yasmany Tomas, the team reports via Twitter. The club signed Tomas for $68.5MM over the offseason. He struggled both defensively and offensively this spring. A stint in Triple-A should give him time to adjust to the outfield and improve his plate approach.
  • Phillies Rule 5 pick Andy Oliver has elected free agency after he was outrighted, the club announced via Twitter. The hard throwing lefty has struggled with walks throughout his career. That continued this spring with 11 walks and 22 strikeouts in 12 and two-thirds innings. The club also announced on Twitter that they reassigned catcher Rene Garcia, first baseman Russ Canzler, and infielder Cord Phelps to Triple-A.
  • Marlins utility infielder Reid Brignac has accepted an outright assignment to Triple-A, tweets Joe Frisaro of MLB.com. In 905 major league plate appearances, Brignac has a .222/.266/.314 line.
  • Athletics pitcher Barry Zito has accepted an outright assignment to Triple-A, tweets Jane Lee of MLB.com. The former star is working his way back from a one-year hiatus. He posted a 4.79 ERA in 20 and two-thirds spring innings. The 37-year-old struck out 14 and walked five. A former ninth overall pick of the A’s, the southpaw struggled after moving across the Bay to San Francisco on a seven-year, $126MM contract. That deal concluded after the 2013 season.
  • The Red Sox have released Casey Crosby, Bryan LaHair, and Matt Hoffman per the MLB transactions page. Crosby was once a top prospect with the Tigers, but the 26-year-old lefty has yet to develop command. Lahair, 32, had a nice run with the Cubs in 2012 when he hit .259/.334/.450 with 16 home runs in 380 plate appearances. He spent the 2013 season in Japan and split 2014 between Cleveland’s Double and Triple-A clubs.
  • The Phillies have released shortstop Tyler Greene according to the MLB transactions page. Greene, an 11th round pick, was once rated among the Phillies’ best prospects. He missed the entire 2014 season and has never posted a strikeout rate below 33 percent at any level.
  • The Giants have released pitcher Edgmer Escalona per the MLB transactions page. Escalona pitched in parts of four seasons for the Rockies, accruing 100 innings. He has a career 4.50 ERA with 6.39 K/9 and 2.88 BB/9.
  • The Cubs have released lefty pitcher Francisley Bueno according to the transactions page. The 34-year-old has pitched in parts of four season for the Braves and Royals. The soft tossing lefty has a career 2.98 ERA with 4.92 K/9 and 1.79 BB/9 in 60 innings. He’s a pure platoon pitcher.
  • The Braves released former closer Matt Capps per MLB.com. The righty last appeared in the majors in 2012. He has a career 3.52 ERA with 6.53 K/9 and 1.72 BB/9. He’s thrown just 12 minor league innings over the last two seasons – both with the Indians.

  • Also outrighted today was Ramiro Pena of the Braves, per the MLB.com transactions page. The utility man was designated recently, presumably in large part due to his rising arbitration salary.
  • Righty Blaine Boyer (Padres), Anthony Swarzak (Twins), and Juan Gutierrez (Giants) have elected free agency rather than accepting outright assignments, also via the MLB transactions page.
  • The White Sox have outrighted righty Ronald Belisario, per the MLB.com transactions page. Belisario was designated recently to make room for the claim of reliever Onelki Garcia.
  • Likewise, the Rays have outrighted righty Michael Kohn. It has been an odd start to the offseason for Kohn, who was signed to a MLB deal before being designated within weeks by Tampa.
  • Baseball America’s Matt Eddy reported a number of new transactions in his weekly Minor League Transactions roundup on Monday. Of particular note is a crop of Phillies signings: catcher Koyie Hill, right-hander Paul Clemens, and infielders Chase d’Arnaud and Cord Phelps. Clemens gives them some pitching depth, as he’s totaled 98 innings with the Astros over the past two seasons, albeit with a 5.51 ERA.
  • Also from Eddy, the Reds have inked outfielder Brennan Boesch to a minor league contract. The 29-year-old Boesch hit .269/.330/.436 in 248 games with the Tigers from 2010-11, but since that time, he’s batted just .237/.277/.376 in 635 plate appearances with the Tigers, Yankees and Angels.
  • The Tigers have announced that outfielder Ezequiel Carrera has elected free agency rather than accepting an assignment to Triple-A after being outrighted (Twitter link). The 27-year-old hit .261/.301/.348 in 73 plate appearances with Detroit this season and is a lifetime .253/.305/.340 hitter in the Majors. Carrera hasn’t hit much in 478 big league PAs, but he brings some speed and solid baserunning to the table and is capable of handling all three outfield spots.

  • Jesus Guzman elected free agency rather than accept a Triple-A assignment from the Astros, Union Radio’s Pascual Artiles reports (Twitter link).  Houston outrighted Guzman off its 40-man roster earlier this month.  Guzman was acquired from the Padres last December and hit .188/.272/.248 in 184 plate appearances in 2014.
  • Second baseman Tony Abreu has elected to become a free agent, leaving the Giants organization.  Abreu has been with the Giants for the last two seasons, appearing in three games with the team in 2014 and 53 in 2013.  Abreu has 615 PA to his name since debuting in the majors in 2007, posting a career .254/.283/.373 line for the Giants, Royals, Diamondbacks and Dodgers.
  • Second baseman Cord Phelps has elected free agency.  Phelps played for the Orioles in 2014, appearing in three Major League games and hitting .259/.361/.388 over 403 PA at Triple-A Norfolk.
  • The Dodgers re-signed left-hander Robert Carson.  The southpaw posted a 5.74 ERA over 62 2/3 IP in the minors with the Angels and Dodgers in 2014, getting released by L.A.’s red team in May and signing with L.A.’s blue team a week later.  Carson threw 33 innings for the Mets in 2012-13, posting a 6.82 ERA in his brief time in the Show.
  • Left-hander Pedro Hernandez has elected to become a free agent, leaving the Rockies.  Hernandez posted a 6.42 ERA in 88 1/3 IP for Triple-A Colorado Springs in 2014, and made one start for the Rockies in July.  The southpaw has a career 7.33 ERA over 66 1/3 IP with the Rockies, Twins and White Sox since 2012.
  • The Rockies released and then re-signed right-hander Simon Castro, according to the club’s official transactions page.  He first signed with Colorado in April but didn’t pitch at all in 2014 due to injury.  Castro was ranked as the game’s 58th-best prospect by Baseball America prior to the 2011 season while in the Padres farm system, and was dealt to the White Sox as part of the Carlos Quentin trade package in the 2011-12 offseason.  His Major League experience consists of 6 2/3 IP with Chicago in 2013.
  • Left-hander Cesar Cabral, most recently of the Yankees organization, has elected to become a free agent, Examiner.com’s Dan Pfeiffer reports (Twitter link).  Cabral appeared in four games for the Yankees in 2014, totaling one inning pitched and allowing three earned runs.  His Major League resume also includes 3 2/3 IP for New York in 2013.  The southpaw has a 4.01 ERA, 2.58 K/BB rate and 420 strikeouts over 422 1/3 career minor league innings.

The moves open two spots on the Orioles’ 40-man roster.

Baltimore signed Yoon to a three-year deal before the season. Their total financial commitment was minimal, at $5.575MM guaranteed, but they were surely still hoping for better results than they’ve gotten so far. Yoon has pitched 90 2/3 innings for Triple-A Norfolk, posting a 5.56 ERA with 6.4 K/9 and 2.4 BB/9. He has not yet pitched in the big leagues. The Orioles owe him $1.75MM in 2015 and $2.4MM in 2016.

Yoon was a standout in Korea, but was widely regarded as having less upside than, for example, Hyun-jin Ryu, who has had success with the Dodgers. Yoon was coming off a 2013 shoulder injury and did not have dominating stuff.

The O’s designated Phelps for assignment to make room for Miguel Gonzalez earlier this week. The former Indians prospect hit .258/.358/.380 in 395 plate appearances for Norfolk this season.

The 27-year-old Phelps, formerly a top prospect with the Indians, went hitless in two at-bats with the O’s this season. He’s spent the rest of the season with Triple-A Norfolk, where he posted a .258/.358/.380 batting line with seven homers in 395 plate appearances. Those marks are noticeably lower than the career .281/.365/.453 batting line he owns at the highest minor league level.

The Orioles originally claimed Phelps off waivers from Cleveland, and they’ve already outrighted him to Triple-A once. He can be a minor league free agent following the season.

It's unlikely that Baltimore will be willing to meet the right-hander's reported asking price though, as ESPN.com's Buster Olney (Twitter link) hears Hammel's reps are seeking a three- or four-year deal for their client. Here's more on the O's:

  • The Orioles are one of many teams with some interest in Johan Santana, tweets Jon Heyman of CBSSports.com.
  • Speaking to reporters, including Roch Kubatko of MASNsports.com (Twitter links), Orioles GM Dan Duquette suggested that finding a leadoff hitter will be a challenge for the club, and that he hasn't made any new offers to players since arriving in Orlando. However, Duquette believes Baltimore will add a player within the next couple days.
  • Kubatko adds (via Twitter) that Baltimore hasn't ruled out rehabbing pitchers, meaning players like Gavin Floyd and Joel Hanrahan could be on the radar.
  • Brittany Ghiroli of MLB.com tweets that the Orioles' budget for a closer will likely max out at about $6MM, and that the club is also seeking a designated hitter who can play the field.
  • The Orioles announced today in a press release that they've outrighted Cord Phelps to Triple-A Norfolk. Phelps was claimed off waivers from the Indians last month.

The Indians had designated the former third-round pick for assignment last week.

Phelps, who turns 27 in January, is the owner of a career .286/.367/.471 in 1,576 plate appearances at the Triple-A level. However, he's failed to live up to the expectations set by that robust batting line in the Majors, slashing just .159/.221/.248 slash line in 123 plate appearances. Primarily a second baseman, the switch-hitting Phelps also got a bit of experience in left field and at first base in 2013. He's played 40 games at shortstop in the minors as well, though he hasn't appeared at the position since 2011.

This is the second minor acquisition by the Orioles today, as the team also acquired fellow DFA casualty Brad Brach from the Padres in exchange for right-hander Devin Jones.

The move frees up enough space for the team to add Jesus Aguilar, Austin Adams, Bryan Price, Eric Gonzalez and Carlos Moncrief to the 40-man roster, thereby protecting each from next month's Rule 5 Draft (Twitter link).

The Indians picked Phelps in the third round out of Stanford back in 2008. He has strong career numbers at the Triple-A level, having slashed .286/.367/.471 in 1,576 plate appearances at the level. Those numbers haven't translated to the Majors, however, where the switch-hitter has managed just a .159/.221/.248 slash line in 123 plate appearances.
